The 4th Congress of the Provincial Public Administration Service Center Party Cell, term 2025-2030

On the morning of April 12, in Ha Long City, the Party Cell of the Provincial Public Administration Service Center under the Provincial Party Committee held its 4th Congress for the 2025-2030 term. Comrade Nghiem Xuan Cuong, member of the Provincial Party Committee, member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee attended and directed. During the past term, under the close direction and leadership of the Party Committee of the Provincial Agencies, the Party Committee of the Provincial People's Committee, the cadres and Party members of the Provincial Public Administration Service Center Party Cell have always been united, overcome difficulties, and strived to fulfill the political tasks of the agency, contributing to improving the investment and business environment, removing "bottlenecks" in handling administrative procedures (TTHC) and Party building work of the Party Cell. The targets and tasks of the Resolution of the 3rd Congress of the Center Party Cell, term 2020-2025 have all been achieved and exceeded.

Of which, 100% of administrative procedures are posted, fully and promptly publicized, reducing 20 to 50% of the processing time compared to regulations; the processing process is restructured, ensuring clear people, clear work, clear time associated with the responsibilities of each department and each officer; all administrative procedures are processed according to the principle of "5 steps on-site", "5 steps in the electronic environment"; the rate of files processed correctly and before the deadline reaches an average of 99.8%; the rate of files processed online reaches an average of 98.4%; the rate of digitization of input files reaches an average of 98.8%; the rate of digitization of results of administrative procedure processing reaches an average of 96.1%; the collection of fees and charges for administrative procedures through non-cash payment reaches approximately 100%; the time for receiving people to perform administrative procedures reaches an average of 13.3 minutes/transaction; The satisfaction rating through the survey system is always over 99.9%; feedback and recommendations from people and organizations are promptly resolved...

Comrade Nghiem Xuan Cuong, member of the Provincial Party Committee, member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, highly appreciated the results that the Provincial Public Administration Service Center Party Cell had achieved in the past term; at the same time, affirmed that those results were the premise, basic and extremely important favorable conditions for the Party Cell to continue to develop more strongly and firmly in the 2025-2030 term, contributing to the province and the country entering a new era - the era of national growth.

The Vice Chairman of the Provincial People's Committee also agreed with the targets set out in the Resolution of the Party Congress, which required focusing on implementing key tasks: Building a clean, strong, and comprehensive Party system, promoting combativeness and exemplary character. Innovating and completing the pilot system and model of a synchronous one-level administrative procedure, becoming a center for digital transformation in handling administrative procedures, improving the investment and business environment. Promoting the responsibility of leaders and staff, civil servants, and public employees in handling administrative procedures in a close-knit manner, with results specifically counted.

Proactively resolve arising issues, remove difficulties and obstacles in the handling of administrative procedures of the sector and fields in charge for businesses and people. Strengthen inspection and supervision of the implementation of administrative procedure reform at agencies, units and localities, minimizing the situation of overdue records. Use the annual results of administrative procedure implementation of the sector and locality as the basis for assessing the level of task completion, leadership and management capacity of heads of administrative agencies at all levels.

Promote digital transformation in management and provision of public services, implement online public services associated with digitization, reuse of records, documents, and results of administrative procedure settlement in a practical and effective manner; expand the reception and settlement of records in a direction that is not dependent on administrative boundaries; resolve mobile administrative procedures by field and sector for some specific subjects or remote areas. Strengthen training and guidance on digital skills, improve the quality of civil servants and public employees in resolving administrative procedures...

The Congress elected the Party Committee, Secretary, Deputy Secretary of the Party Cell; and elected a delegation to attend the higher-level Congress.
