With the active participation of all levels and sectors, in order to facilitate the work of arranging TCBM, creating conditions for young cadres to have more opportunities to contribute, many leaders and managers from the department, branch to the division level and equivalent in the province have proactively written applications for early retirement. Specifically, from March 1, 2025 to present, the whole province has 208 cadres, civil servants and public employees of agencies and units from the province to the district level applying for early retirement, of which 82 leaders and managers at all levels voluntarily applied for early retirement, accounting for 39.4%.
Ms. Tran Thi Thu Huyen, former Head of the Information - General Department, Provincial Party Committee's Propaganda Department (now the Provincial Party Committee's Propaganda and Mass Mobilization Department) shared: After the merger between the two departments, a number of specialized departments of the two units, including the Information - General Department, were merged with the Propaganda - Press - Publishing Department to streamline the apparatus. I fully support this policy and arrangement. To facilitate the work of arranging TCBM and rejuvenating the agency's staff, I voluntarily wrote an application for early retirement so that young staff have more opportunities to work and contribute.
Voluntary early retirement of cadres and managers not only helps reduce pressure on salary and staffing, but also creates conditions for agencies and units to carry out mergers and organizational restructuring flexibly and effectively; opening up opportunities for young, qualified, capable and enthusiastic cadres to contribute and develop.
Mr. Luong Truong Dat, Deputy Head of the Provincial Party Committee's Organization Board, affirmed: The voluntary actions of cadres, leaders, and managers at the department, branch, and division levels and equivalent have demonstrated their pioneering and exemplary role in implementing the policies of the Party, the State, and the province for the goal of streamlining the apparatus. This also demonstrates the high sense of responsibility of the team of leaders and managers for the overall development of the province, putting collective interests above personal interests.
To encourage and facilitate voluntary retirement of cadres, the Provincial Party Committee, People's Council and People's Committee have issued directives and specific plans on the arrangement and merger of agencies and units in each phase, publicly announcing the implementation roadmap for cadres and party members to understand; directed extensive propaganda on the purpose and significance of streamlining the apparatus and support policies to create consensus and high support among cadres; ensured proper payment of policies for cadres entitled to the policy (in March, the competent authority of the province approved payment from the state budget of over 118 billion VND for 108 cases, including 61 leaders and managers).
In order to create consensus and high support from cadres, including leaders and managers, recently, agencies and units subject to the TCBM arrangement have also organized conferences and meetings to propagate the goals and significance of streamlining the apparatus; met directly to exchange and listen to the thoughts and aspirations of cadres, especially those holding leadership and management positions who are eligible for retirement; encouraged the voluntary spirit of cadres and party members...
Mr. Nguyen Huu Chien, Director of the Department of Agriculture and Environment, said: To facilitate the work of arranging TCBM, the department has 44 cases of cadres requesting early retirement, including 1 department leader, 14 department-level leaders and equivalent. To gain this consensus and support, the department has fully and effectively propagated; regularly listened to the thoughts and aspirations and promptly responded so that cadres could clearly understand and make appropriate decisions.
The streamlining of the apparatus is not only about the numbers of staff reduction and unit mergers but also the story of the sense of responsibility, consensus and self-awareness of the staff and party members. Thereby contributing to the success of the policy of rearranging and streamlining the TCBM in the province in the coming time.
