Lots of support content
According to the report of the Department of Construction, the support mechanism for implementing social housing investment projects in Quang Nam province includes 3 contents: supporting compensation and resettlement; building technical infrastructure systems and supporting fees and charges for implementing investment procedures.
Specifically, 100% funding support for compensation, support and resettlement according to land law; creating clean land for investors to invest in building social housing.
Support 50% of the investment cost for construction of technical infrastructure systems within the project scope (including projects with investment phases approved by competent authorities), including: Traffic system, energy supply system, public lighting system, communication system, water supply system, drainage and wastewater treatment system, solid waste management system, public sanitation system (except technical infrastructure systems inside the building) but not exceeding 10 billion VND/project.
Support 100% of fees and charges for investment procedures, including: Fees for appraisal of tasks and detailed construction planning projects; appraisal of feasibility study reports (or technical economic reports); appraisal and approval of fire prevention and fighting designs and other fees and charges issued by the Provincial People's Council.
The subjects of application of this mechanism include: Investors of social housing construction investment projects invested with trade union financial resources; investors of social housing construction investment projects not funded by capital sources specified in Clause 1, Article 85 of the Housing Law dated November 27, 2023; investors of commercial housing construction investment projects directly investing in social housing construction within the scope of commercial housing construction investment projects entitled to incentives for the land area specified in Clause 2, Clause 3, Article 83 of the Housing Law; other state agencies, organizations and individuals related to the implementation of social housing construction investment in Quang Nam.
Expectations create motivation
Implementing the Prime Minister's "Project to build at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030", the People's Committee of Quang Nam province issued Plan No. 7815 on November 14, 2023, which sets the goal of "Developing and investing in the construction of social housing and housing for industrial park workers by 2030, estimated at about 19,600 units".
However, according to the Department of Construction, the development of social housing in the province is still modest. Up to now, there has only been one housing project for workers in Tam Thang Industrial Park (IP) put into use by Panko Company with a construction area of 5.1 hectares in phase 1 corresponding to 200 rooms.
The remaining social housing investment projects are only at the investment portfolio and investment preparation stages, with a few new projects being implemented. The province has not yet had any social housing products put into use to serve the needs of policy beneficiaries.
Among the reasons for the slow development of social housing is the reason that the investment support mechanism is not attractive enough to attract investors.
According to a representative of Vingroup, the number of tasks in investment procedures for social housing projects is currently greater than that of commercial housing projects. The total time to complete procedures for social housing projects from the beginning to the commencement of construction is at least 2 years, discouraging interested investors.
In order to attract investors, Vingroup Corporation representatives proposed to cut down on procedures related to investment in the construction of social housing projects. At the same time, the State needs to issue a list of technical infrastructure and social infrastructure items in social housing projects supported by the budget; exempt or reduce land rent for investors who build commercial service works within the scope of social housing projects. In addition, it is necessary to adjust the investment capital rate of social housing projects to suit reality; consider lowering interest rates, increasing loan terms for investors and customers buying and renting social housing, etc.
The leaders of the Department of Construction said that currently, the demand for social housing of people in the province is very large. The issuance of regulations on support mechanisms for the implementation of social housing investment projects in the province is necessary.
This is stipulated in the Housing Law 2023, which clearly states: "The Provincial People's Council, based on local conditions, shall issue a mechanism to support the implementation of social housing construction investment projects within the locality in accordance with its authority and other relevant legal provisions."
According to the Department of Construction, the number of workers working in industrial parks is estimated at 47,860 people, mainly concentrated in Dien Nam - Dien Ngoc industrial parks (about 15,600 workers), Tam Thang industrial park (about 10,000 workers), Chu Lai Truong Hai Automobile Mechanical Industrial Park (about 9,000 workers). The workers participating in production mainly come from neighboring localities who provide their own accommodation and rent houses.
