The National Assembly discussed a number of draft laws and resolutions submitted to the Session.

Continuing the 7th Session, on the morning of June 8, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to presentations, reports and discussed contents related to the ratification of the document of accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) of the United Kingdom of Great Britain and Northern Ireland (hereinafter referred to as the United Kingdom).

Comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation spoke at the discussion.

Next, the National Assembly discussed in groups: the Draft Law on Prevention and Combat of Human Trafficking (amended) and the Draft Law on Juvenile Justice.

Participating in the discussion at Group 10 were delegations of National Assembly deputies from Thai Binh, Tien Giang and Bac Lieu provinces. Comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly delegation of the province, and National Assembly deputies of Thai Binh province attended the meeting.

National Assembly deputies in their discussions basically agreed on the need to comprehensively amend the Law on Prevention and Combat of Human Trafficking; assessed that the content of the draft Law on Prevention and Combat of Human Trafficking (amended) has basically fully institutionalized and is consistent with the Party's policies and guidelines in this field. The draft Law has basically reflected quite fully the 3 groups of policies proposed by the Government in the proposal to develop the draft Law on Prevention and Combat of Human Trafficking (amended), including: perfecting regulations on the basis of identifying victims; regulating the support regime for people in the process of being identified as victims; perfecting regulations to improve the regime and policies to support and protect victims.

Basically agree with the necessity of promulgating the Law on Juvenile Justice with 7 objectives and 4 viewpoints stated in the submission of the Supreme People's Court. According to the delegates, the draft Law has been fully institutionalized and ensured to be consistent with the Party's policies and guidelines related to children; basically consistent with many provisions in relevant legal documents and compatible with the International Convention on the Rights of the Child to which Vietnam is a member.

However, to ensure the consistency of the legal system, many opinions suggest that the drafting committee should continue to carefully review relevant laws to propose amendments and supplements right in the draft Law; at the same time, assess the impact more fully on a number of new policies, creating conditions to ensure implementation.

In the afternoon, the National Assembly held a plenary session in the hall to vote to pass the Resolution on the Law and Ordinance Building Program for 2025, adjustments to the Law and Ordinance Building Program for 2024, and the Resolution on the National Assembly's Supervision Program for 2025.

Next, the National Assembly discussed in groups: Investment policy for the National Target Program on Cultural Development for the 2025-2035 period and the draft Law on Trade Unions (amended).

The National Assembly deputies participating in the discussion and assessment of the draft Trade Union Law ensured its conformity with the Party's guidelines and policies, its constitutionality, legality, and consistency with the legal system; and its compatibility with relevant international treaties to which the Socialist Republic of Vietnam is a member. In addition, the deputies focused on a number of major issues of the draft law such as the legal status of the Vietnam Trade Union; scope of regulation; the right to establish, join and operate trade unions; the joining of the Vietnam Trade Union by workers' organizations at enterprises; the organizational system of the Vietnam Trade Union; inspection, examination and social criticism of the Vietnam Trade Union; ensuring conditions for trade union activities; the management and use of trade union finances; and trade union assets; etc.

Regarding the investment policy of the National Target Program on Cultural Development for the period 2025 - 2035, National Assembly deputies said that the investment in the program at the present time fully meets the political, legal, scientific and practical bases; continues to affirm the Party's viewpoints and policies, the State's policies on the position, role and importance of culture in the cause of building, protecting and developing the country sustainably; contributes to implementing the goals, targets, tasks and solutions on cultural development set out in the Party's resolutions, especially the Resolution of the 13th National Party Congress and the 10-year Socio-Economic Development Strategy 2021 - 2030; The General Secretary's direction at the 2021 National Cultural Conference and the Conclusion of the 2022 Cultural Workshop on "Institutions, policies and resources for cultural development". The implementation of the program will contribute to increasing investment resources, meeting the urgent requirements of comprehensive human development and building an advanced Vietnamese culture imbued with national identity, so that culture truly becomes a solid spiritual foundation of society, an endogenous strength, a driving force for national development and national defense. To perfect the investment policy, delegates focused on giving comments on specific contents such as: location, scope, scale of program implementation; implementation time; total investment capital and capital structure; general goals, specific goals and system of indicators; tasks and solutions implemented in the program's components; program implementation mechanism; ...

From June 9 to 16, 2024, the National Assembly will be on recess so that National Assembly agencies, the Government and relevant agencies can absorb, revise and complete draft laws and draft resolutions.
