As the locality with the largest number of industrial parks (IPs) in the province, in recent years, Quang Yen Town has paid special attention to ensuring security and order (SOC) in IPs to create a safe environment, attract investors to the area, and contribute to promoting local socio-economic development.
Potential risk of losing security and order
Currently, in Quang Yen town, there are 5 industrial parks and 1 coastal economic zone with approved planning with a total area of 4,500 hectares. Up to now, the 5 industrial parks have attracted more than 70 secondary projects; including 69 FDI projects with a total investment capital of more than 5.4 billion USD, 6 domestic investment projects with an investment capital of over 42,500 billion VND. The total number of workers and laborers in the industrial parks is over 13,000 people, concentrated in Dong Mai Industrial Park (8,800 people), Song Khoai Industrial Park (4,855 people). The number of foreigners working in the industrial parks in the area is nearly 1,700 people.
The formation and development of industrial zones have contributed positively to improving the efficiency of investment resources, promoting economic restructuring towards industrialization and modernization, increasing export turnover, creating jobs for workers, ensuring social security, and accelerating the process of international economic integration. This is a favorable condition for socio-economic development, accelerating the economic growth rate of the town. However, this is also a huge challenge for state management of security and order in industrial zones, especially industrial zones that are in the process of building infrastructure and coming into operation.
In reality, with their specific characteristics, the operations of industrial parks always pose many risks and have been and are giving rise to complex security and order issues, such as: The process of land acquisition, compensation, and site clearance has given rise to many complicated and mass complaints; violations of economic, bidding, environmental, and labor safety laws such as tax evasion price transfer activities by FDI enterprises or taking advantage to bring outdated and used technology into economic zones; "underground" and "disguised" investment activities in the fields of tourism, medical services, and fisheries by foreigners are increasing.
Workers' security issues such as strikes and labor disputes always pose a potential risk, especially infiltration and influence activities within the workers' organization to entice the formation of "independent trade unions" among workers. Reactionary and opposing elements, employees of foreign special agencies thoroughly take advantage of the name of investment and production and business activities to infiltrate activities; thoroughly take advantage of the public and legal names and favorable operating environment in industrial parks to collect state secrets, internal secrets, connect with and entice cadres and party members, and influence internal transformation...
Lieutenant Colonel Doan Ngoc Trung, Deputy Chief of the Town Police, said that within the industrial parks, there are residents living, working and producing; the majority of workers and laborers in the industrial parks are young, with limited political awareness, easily provoked and drawn into illegal activities. In fact, in the industrial parks, social evils such as drugs, gambling, and prostitution have appeared. The situation of taking advantage of loopholes and shortcomings in state management of security and order to reside illegally, violate the law, especially criminal offenses (theft, robbery, intentional injury, drug trafficking and use, crimes related to black credit), crimes that follow projects, organized crimes operating in the style of "mafia" (criminal gangs operating for protection, fighting for areas of operation) has become complicated. Violations of regulations on traffic safety, fire prevention and fighting, environmental protection, resource and mineral management... tend to increase.
The effectiveness of a project
Faced with major challenges in maintaining security and order in industrial parks, in 2021, the town developed and implemented a project to ensure security and order in industrial parks and coastal economic zones in Quang Yen for the period of 2021-2025, with a vision to 2030. The goal is to proactively ensure security, maintain stability in all fields and areas; restrain and reduce the activities of all types of crimes and violations of laws on social order; prevent and stop organized crime, theft of property, equipment and materials, embezzlement of works affecting the progress and quality of construction of economic and technical items of factories and enterprises; not to let organized crime in the style of "mafia" interfere in the economic sector, ensuring a healthy investment and business environment.
To implement the project, the Town People's Committee directed relevant agencies and units to step up measures to propagate and educate the law, raise awareness, vigilance, and responsibility of people and the whole society for issues related to ensuring security and order in industrial parks. From 2021 to present, the whole town has compiled and published more than 200,000 legal brochures; organized 19 sessions, printed and published 10,000 posters to propagate knowledge on preventing and combating crimes of fraud and appropriation of property in cyberspace for nearly 15,400 workers. In particular, organizing propaganda on knowledge on preventing and combating crimes and law violations to 35,000 workers in Song Khoai, Dong Mai, Bac Tien Phong industrial parks and a number of FDI enterprises in the area.
