The project to build the Office building combined with the provincial radio and television program production center has a total investment of 100 billion VND, invested by the Provincial Civil and Industrial Project Management Board; implementation period from 2021 - 2024. Although the project was signed a construction contract with the contractor in 2023, for a long time, the project has not yet cleared the site to construct the main items such as: Office building; radio and television program production center... The project has a total land area to be recovered of 7,000m2 , by July 2024, only 3,200m2 (from 6 households and 1 organization) have been recovered, the area not yet recovered is 3,800m2 (3 households). The reason is that people's awareness of the legality of land assets, houses, structures, trees and crops is still limited, leading to difficulties in applying compensation, support and resettlement policies for the above 3 households.
According to Mr. Vu Van Ngoc, Acting Director of the Provincial Civil and Industrial Project Management Board, to speed up the implementation progress, the Board has coordinated with the Department of Natural Resources and Environment and the People's Committee of Dien Bien Phu City to discuss and propose solutions to remove difficulties in compensation and support policies for people. At the same time, coordinating with relevant units to organize propaganda and mobilize households whose land was recovered and received compensation to hand over the site for resettlement, and people have basically agreed. Thanks to that, the project's site leveling has been completed. Since the beginning of August 2024, contractors have increased human and material resources to speed up the project's progress. To date, the cumulative disbursement value has reached 24.45% of the assigned capital plan.
Mr. Mai Quy Tinh, Site Manager of HTV Investment Joint Stock Company - the construction unit of the project, said: After having the site, the Company coordinated with the joint venture contractors to increase machinery, labor, overtime, and increase shifts to speed up the construction progress. At the same time, coordinate with related units to handle and resolve arising and related issues during the construction process, ensuring the project progress. Currently, the unit is carrying out the pile driving item.
Similarly, the Dynamic Road project invested by the Provincial Traffic Project Management Board will be implemented from 2021, with a completion date of 2024. The project site area in Dien Bien Phu City alone has a total of 320 households in 4 wards (Nam Thanh, Noong Bua, Him Lam, Thanh Truong) that must be cleared, with a total area of 31.8 hectares. Due to many problems and difficulties related to the compensation, compensation and resettlement policies for the people, the project clearance work has been almost "at a standstill" for the past few years.
Recently, with the drastic participation of relevant levels and sectors, the progress of site clearance for the project is gradually being resolved. By early September 2024, Dien Bien Phu City had approved the compensation plan for site clearance for agricultural and aquaculture land areas.
Currently, there are 54 households with residential land that have been publicly listed since September 7, 2024, expected to be completed before October 10, 2024 and the City People's Committee will proceed to approve the plan, basically completing the project's site clearance work in the city. At the same time, 80.9% of the site will be handed over to the investor to assign contractors to speed up construction progress, ensuring the overall progress of the project. To date, the value of construction packages of the entire project has reached 39.9%.
In addition to the above two projects, the province is currently implementing 13 other key works and projects such as: Nam Rom River Basin Multi-Disaster Management Project to protect people's lives, adapt to climate change and develop socio-economy; drainage ditch project for resettlement area, section from Noong Bua regulating lake to D6C bridge; road project from hospital intersection to Ta Leng intersection (additional section from N2 to N20); project to build resettlement area, point of the Provincial Political and Administrative Center (part of the plan to move the political and administrative center)...
Up to now, most of the projects have had positive changes, generating additional work. Of these, some projects have been completed, 8 projects are being implemented with additional work. Only the project items under the overall project of investment in construction of the Provincial Sports Center have not generated additional work.
According to the assessment of the Department of Planning and Investment, to achieve the above results, in recent times, the authorities of Dien Bien Phu City and Dien Bien District have implemented many solutions focusing on land acquisition and clearance. Localities and investors have established working groups responsible for propagating and mobilizing land acquisition and clearance and working groups to verify land origin and population in each specific area. At the same time, a public zalo group has been established to receive feedback and recommendations from the people related to land procedures. Resolutely handle officials and civil servants who show signs of avoidance and causing trouble for people in the process of resolving land procedures... Thanks to that, recently, localities, especially Dien Bien Phu City, have been gradually removing "bottlenecks", speeding up the progress of land acquisition and clearance, and the construction progress of key projects.
