Main responsibility
Fertilizers and pesticides are essential materials in agricultural production. The use of fertilizers and pesticides is an important measure to help plants grow and develop well. This is also a measure to prevent disease outbreaks, protect crops, and contribute to improving agricultural productivity and output.
Dak Nong is a province with a climate and soil suitable for long-term industrial crops as well as some other fruit trees and vegetables. The large area of agricultural land and the increasing demand for productivity make the demand for fertilizers and pesticides increasingly high.
In Dak Nong, the production, trading and use of fertilizers and pesticides have gradually become more regular. However, the trading of fertilizers and pesticides that violate quality and labeling still occurs. This affects the effectiveness of use, causes food insecurity, and affects the health of humans, animals and the environment.
But like many other localities, the State management of fertilizers and pesticides in Dak Nong still has many shortcomings and limitations. Some people have a mentality of preferring cheap prices or trusting too much in advertising.
Meanwhile, fertilizer production and trading establishments are often greedy and collude to produce fake and poor quality fertilizers. Sanctions for violations are still light and not deterrent enough...
According to the Department of Agriculture and Rural Development of Dak Nong, fertilizer management involves many specialized sectors. However, the main responsibility for State management of the fertilizer sector belongs to the Agriculture sector. This is clearly stated in Decree No. 84/2019/ND-CP of the Government regulating fertilizer management.
At the central level, the Ministry of Agriculture and Rural Development is responsible for developing standards and technical regulations, granting production and business licenses, and organizing inspections nationwide.
At the local level, the Department of Agriculture and Rural Development of provinces and cities coordinate with market management forces, police and related sectors to inspect and monitor the fertilizer market.
Dak Nong pays special attention to the management of fertilizers and pesticides. In August 2022, the Dak Nong Provincial People's Committee issued Directive 09/CT-UBND on strengthening the management of production, trading and use of fertilizers and pesticides in the province.
Since then, Dak Nong has issued many documents directing units to strengthen the management of fertilizers in particular and agricultural materials in general.
Dak Nong Provincial People's Committee assigned specific tasks to each department, branch, and locality. In particular, the Department of Agriculture and Rural Development is primarily responsible for comprehensively implementing management solutions.
Tighten management
In recent times, the Dak Nong Department of Agriculture has proactively implemented tasks in fertilizer management in the area. The Department of Agriculture and Rural Development has directed specialized units to proactively receive, monitor, inspect, and supervise the declaration of fertilizer conformity of organizations and individuals.
Units inspect the implementation of fertilizer testing and advertising locally and publicly post the list of organizations and individuals registering to declare fertilizer conformity.
The Department of Agricultural Development, Department of Agriculture and Rural Development of Dak Nong has coordinated with localities to organize propaganda and dissemination. Professional agencies recommend that people recognize and choose fertilizers and pesticides with clear origins. People need to use fertilizers properly, achieve high efficiency, ensure safety and limit environmental pollution.
In addition to propaganda, the Department of Agriculture and Rural Development has requested specialized inspection forces to increase information gathering, coordinate with specialized agencies to inspect, check, and handle violations. Inspection and examination work is carried out according to thematic, annual plans or suddenly when there are signs of violations.
According to the Inspectorate of the Department of Agriculture and Rural Development of Dak Nong, the whole province currently has about 449 establishments producing and trading fertilizers, pesticides and plant varieties.
From June to July 2024, the Inspectorate of the Department of Agriculture and Rural Development inspected 147 fertilizer production and trading establishments and drew up records and issued 2 decisions to administratively sanction 2 violations, with a total amount of nearly 19 million VND.
Randomly taking 15 fertilizer samples and sending them to the authorities, the Department of Agriculture and Rural Development Inspectorate determined that 11/15 samples met the declared quality.
Of the 4/15 fertilizer samples whose quality did not meet technical standards, there was 1 fake fertilizer sample (quality below 70%). In addition to administrative sanctions, the Inspectorate of the Department of Agriculture and Rural Development of Dak Nong sent a document to provinces and cities requesting coordination in handling the production of fake and poor quality fertilizers.
Director of Dak Nong Department of Agriculture and Rural Development Pham Tuan Anh has directed the Department Inspectorate to publicize the list of organizations and individuals in production and business that have committed violations on mass media for people to know.
The Department of Agriculture and Rural Development requires inspection forces to step up inspection work and take strong measures to deal with cases of intentional violations of the law.
In order to effectively manage the State on fertilizers, in addition to its main role, the Department of Agriculture and Rural Development of Dak Nong hopes to have the cooperation of many departments, branches and localities. In particular, the People's Committee at the district level has a specialized and professional force with the function of performing fertilizer management tasks.
The Department of Agriculture and Rural Development requested the People's Committees of districts to strengthen inspection and supervision of fertilizer and pesticide production and trading activities in the area, especially in remote areas.
Localities should increase surprise inspections of fertilizer and pesticide production and trading establishments in the area to promptly detect and handle violations.
In addition, districts need to set up hotlines to receive people's feedback related to the agricultural materials sector.
Currently, there are more than 5,000 types of fertilizers allowed to circulate on the Vietnamese market. According to the provisions of Decree 108/2017/ND-CP and supplementary decrees, each type of fertilizer must meet specific quality standards before being circulated, including compliance with nutritional content and environmental safety.
