Implementing Resolution 1287 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Vinh Phuc province in the period of 2023 - 2025, from January 1, 2025, the organizational structure of 13 new commune-level administrative units after the merger has officially operated. After the merger, localities have strengthened solutions to facilitate people and businesses in handling administrative procedures (TTHC), changing documents and necessary administrative information.

At the end of 2024, 3 localities of Song Lo district including Tam Son town, Nhu Thuy commune and Nhao Son commune will merge into the new Tam Son town.
Secretary of the Tam Son Town Party Committee Bui Van Tho said: “Along with the work of stabilizing ideology, grasping the thoughts and aspirations of cadres, party members and people, the town Party Committee directed the local government and organizations to strengthen the implementation of inventory, management and effective use of public assets after the merger; thoroughly instructing the cadres and police force of the town to create favorable conditions for people and businesses when handling administrative procedures, changing information on documents such as confirmation of change of residence, notarization, authentication, change of information on residence on citizen identification cards, land use right certificates and other necessary documents.
Currently, at the one-stop department of Tam Son Town People's Committee, 3 officers are always on duty to handle administrative procedures for people. At the same time, the locality has established 2 working groups (each group has 3-5 officers), of which 1 group is on duty at the headquarters of the People's Committee of Nhu Thuy Commune (old), 1 group is on duty at the headquarters of the People's Committee of Nhao Son Commune (old), working both Saturday and Sunday to handle administrative procedures and guide people to change information on documents when requested.
After the merger, An Nhan commune (Vinh Tuong) has increased the number of staff to handle administrative procedures and change necessary paperwork for the people. Lieutenant Colonel Le Tien Cong, Head of An Nhan Commune Police, said: "Regarding the work of residence management and adjusting and updating citizen information in the national database on population, the commune police force is proactively adjusting for the people in parallel with completing paper documents.
People do not have to go to the commune People's Committee headquarters to adjust information, but the police force will guide or help people adjust their residential information on the electronic data system. For the issuance or change of information on hard copy citizen identification cards or confirmation of residence, the commune police force will issue or change when people request to ensure speed, accuracy and convenience.
Due to the increase in population size and the increase in workload at the one-stop-shop departments of communes, wards and towns after the merger, localities have proactively arranged additional equipment to facilitate the work of supporting information changes and resolving administrative procedures; proactively implementing the updating of integrated data information with adjustments and additions to the shared database system.
At the same time, focus on arranging a team of enthusiastic and experienced staff to work at the one-stop department to promptly answer and support people's difficulties and problems; promote the application of information technology in handling administrative procedures.
With a high sense of responsibility, after being reassigned to new positions, the staff also proactively learned and adapted to the new working environment, quickly resolving administrative procedures for people in accordance with regulations.
In fact, the arrangement and merger of localities does not cause much difficulty for the people. Because people can keep their old documents, only in necessary cases do they need to re-apply for information. For cases that need to update information and administrative documents, the staff at the one-stop department always uphold the sense of responsibility and attitude of serving the people.
