Kinhtedothi - On November 26, Permanent Deputy Prime Minister Nguyen Hoa Binh, Head of the Prime Minister's Administrative Procedure Reform Working Group, had a direct and online meeting with 3 ministries and 8 localities on administrative procedure reform.


Permanent Deputy Prime Minister Nguyen Hoa Binh directly coordinated online with 3 ministries (Defense, Foreign Affairs, Information and Communications) and 8 localities (Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho, Quang Ninh, Hai Duong, Tay Ninh) on administrative procedure reform.

The report summarizing the implementation results of the past 10 months of 3 ministries and 8 localities in administrative procedure reform and the assessment through monitoring by the Standing Agency of the Working Group shows that in reforming the implementation and settlement of administrative procedures and providing public services, ministries and localities have made efforts to implement this work and have achieved some outstanding results such as: cutting and simplifying business regulations, the Ministry of National Defense has completed the reduction and simplification of 11/35 procedures, 24 procedures have not been simplified; the Ministry of Information and Communications has implemented the reduction and simplification plan for 101/202 business regulations, 101/202 regulations have not been implemented.

Regarding the reduction and simplification of administrative procedures and citizen papers related to population, the Ministry of National Defense has reduced and simplified 30/52 citizen procedures and papers. The Ministry of Information and Communications has simplified citizen papers for 48/68 procedures. The Ministry of Foreign Affairs has reduced and simplified 25 administrative procedures.

Regarding the reception and settlement of administrative procedure records on the administrative procedure settlement information system and synchronization with the National Public Service Portal: The rate of synchronization of records of the Ministry of National Defense on the Portal reached 100%. The Ministry of Information and Communications has synchronized over 19,400 records with the Portal. This rate of localities: Can Tho reached 100%, Tay Ninh reached 98.56%, Hai Phong reached 77.17%, Hai Duong reached over 72%, Hanoi reached nearly 66%, Ho Chi Minh City reached over 39%... Regarding the rate of digitization of records, the results of handling administrative procedures of the Ministry of National Defense reached 96.76%, the Ministry of Information and Communications reached 46.53%... with localities, the rate of digitization of records, the results of handling administrative procedures have met the requirements of the Government...

Mr. Ngo Hai Phan, Director of the Department of Administrative Procedure Control, said: "Ministries, branches and localities have paid attention to reforming administrative procedures right in the process of drafting normative documents and have focused on assessing the impact of regulations on the need for constitutionality and legality. On that basis, we will immediately prevent unnecessary procedures that cause difficulties for people and businesses during the drafting process. For localities, the rate of online public services in Hai Phong, Quang Ninh and Hanoi is 61.38%, 35.03% and 10.44% respectively; for Ho Chi Minh City, ministries and branches have announced 460 procedures eligible for provision of the entire process."

However, in addition to the achieved results, opinions at the working session said that there are still shortcomings that need to be addressed, such as the situation of administrative procedure announcement and disclosure not being complete and timely; the restructuring of administrative procedures and public services is not substantial and complicated; digitalization is still slow and ineffective...; and the synchronization of file status on the National Public Service Portal has not been ensured.

Pointing out the difficulties in implementing administrative procedures in operations, Mr. Nguyen Van De, Chairman of the Vietnam Private Hospital Association, commented: "Enterprises have projects for 5-7 years, some projects are suspended and not resolved, the Government's responses are always roundabout. In fact, a document is issued but revised 3 times, many procedures arise - this can be reduced, but we increase the will of the people who do it due to weakness to manipulate the old way. Therefore, I propose to enhance the role and discipline of local authorities."

To continue facilitating the implementation of administrative procedures in the coming time, Mr. Nguyen Hai Minh, Vice President of the European Business Association, proposed: "We also propose that in the coming time, when the working group collects a lot of feedback and recommendations on issues with specific solutions, very clear issues - it is possible to issue general guidelines similar to the Handbook of ministries, branches and localities so that people and businesses can rely on it to coordinate to solve practical problems."

Speaking at the meeting, Deputy Prime Minister Nguyen Hoa Binh emphasized that administrative procedure reform has always received special attention from the Party and State. The Government has clearly identified this as one of the key tasks and fundamental solutions to create momentum for economic recovery and growth, and improve the investment and business environment. At the same time, he stated that the goal of striving to create a transparent and convenient administrative system, serving the people - this is also the drastic direction of our Party and State. The Deputy Prime Minister said that identifying bottlenecks and shortcomings will overcome limitations, creating convenience for people and businesses when carrying out administrative procedures. Thereby creating a breakthrough development for the country in the coming time.
