Cultural industry has many improvements

After 7 years of implementing Plan No. 15/KH-UBND dated January 18, 2018 of the Provincial People's Committee on implementing the Strategy for developing Vietnam's cultural industries to 2020, with a vision to 2030, Quang Ninh has achieved initial results with many improvements , contributing to bringing The province has become a bright spot in economic development in the country.

Cultural tourism highlight

The first highlight to mention is the development of cultural tourism. In recent years, based on the strengths of natural and cultural tourism resources, Quang Ninh tourism space continues to orient, expand with focus, key points, develop in 4 regions (Ha Long, Dong Trieu - Uong Bi - Quang Yen, Van Don, Co To and Mong Cai), associated with 4 main product lines, including: Sea and island tourism; cultural and spiritual tourism; community and ecological tourism and border tourism.

To date, 12/13 localities have been recognized as tourist areas and destinations with 1 national tourist area, 5 provincial tourist areas, and 78 tourist destinations. Localities have proactively developed tourism products based on the advantages and conditions of each region, thereby promoting efficiency and gradually promoting the development of the cultural industry in the province.

In the period 2011-2019, the annual growth rate of tourists to Quang Ninh reached about 10.2%/year; of which international visitors reached 17.9%/year, domestic visitors reached 8.2%/year. After the Covid-19 pandemic, from 2021 to 2023, Quang Ninh welcomed 31.5 million visitors, total tourism revenue reached about 63,937 billion VND. Notably, in 2024, Quang Ninh tourism reached a record of welcoming 19 million visitors, of which international visitors reached more than 3.8 million, total revenue is estimated at 46,460 billion VND.

The assessment shows that the contribution rate of tourism to the province's GRDP has increased significantly. If in 2021 this rate reached 2.32%, it will increase sharply in 2023 and 2024, reaching 7.62% and 9.64%, respectively. The length of stay and spending of visitors also increased. The average length of stay per tourist in the past 3 years was 2.22 days (2022), 2.34 days (2023) and 2.56 days (2024), respectively. Average spending per tourist in 2024 is 2.45 million VND/tourist/trip, an increase of 14% compared to 2023. The report assessing the Vietnam tourism competitiveness index in 2021 for 15 provinces/cities according to groups and pillars, Quang Ninh has a high ranking position, overall ranking 2nd only after Da Nang...

The picture has many highlights

The natural beauty, culture and people of Quang Ninh are increasingly appearing in films. In recent years, many domestic and foreign film crews have come to Quang Ninh to take the setting and story of the culture, people and working life here as material to create cinematic works in many genres, such as feature films, documentaries, scientific films...

In particular, the beautiful scenery of Ha Long Bay has appeared in many famous international films, such as: “Indochine” (1992), considered a French classic, which won the Best Foreign Language Film award at the 1993 Oscar; “Pan” (2015); “Kong: Skull Island” (2017); and the American science fiction film The Creator, which will be released in 2023.

In recent times, Quang Ninh has also developed programs and plans to organize events and art performances. Some night tourism activities have also been effectively implemented, such as: Water puppetry, Ha Long Carnival...; Ha Long Beauty Contests, Vietnam Beauty Contests, Ao Dai Festival and many other events of the province. These series of events and activities have attracted tens of thousands of tourists and locals to enjoy.

In addition, many art programs also contribute to creating new tourism products, such as music shows "Thanh am ben thong" at Doi Mat Troi complex, La Luna Coffee Ha Long, "Love in the bay" on Ambassador Cruise and many other music minishows on cruise ships in Ha Long Bay, with the participation of young, famous singers and artists... attracting a large number of people and tourists to enjoy.

According to statistics from the Department of Culture, Sports and Tourism, from the beginning of 2018 to the beginning of February 2025, the province has received and resolved 419 administrative procedure records in the field of performing arts, with 412 records of granting licenses/notifications for organizing performing arts; 7 records of granting licenses to organize/host beauty and model contests.

Quang Ninh's art fields also have great strengths. Mr. Dao Huy Toan, Chairman of the Provincial Literature and Arts Association, affirmed: Quang Ninh fine arts have a long history with a relatively large number of works, especially about the coal industry. The same goes for music, there are currently over 3,000 songs written about Quang Ninh. All localities can organize their own music night. Over the past 5 years, Quang Ninh artists have participated in all national music festivals, achieving very good results. Quang Ninh photography has always been the leader in the region over the past 5 years, and has been assessed by some photographers as being able to participate in the international market. Many authors have had famous galleries and exhibitions, with many works displayed and won high prizes in national and international fine arts and photography competitions.

In addition, advertising activities in the province have also developed strongly in recent years with the participation of many advertising service businesses inside and outside the province; helping to provide information about products of enterprises and social organizations to all classes of people in the province, creating conditions for socio-economic development of the province. From 2018 to the beginning of February, the province has received and resolved 2,513 administrative procedure settlement records in the field of outdoor advertising.

Quang Ninh also has many traditional craft villages and handicrafts, such as: Ceramics, fine art coal, pearl farming, bamboo and rattan weaving, brocade embroidery... Some handicraft products have made their mark on the domestic and foreign markets. Along with the development of unique cultural products of the locality, the province always pays attention to trade promotion activities to promote traditional cultural products in the province.

Invest resources in culture

Quang Ninh has also paid attention to and devoted resources to investing in the construction and completion of the system of cultural and sports institutions. Up to now, there have been provincial-level cultural works that have met national and international standards, such as: Museum - Library - Planning Palace, Provincial Fair and Exhibition, Youth and Children's Cultural Palace, Provincial Sports Complex. Provincial-level cultural institutions have gradually met the requirements for organizing national, international and regional cultural and sports activities and events such as the 31st SEA Games, International Circus Festival, International Band Festival... contributing to creating the brand of Quang Ninh, affirming the position of a province with strong and sustainable development.

Along with the investment of the province, localities have basically paid attention to dedicating resources, gradually implementing investment in building facilities, equipment of cultural and sports institutions in the area, creating a new look in developing infrastructure systems and cultural spaces in localities, ensuring service for organizing important events and movement activities.

Up to now, 13/13 districts, towns and cities have Cultural and Sports Centers, of which 6 Cultural and Sports Centers meet the prescribed standards (Tien Yen, Ba Che, Van Don, Dong Trieu, Dam Ha, Cam Pha). The whole province has 103/171 communes, wards and towns that have established Cultural and Sports Centers on the basis of combining communes with Cultural Houses or Commune People's Committee halls with simple sports football fields. 73/171 communes, wards and towns have built Cultural Houses. The whole province has 1,449/1,452 villages and areas with Cultural Houses, of which 1,017 Cultural Houses meet the standards. In addition to cultural and sports institutions invested and managed by the State, cultural and sports institutions built by enterprises and private individuals are increasingly numerous, basically meeting the enjoyment needs of the people.

According to statistics from the Department of Culture, Sports and Tourism, the total investment in the cultural sector from the provincial budget in the 2016-2020 period is 1,967 billion VND, and in the 2021-2025 period is 236.2 billion VND. Up to now, the projects have been completed on schedule, promoting investment efficiency; contributing to raising people's responsibility in preserving and promoting cultural values, while creating resources to reinvest in cultural conservation. It is expected that in the 2026-2030 period, the province will allocate about 2,000 billion VND for cultural development, in order to effectively exploit the potential of natural landscapes and cultural values ​​in the area to serve economic, tourism and service development.