Local authorities focus on coordinating the prevention, detection and handling of crimes in the industrial park. Over the past 3 years, local authorities have handled more than 200 criminal cases, mainly theft of property and consumption of property obtained by others through crime; arrested and handled 151 cases, 295 subjects buying, selling, storing and organizing illegal use of drugs.
Along with that, agencies and units coordinate with the Industrial Park Management Board, secondary investors, and enterprises to pay attention to building, supplementing, and perfecting regulations and rules for protecting security and safety of assets, materials, equipment, warehouses, and yards; equipping modern technical means to monitor each stage, field, and process of operation, production, and business, in conjunction with strictly implementing the responsibility regime for each job position. Regularly coordinate with the police force and related units to organize training, fostering, and practicing situations to ensure security and order, and fire prevention and fighting to improve the operational capacity of on-site forces.
The town maintains coordination with units and enterprises to effectively implement the movement of the whole people to protect national security, protect property safety, prevent fire and explosion, especially during holidays and Tet. In particular, the town has established and effectively implemented the following models: Song Khoai Industrial Park Security and Order Committee, Dong Mai ward self-managed boarding house group on security and order; Dong Mai ward self-managed green environment worker group on security and order; creative labor union members, building safe enterprises on security and order...
A typical example is the success of the Song Khoai Industrial Park Security and Order Committee model. Two years since its inception, the model has been effective in preventing and repelling crime in the industrial park. Specifically, the committee has organized 345 patrols to ensure security and order; coordinated to organize 125 traffic safety and order sessions on provincial road 338; mobilized and organized the dismantling of 21 tents and stalls encroaching on the sidewalks and roads in front of the Amata Industrial Park; organized 3 drug testing sessions for 1,000 officials and workers in the industrial park...
Major Khong Van Hoang, Chief of Song Khoai Commune Police, said: “The grassroots security force coordinates with the Song Khoai Industrial Park Security and Order Board to regularly provide information on the number of workers temporarily residing in the Industrial Park for the commune police to check, guide, and declare their residence information according to regulations. Provide 10 valuable pieces of information to the commune police force so that the commune police force can deploy professional measures to arrest 3 cases, 8 subjects of property theft; 3 cases, 6 subjects of illegal drug possession. In addition, the members of the board also proactively grasp the situation of workers' lives, the company's policies and regimes to advise the company's leaders to satisfactorily resolve the workers' petitions."
Along with the participation of functional forces, enterprises as well as the Industrial Park Management Board have also proactively deployed measures to ensure security and order right at the facility. At Song Khoai Industrial Park, the work of ensuring security and order is always tightened and maintained by the Management Board. Many security posts have been set up at important locations to strengthen security inspection and supervision as well as protect business assets. Security forces divide into shifts and regularly patrol and control the area.
“We strictly prohibit the act of hanging or posting advertisements in the area; do not allow gatherings of street vendors in the area as well as locations connecting to residential areas to avoid crowded situations that are easily exploited by criminals as well as causing disorder. At the same time, we proactively coordinate with police forces at all levels to assess potential complex factors regarding security and order, especially risks to the environment, fire and explosion, traffic safety, and worker security. We continuously innovate and rejuvenate the security team to strengthen security supervision during the day and at night, promptly resolve complicated security incidents as well as protect the assets of businesses” - Mr. Do Quang Huy, Head of Construction Management Department, Song Khoai Industrial Park Management Board shared.
After 3 years of implementing the project, Quang Yen Town has successfully achieved the goals of maintaining security and order in the industrial zones, especially internal security, economic security, network security, religious and ethnic security, and social security. Thereby, creating a safe environment to help businesses and workers feel secure in production, creating favorable conditions for industrial zones to attract investment, develop quickly and sustainably.
