Districts in Ho Chi Minh City are 'indifferent', compensation capital disbursed only 2.4%

This content has just been urgently reported by the Department of Natural Resources and Environment to the Standing Committee of the Ho Chi Minh City People's Committee after the results of compensation capital disbursement in the first 4 months of the year were quite low.

Specifically, for the 2022 compensation capital, as of May 10, only 7,744 billion VND, equivalent to 81.5%, had been disbursed. In more than 1 month, the entire city paid less than 160 billion VND more, reaching only 0.01%.

With the above rate, the Department of Natural Resources and Environment assessed that localities in Ho Chi Minh City have not been really determined in implementing land acquisition enforcement, leading to the fact that construction investors cannot disburse construction capital.

For 2023, Ho Chi Minh City has 134 projects with compensation capital recorded with a total capital of VND 20,189 billion. By May 10, localities had disbursed VND 484 billion, reaching a rate of 2.4%. The Department of Natural Resources and Environment said that the above disbursement rate is very low, not meeting the requirements.

Statistics show that many localities in Ho Chi Minh City have not disbursed any money, all capital is still in the treasury such as District 3, District 5, District 7, District 8, Binh Tan District, Phu Nhuan District, Cu Chi District and Nha Be District. Some localities that have been allocated large compensation capital but the disbursement rate is not high include Binh Tan District and Go Vap District.

Local leaders have not paid attention

Analyzing some of the main reasons, the Department of Natural Resources and Environment said that most localities do not have detailed monthly plans or the plans are unclear, the data is not accurate. Some localities even often do not send reports or do not make reports on time, the content is perfunctory, sketchy, general, typically District 6.

Compensation work is complicated, many problems arise, but when the Department of Natural Resources and Environment organizes a meeting to resolve the problems, local leaders rarely attend, some localities have never attended a meeting such as districts: 1, 3, 4, 6, 7, 10.

In particular, the Department of Natural Resources and Environment assessed that most localities have not properly and fully implemented the instructions of the Ho Chi Minh City People's Committee, and have not really paid due attention to the disbursement of public investment capital. The role of local political organizations in the disbursement of public investment capital is still unclear, and there is still a situation of assigning tasks to the Compensation and Site Clearance Board.

"With the current implementation method, it is estimated that the ability to disburse public investment capital for projects assigned compensation capital by the end of 2023 will only reach about 70%," the report of the Department of Natural Resources and Environment stated, while the direction of the Chairman of the Ho Chi Minh City People's Committee is to disburse over 95%.

From the analysis of the above causes, the Department of Natural Resources and Environment recommends that the Chairman of the Ho Chi Minh City People's Committee direct localities to proactively review and develop detailed monthly disbursement plans, ensuring and committing that the disbursement rate by the end of 2023 must reach over 95%.

In addition, localities need to seriously report on the progress of compensation disbursement, as well as fully participate in meetings organized by the Department of Natural Resources and Environment. It is expected that from May 15 to 20, the Department of Natural Resources and Environment will directly invite the Chairmen of the People's Committees of localities to review and handle specific problems of each locality.

Lack of personnel for compensation work

According to the Department of Natural Resources and Environment of Ho Chi Minh City, the staff of the Compensation and Site Clearance Board is unstable, has uneven qualifications, and some places do not have enough people, which is also the reason why the rate of compensation capital disbursement is not high.

The reason is that the Compensation and Site Clearance Board is mostly a self-financed public service unit. If the locality does not have a project, there will be no revenue to pay salaries, leading to a reduction in personnel, as well as experienced and qualified people gradually transferring to other units. When the locality is assigned a large project, there will not be enough personnel to carry it out.

Meanwhile, the staff of units such as the Department of Natural Resources and Environment and the People's Committees of wards and communes have not coordinated well, and do not consider this as the unit's task but rather as "support", leading to very slow progress.

On the other hand, the staff of these units cannot be increased or decreased as frequently as the Compensation and Site Clearance Board, so when there is a large project and many households are affected, the time to carry out tasks such as verifying land origin, appraising compensation plans, support, and resettlement of households will be prolonged.
