In recent times, Vietnam - China relations have generally maintained a stable and positive development trend, especially after the official visit to China by General Secretary Nguyen Phu Trong (from October 30 to November 1, 2022).

Since the beginning of 2023, senior leaders of the two sides have maintained flexible forms of exchange and contact: The General Secretaries of the two Parties exchanged congratulatory letters on the occasion of the traditional New Year of Quy Mao 2023, and exchanged high-level congratulatory messages on the occasion of the 73rd anniversary of the establishment of diplomatic relations between the two countries (January 18);
Chinese President Xi Jinping sent a congratulatory message to President Vo Van Thuong on his inauguration (March 2); senior Vietnamese leaders sent congratulatory messages to senior Chinese leaders on their election at the 2023 Two Sessions (March 10-12);
General Secretary Nguyen Phu Trong and President Vo Van Thuong sent birthday greetings to General Secretary and President of China Xi Jinping (June 15);
Prime Minister Pham Minh Chinh had a phone call with Chinese Premier Li Qiang (April 4), National Assembly Chairman Vuong Dinh Hue had an online meeting with Chairman of the National People's Congress of China Zhao Leji (March 27).
High-level visits were actively implemented: Prime Minister Pham Minh Chinh paid an official visit to China and attended the 14th Annual Pioneers Meeting of the World Economic Forum in Tianjin, China (June 25-28).
This is Comrade Pham Minh Chinh's first visit to China as Prime Minister, taking place at a time when Vietnam and China are celebrating the 15th anniversary of the establishment of the Comprehensive Strategic Cooperative Partnership (June 2008 - June 2023); it is of great significance in concretizing the common perceptions of the two General Secretaries, especially the Joint Statement in November 2022 on continuing to promote and deepen the Comprehensive Strategic Cooperative Partnership between the two countries.

The two sides reached many important common perceptions and agreed on many specific measures to promote cooperation in various fields between the two countries, contributing to creating an important material foundation for promoting the Vietnam-China relationship in the coming time.
The two sides agreed to improve the quality of economic, trade and investment cooperation, promote transport connectivity, especially in the fields of railways, roads and border gate infrastructure, improve customs clearance efficiency, maintain smooth trade, and ensure production and supply chains.
China affirmed that it will increase imports of Vietnamese goods, especially agricultural products, increase quotas for Vietnamese goods transiting by Chinese railway to third countries, and expand high-quality Chinese investment in areas suitable to Vietnam's needs.
Exchanges and cooperation between the two Parties are maintained regularly. Comrade Truong Thi Mai - Politburo member, Permanent Secretary of the Secretariat, Head of the Central Organization Commission visited and worked in China (April 25-28).
The two sides' levels, sectors and localities actively restored delegation exchanges after China adjusted its epidemic prevention policy: Chairman of Phu Tho Provincial People's Committee Bui Van Quang visited China (February 25 - March 1); Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh visited China (March 13-19); Minister of Industry and Trade Nguyen Hong Dien visited China (April 9-11); Minister of Transport Nguyen Van Thang visited China (May 29-31).
The two sides organized the 2023 Spring Meeting between the Provincial Party Secretaries and the 14th Conference of the Joint Working Committee between the four provinces of Ha Giang, Quang Ninh, Lang Son, Cao Bang and Guangxi (February 22); the third Conference between the Provincial Party Secretaries and the 9th Session of the Joint Working Group between the four provinces of Ha Giang, Lao Cai, Lai Chau, Dien Bien and Yunnan (March 27);
Hainan Provincial Party Secretary visits Vietnam (February 20-23); Chinese Assistant Foreign Minister visits Vietnam (March 9-11); Yunnan Party Secretary visits Vietnam (March 28-29); Guangxi Party Secretary visits Vietnam (March 30-April 2).
