Focus on investing resources for Hai An district to upgrade and complete traffic infrastructure and urban infrastructure.

( Haiphong.gov.vn) – On the morning of October 11, comrade Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the City National Assembly Delegation and the Working Group worked with the Standing Committee of Hai An District Party Committee on the results of implementing the targets of the Resolution of the 4th District Party Congress, term 2020 - 2025 and the socio-economic development situation in the first 9 months of 2024, focusing on budget collection and disbursement of public investment capital in the district.

Reporting at the meeting, Secretary of Hai An District Party Committee Nguyen Thi Thu said that the Resolution of the 4th District Party Congress, term 2020-2025, identified 05 groups of targets with 19 component targets. Up to now, 18/19 component targets have achieved progress, of which: 02 targets have been completed and exceeded, 05 targets have been implemented and are estimated to be completed and exceeded, 11 targets are being implemented and are estimated to be completed; 01 target is forecasted to not be completed. Specifically, the total production value in the area by 2025 is estimated to reach 376,339 billion VND, an average increase of 30.89%/year, exceeding 2.88% compared to the Resolution; Total state budget revenue in the area in the 2021-2025 period reached 14,030.4 billion VND, an average increase of 15.9%/year, exceeding 4,750.6 billion VND compared to the Resolution; 100% of roads are equipped with lighting; 90% of alleys are equipped with lighting; 100% of new production facilities apply clean technology or are equipped with devices to minimize environmental pollution according to regulations; annually complete 100% of the target of selecting and calling citizens to join the army and participate in the people's public security service; complete defense zone drills; besides, 691 party members have been admitted, 17 party organizations have been established;...

Regarding the results of implementing targets and tasks in the first 9 months of the year, 11 targets were completed and completed ahead of schedule, including targets such as: total development investment capital, rate of people participating in health insurance; rate of cultural families; rate of trained workers... However, the state budget revenue in the district in the first 9 months reached 1,055/2,038 billion VND, equal to 51.8% of the city's estimate; the disbursement of public investment capital as of September 30, 2024 only reached 29% of the plan...

At the meeting, Hai An district proposed that the city pay attention to allocating investment resources to upgrade and complete urban infrastructure, including traffic infrastructure to ensure compatibility, synchronization, and connectivity; soon have a roadmap to implement the project of different-level intersection between Bui Vien Street and Le Hong Phong Street, Lach Tray-Ho Dong route; allocate capital to continue implementing and completing the Southeast ring road project; upgrade the drainage system, invest in modern waste treatment technology; continue to direct the acceleration of the implementation of a number of projects and works in the 2025-2030 period in the district according to Action Program No. 76 of the Standing Committee of the City Party Committee on implementing Resolution 45 of the Politburo; direct the resolution of environmental issues...

Concluding the meeting, Secretary of the City Party Committee Le Tien Chau assessed that Hai An has many bright spots in the overall picture of implementing the Resolution of the District Party Congress for the 2020-2025 term and 2024. The results of 18/19 targets of the District Party Congress Resolution achieved progress, in which many targets were completed and exceeded, showing the determination, consensus and solidarity of the entire Party Committee.

However, according to the Secretary of the City Party Committee, although the district's socio-economic development is basically stable, with a high economic growth rate, it is still not commensurate with the district's potential and advantages, and has not fully exploited its internal strength. Urban order and land management in the district still have many shortcomings, environmental pollution, waste, wastewater... are also challenges for the district. In addition, although political security and social order are guaranteed, there is still a potential risk of increased traffic accidents and fire incidents; a number of cadres in some positions have not met the requirements...

Regarding the implementation of tasks for the first 9 months of 2024, the Secretary of the City Party Committee especially noted that two important economic targets, namely local budget revenue and public investment disbursement, have not met the plan, due to many objective and subjective reasons. The Secretary of the City Party Committee requested the Standing Committee of the District Party Committee to clearly identify the advantages and difficulties, devote all their efforts and efforts to take action, accelerate and make breakthroughs in performing tasks in the last months of the year, as well as completing the targets of the term.

Agreeing with the solutions and key tasks set by the district in the coming time, the Secretary of the City Party Committee requested the Standing Committee of the Hai An District Party Committee to focus on leading and directing the organization of Party Congresses at all levels, towards the District Party Congress for the 2025-2030 term, the 17th City Party Congress; carefully review the targets and tasks for 2024 as well as the entire term. In the immediate future, focus on overcoming difficulties, implementing the task of collecting budget and disbursing public investment capital; speeding up the implementation of construction investment projects; strengthening the management of planning, urban construction order, sidewalks, environmental sanitation; completing the task of proposing the ranking of a special National Monument for the Tu Luong Xam National Historical - Cultural Relic; continue to do a good job in social security, support people to overcome the consequences of Storm No. 3... Along with that, it is necessary to pay more attention to Party building and political system building, because this is a key task, creating solidarity, unity, promoting democracy, and enhancing the responsibility of leaders.

Regarding the disbursement of public investment capital, the Secretary of the City Party Committee agreed not to make any adjustments, while emphasizing that localities must be responsible to the Standing Committee of the City Party Committee for the results of budget collection and disbursement of public investment capital. The Secretary of the City Party Committee requested that Hai An district clarify the reasons for the delay of each project, determine the specific time for each specific stage of work to closely direct and resolutely complete the plan. Regarding budget collection, it is necessary to expand revenue sources, not to miss any revenue sources, and to further strengthen the discipline of budget collection and expenditure.

Regarding the district's proposal, the City Party Secretary expressed his agreement and assigned the Departments and branches to study and absorb the district's proposal, and pay attention to closely coordinating with the locality to remove difficulties and obstacles./.
