CII proposes to build TOD from Hang Xanh to the foot of Binh Trieu bridge, Ho Chi Minh City requires on-site resettlement

Ho Chi Minh City Infrastructure Investment Joint Stock Company (CII) will use its own capital to hire a consulting unit to complete the TOD concept from Hang Xanh to the foot of Binh Trieu Bridge.

Regarding the proposal for urban development in the direction of public transport (TOD) in the Hang Xanh area (Binh Thanh district), in the recent conclusion announcement, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai acknowledged and highly appreciated the idea of ​​Ho Chi Minh City Infrastructure Investment Joint Stock Company (CII), contributing to the overall development of the city.

Mr. Mai suggested that CII Company proactively use its own capital to hire a consulting unit to complete the idea. At the same time, research synchronous, smart, modern green infrastructure, policies and mechanisms related to compensation for site clearance, support, and resettlement (compensation according to market prices, livelihoods for affected people, on-site resettlement...).

Then the enterprise reports and proposes to the Ho Chi Minh City Department of Transport to synthesize and advise the City People's Committee.

The Ho Chi Minh City Department of Transport is the focal point, coordinating with businesses and relevant departments and sectors to urgently research and propose policies related to the TOD model. The research content includes the bidding mechanism for selecting investors, appointing strategic investors and appropriate solutions to supplement the recommendations in the metro project.

At the same time, review and supplement the list of TOD projects to be implemented in phase 1, advise and propose to the City People's Committee.

The Department of Planning and Architecture of Ho Chi Minh City presides, coordinates, guides and supports CII Company to complete the above idea related to the adjustment of zoning planning projects (above ground, underground...).

According to Tuoi Tre Online , the area proposed for research by the enterprise ranges from Hang Xanh to the foot of Binh Trieu Bridge. This is just an initial idea and will be fully researched by the consulting unit.

Regarding the current status, the research area has 4 main routes: Dien Bien Phu, Nguyen Xi, Dinh Bo Linh and Xo Viet Nghe Tinh. Of which, Dinh Bo Linh and Xo Viet Nghe Tinh - National Highway 13 are important connecting corridors between Ho Chi Minh City and Binh Duong.

The Hang Xanh intersection stretches to the foot of Binh Trieu bridge, which is a place with dense traffic and frequent congestion during rush hour at bottleneck locations.

Currently, Ho Chi Minh City is studying the expansion of Dinh Bo Linh Street, Xo Viet Nghe Tinh Street and National Highway 13 through Binh Thanh to synchronize with the project to upgrade and expand National Highway 13 from the foot of Binh Trieu Bridge to Binh Duong.

In particular, one of the important factors for forming urban development according to the TOD model is that in the future this area will have metro line 3A and metro line 5 along with a number of other public transport routes.

Ho Chi Minh City expects to collect 7.8 billion USD from developing according to the TOD model to build metro

According to the metro project, from now until 2035, Ho Chi Minh City will deploy and complete 7 routes with a total length of 355km. The total investment for the preliminary projects is about 40.02 billion USD. To implement the project, the city will mobilize from many sources, including revenue from urban development according to the TOD model of about 7.8 billion USD.

At the meeting of the Advisory Council on the implementation of Resolution 98 on February 8, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that the city will invite prestigious international consultants to help plan underground space, associated with TOD development.

Recently, the City has had a project to research 6 TOD locations and assigned businesses to propose TOD from Hang Xanh intersection to National Highway 13.
