Associate Professor, Dr. Nguyen Thi My Liem, member of the Executive Committee of the Vietnam Musicians Association, member of the Executive Committee of the Ho Chi Minh City Music Association, former Deputy Director of the Ho Chi Minh City Conservatory of Music, lecturer at the Faculty of Arts, Saigon University, is very interested in researching the issues of the music industry and cultural industry. On the occasion of Associate Professor, Dr. Nguyen Thi My Liem's working trip to Ha Long, reporters from the Provincial Media Center had a conversation with her.

- Madam, how do you evaluate the potential for developing the cultural industry, specifically the music industry, in Quang Ninh?
+ Honestly, with Quang Ninh, I have not had much access. But clearly, the cultural industry is a trend, an irresistible trend. In the world, people have done a lot. In Vietnam, I want to emphasize that our Party and State have also had strong instructions. We have also discussed this issue a lot.
In fact, the cultural industry has existed in Vietnam for a long time, not since we started to raise the issue. Many musical works, when popularized (for example, on television or radio), are already marketable products, meaning they can be sold. There is nothing new about the products of the music industry, but what is very new is that if we do not innovate, we will repeat the old story and how can we sell them? Cultural products must always be new, always creative, so I think Quang Ninh can do it. Why? Because Quang Ninh has a lot of potential, of which tourism is one of the potentials of the cultural industry, a type that is prioritized for development and has brought many economic benefits.
So what benefits will the music industry bring to Quang Ninh? I have to say right away that in reality, tourists coming to Quang Ninh never go "secretly". They always want to listen to music. And music products are everywhere, from advertising music, waiting music, phone ringtones to film music, water music, puppetry music in Tuan Chau, music in entertainment areas. So why don't we research to stimulate and make people come to Quang Ninh more. Of course, we have to have something unique, something special. Just think about it, a TV image on television without music will die. If the music is sketchy, it will not be effective. But if we carefully research how music brings, that will create attraction for tourists.

- In recent times, Quang Ninh has had many cruise ships organizing music shows combined with tourism. What do you think about this approach?
+ Many localities in the country such as Can Tho, Saigon also have some cruise ships with this model on the river. There, they also have all kinds of music from light music, youth music, even amateur music. In Ha Long, we have to think about what kind of music has Ha Long identity, in addition to being creative, it must be different, it must have identity.
To Iuon wants to repeat the very concise saying: think globally but act locally. That is a saying that shows concise and concise thinking. Music in Ha Long must be the same. Think about it, on a cruise without music, the desired results will not be achieved. If music is included, it will have a more effective impact on tourism activities. But I hope we take it one step further and bring music with Quang Ninh identity into tourism products. Is it Quang Ninh folk music? Is it unique?
Or bring the stories of famous singers and artists from Quang Ninh like Quang Tho, like Ho Quynh Huong for example. It could also be from other places, we mix it with light music, young music to make it more cheerful. I think, we need to think more to be more effective.

- A famous musician who is a son of Quang Ninh once proposed a music festival in Ha Long. What do you think about this idea?
+ I strongly support it. Because music festivals are occasions for people to meet, to exchange, to discuss and from there to discover more issues. If I am a performer, I watch others perform and I will realize what they do better than me, what is more special to promote. Music festivals always bring about effects and outcomes later, not just immediately. Gradually, people will come to travel even in winter, to know more about Quang Ninh. And in the long run, the effects of music festivals will spread more widely.
Quang Ninh has many talents, and organizing music festivals or festivals is, in my opinion, only the tip of the iceberg. If we study history carefully, we will see that in a period when the government is interested in a certain genre of music, that genre will develop. For example, during the Tran Dynasty, Tuong singing developed, during the Le Dynasty, Ca Tru developed again, and then during the Nguyen Dynasty, the Nguyen kings liked Tuong. There were plays that were performed forty, fifty, or even hundreds of nights each year. It is like watching a series of movies now, but people still like it.

- So how should we care about maintaining existing models, madam?
+ I think that caring does not mean subsidizing, caring does not mean "caring" or embracing it as if it had already been born and had to be raised. We care through policies, through state management measures, through encouragement, through tax exemption policies, through human resources policies, through investment policies. And of course, investment must be profitable. The investment of the State combined with the participation of the people and businesses, when given the conditions to develop their capacity, I think there will be products and professional people for the development of the music industry.
Quang Ninh is also a land of poetry. In traditional music, folk songs are essentially folk poems sung. Contemporary poetry in Quang Ninh is also abundant and quite a lot of good poems. Therefore Let's take advantage of this relationship to compose music, give life many musical compositions, bring creative ideas and beautiful words to music, and together let's lift each other up...
- Speaking of human factors, how do you evaluate the human resources for the music industry in Quang Ninh?
+ Quang Ninh has something that surprises me: it has given birth to many children with beautiful singing voices. They have existed in the past and they still exist today. So, should we raise the issue of gathering famous voices at a music festival that creates a mark for Quang Ninh, creating encouragement for the people of Quang Ninh themselves. That is also a condition to discover new voices, people who are naturally endowed with beautiful voices.
In addition to promoting that source of singing talent, it is necessary to propose a number of solutions, such as: Focusing on improving the quality and effectiveness of cultural and artistic forms; training and developing a team of leaders, managers, and consultants in the field of culture and art, especially key staff who truly understand culture, have qualities, courage, and professional expertise, meeting the requirements of the job.
It is a fact that our music market is quite vibrant and bustling, but the actual number of music critics Research, theory, and music theory are a void. The pool of people with deep expertise doing management work is also very small. At the same time, Quang Ninh is a border province, so it is also necessary to actively enhance the "resistance" of the people, especially the youth, to harmful foreign cultural products; strengthen the role of culture and art in promoting beautiful values of the human soul and personality.
