Focus on accelerating the disbursement progress of public investment capital plan

On March 28, Vice Chairman of Dak Lak Provincial People's Committee Truong Cong Thai chaired a thematic meeting on basic construction in March 2025 to assess the implementation and disbursement of public investment plans, resolve difficulties and obstacles in the implementation of projects, and speed up the implementation progress and disbursement of basic construction capital in the coming time.

The report at the meeting said that in 2024, the total public investment capital plan of Dak Lak province is over 5,787 billion VND, of which the central budget capital is over 2,588 billion VND, and the local budget capital is over 3,198 billion VND.

Regarding the disbursement situation, the total public investment plan in 2024 that the provincial budget manages to implement the project is over 4,108 billion VND. By January 31, 2025, the disbursement reached over 3,475 billion VND, reaching 84.6% of the plan, 4.2% higher than the same period last year.

Director of the Department of Finance Vo Ngoc Tuyen informed about the implementation and disbursement of public investment plans in recent times.

In 2025, the total public investment plan is over VND 9,401 billion, of which the central budget is over VND 5,440 billion and the local budget is nearly VND 3,966 billion. As of March 14, 2025, more than VND 8,607 billion has been allocated in detail to each project category, reaching 91.6% of the plan.

As of March 25, 2025, nearly VND 870 billion had been disbursed, reaching 12.4% of the plan, an increase of 2.1% compared to the previous month. If calculated according to the capital allocated by the Central Government, the disbursement rate reached 19.5% of the plan (according to the report of the Ministry of Finance), higher than the national average of 12.18%, ranking first in disbursement for the 5 Central Highlands provinces, ranking 4th out of 63 provinces and cities and ranking 6th out of 111 units assigned to implement the public investment plan.

In general, the disbursement rate in the first 3 months of 2025 is quite good. However, it has not yet reached the set plan, mainly due to the following reasons: some projects have been completed and put into use, which are scheduled for 2024, and investors are currently completing procedures for approving project settlement and warranty work, so disbursement has not yet been made.

In addition, the work of compensation, support and resettlement is still slow due to problems in determining the legality of land records, lack of resettlement sites; people still complain about compensation prices and resettlement policies...; planning of land mines for exploitation and implementation of projects, adjustment of planning and land use plans are still slow...

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Truong Cong Thai acknowledged and highly appreciated the efforts of departments, branches, sectors and localities in implementing the set tasks and plans. At the same time, he requested that in the coming time, agencies, units and localities need to continue to coordinate to accelerate the disbursement of public investment capital in 2024, which is allowed to extend the implementation and disbursement time to 2025.

Units assigned with land use fee collection plans must urgently implement plans to collect land use fees and land use right auction proceeds to ensure investment capital for planned projects. Investors must urgently report on the status of projects and works that have been completed and put into use for a long time but have not yet been accepted and settled.

Relevant units proactively coordinate closely in implementing site clearance work, in order to promptly hand over the site to the contractor for construction according to the project implementation schedule; urgently speed up the implementation progress and disburse funds as soon as possible; focus on implementing measures to ensure traffic safety during the construction of works and projects; promptly complete personnel, arrange and assign tasks to officers in charge of appropriate fields to focus on effectively implementing the proposed plan...
