
Every year, the Standing Committee of the People's Council at all levels has proactively coordinated with the Vietnam Fatherland Front Committee to develop a plan for meeting with voters before and after the regular sessions of the People's Council according to regulations. At the meetings, the delegations elect members to announce the results of handling and responding to voters' petitions of the People's Committee and competent agencies for localities whose petitions have been received and resolved; petitions that have been considered and resolved; petitions that have not been resolved related to difficulties and obstacles...
Along with the regular TXCT before and after each session, the People's Council delegates organized TXCT, conducted supervision by topic and field; TXCT at the place of residence and workplace to promptly grasp the thoughts and aspirations of voters in the localities, contributing to strengthening the close relationship between elected representatives and voters. From the 2016 - 2021 term up to now, the People's Councils at all levels have organized 17,144 regular TXCT before and after the session (357 meetings were organized at the provincial level; 2,166 meetings were organized at the district level; 14,603 meetings were organized by the People's Council at the commune level).
The People's Committees at all levels have reported the results of handling voters' opinions and recommendations at the TXCT meetings. Most of the recommendations under their authority have been reviewed, accepted and promptly resolved by the Provincial People's Committee; for some recommendations related to policy amendments and supplements, time is needed to summarize and evaluate the practice.
Before the 10th session of the Provincial People's Council, term XV, 2021 - 2026, voters of Chieng Dong commune, Tuan Giao district proposed the following content: National Highway 279, from Binh Minh Primary School to Chieng Dong Secondary School, is the main traffic axis through Chieng Dong commune, with a large concentration of people, especially during rush hour, when students leave school, with many vehicles participating in traffic. Meanwhile, the road has a curve with limited visibility, posing a potential risk of traffic safety. It is recommended that the authorities promptly install a system of signs and speed bumps to ensure traffic safety in the area. In response to voters' opinions and recommendations, on March 8, 2023, the Department of Transport sent a document to Road Management Area I for resolution. The route has been equipped with a traffic safety system including: 2 child warning signs, 2 curve warning signs, road centerline paint; and 2 additional dangerous curve signs and speed bumps.
Regarding some recommendations related to land and complicated and long-term projects, the Provincial People's Committee has seriously received and directed their resolution. A typical example is the request of voters of Muong Thanh Ward, Dien Bien Phu City to the Provincial People's Committee to consider adjusting a part of the recovered land area in Decision No. 559/QD-UBND dated May 12, 2003 of the People's Committee of the former Lai Chau Province (now Dien Bien Province) on land recovery to implement the project of building dams, embankments and infrastructure for the Nam Rom Riverside Park. The project has not been completed for 19 years, and nearly 40 households in Residential Group 4, Muong Thanh Ward have been affected. The houses are degraded and unsafe, but they cannot be transferred, built or repaired. Voters have made recommendations many times but have not been considered for resolution. Receiving comments, the Provincial People's Committee has directed the Department of Natural Resources and Environment to preside over and coordinate with the People's Committee of Dien Bien Phu City and relevant units to promptly resolve the issue according to regulations. On that basis, the Provincial People's Committee will consider adjusting a part of the recovered land area in Decision 559, in accordance with current legal regulations.
The seriousness, openness and responsibility of the Provincial People's Committee and relevant agencies in handling voters' petitions in recent times have contributed to improving the efficiency and effectiveness of the State apparatus' management; protecting the legitimate rights and interests of the people; maintaining security and order, and promoting socio-economic development.
