This afternoon, November 4, under the direction of National Assembly Chairman Tran Thanh Man, the National Assembly discussed in the hall the assessment of the results of the implementation of the socio-economic development plan for 2024, the planned plan for 2025, and a number of other important contents.

Speaking at the discussion session, delegate Ha Sy Dong, Standing Vice Chairman of the People's Committee of Quang Tri province, member of the Finance and Budget Committee of the National Assembly expressed his agreement with many contents in the Government's report and the Economic Committee's verification report on the socio-economic situation in 2024 and the expected groups of solutions proposed for 2025.

In particular, it is necessary to prioritize promoting growth, continuing to renew traditional growth drivers, and at the same time strongly promoting new growth drivers. In the coming time, delegates suggested that the National Assembly and the Government should pay attention and have fundamental solutions to proactively respond to climate change, prevent natural disasters, manage resources, protect the environment, and promote green development.

In addition, public investment resources for the 2026-2030 period will be allocated to develop a project to combat saltwater intrusion and a project to combat landslides associated with resettlement, with special priority given to riverbanks, coastal areas, and mountainous areas at risk of landslides, affecting people's lives, jobs, and safety. "We need strong solutions early and from afar. We cannot let each natural disaster take the lives of hundreds or thousands of people like in the recent past," the delegate emphasized.

Regarding public assets, the Government is requested to urgently direct the Ministry of Finance to thoroughly handle the headquarters of central agencies located in the locality due to being newly built or moved elsewhere.

The delegate cited the typical example of the headquarters of the People's Court of Dong Ha City, Quang Tri Province with an area of ​​over 2000 m2 , located in a prime location of the city, which has been abandoned since 2016. Although Quang Tri Province and the Supreme People's Court have coordinated to request the Ministry of Finance to allow auctioning or transferring it to the locality, the issue has not been resolved, causing waste and creating negative public opinion among voters and the people.

Regarding the implementation of the policy of restructuring the apparatus and streamlining the payroll, it is recommended that the National Assembly have a comprehensive and substantive assessment because while the state budget spends nearly 70% on salaries and regular expenses, according to the report of the Ministry of Home Affairs at this session on restructuring the apparatus and streamlining the payroll, the set goals have basically been achieved.

Regarding institutional bottlenecks, delegates pointed out that at this National Assembly session, the phrase was mentioned a lot from the opening session to the discussion sessions: "Institutions are the bottleneck of bottlenecks". The National Assembly discussed many proposals from the Government to remove institutional bottlenecks, including 5 laws on investment and 7 laws on finance and budget.

According to the affirmation of the Minister of Planning and Investment about the investment laws having many new breakthroughs, liberating production capacity, unblocking resources, especially in new fields, the delegate said that to remove institutional bottlenecks, human resources are needed, and human resources are also being clogged. At the same time, reflecting the current situation of public sector human resources shifting to the private sector, most of which are high-quality human resources, attracting talent to the public sector also faces certain difficulties, the starting salary is not enough to rent a house in big cities, which can affect the socio-economic development of the country, because human resources in the public sector are policy-making personnel.

Accordingly, delegate Ha Sy Dong said that the Government currently has no proposal to remove this very difficult human resource bottleneck and suggested that there should be a breakthrough policy from this very stage to be able to remove the bottlenecks that are hindering the country's development.
