It is a recognition of the city's digital transformation efforts and none other than the people of Ho Chi Minh City are enjoying the sweet fruits of digital transformation.

1. Needing a Certificate of Single Status to sell his motorbike, Mr. Pham Hong Vinh (residing in Ben Nghe Ward, District 1, Ho Chi Minh City) followed the instructions to fill out the available forms on the Online Public Service Portal and chose Ben Nghe Ward as the administrative procedure settlement point. In less than 5 minutes, he received an email notifying that his application had been received and after only 2 days of waiting, he was granted a Certificate of Single Status as requested.

“The good thing about this method is that I know that my application has been processed at each stage through text messages from the ward system. Right before receiving the official results, I can also see the single status confirmation in PDF format with a red stamp, and if I want to receive a paper copy, I only need to pay an additional 3,000 VND,” said Pham Hong Vinh, who was very pleased when the government encouraged people to do the procedures online. The communication is also online, showing the spirit of digital transformation, not just basic technology applications as before.

The procedure for issuing a Certificate of Single Status is just one of many administrative procedures that have been made online as soon as the policy of promoting digital transformation was widely deployed in Ho Chi Minh City. Administrative procedures are connected to wards, communes and towns thanks to the Online Public Service Portal, helping people save time and travel costs. To create this value, in recent years, Ho Chi Minh City has built many digital transformation programs and put into operation many digital platforms to serve people, businesses and the management of the city government. These include: the City's Execution Management System on digital platforms; Ho Chi Minh City Digital Map System; System for Receiving, Responding and Handling People's Feedback and Recommendations via Call Center 1022; Ho Chi Minh City Digital Transformation Index Assessment System (HCM DTI)... This can be considered a part of the current digital transformation of Ho Chi Minh City.

2. With a metropolis with a population of about 13 million people like Ho Chi Minh City, every day there are all kinds of urban issues that arise. If there is an incident or if people want to report each pressing incident, where will they "complain"? To quickly receive information reported by people and businesses, the city has established Portal 1022. This is an interactive platform, the main communication channel between people and the government with 5 receiving channels and 15 fields of reflection. The content of information reflected by people, businesses and organizations is immediately transferred to processing units according to their functions and management tasks. "I like System 1022 because the regulations on receiving, classifying, transferring for processing and responding to results are very specific, clear and consistent. Moreover, receiving information is also simple, convenient and fast through many forms such as phone, text messages or social networking platforms...", Ms. Hai Ninh (District 6) commented.

As a frequent traveler, Mr. Thanh Lam (residing in Go Vap District) gave high marks to the Ho Chi Minh City Digital Map System. The map brings together obvious conveniences for people when traveling within the city. “The digital map provides real-time traffic information, helping me grasp the developments of the surrounding environment and determine my location. Thanks to that, I avoid traffic jams and adjust my travel schedule,” said a frequent user of the digital map about his “companion”. According to Mr. Lam, the Ho Chi Minh City Digital Map is very convenient when it provides an additional platform as a mobile phone application, allowing data collection from many different sources and forms, including taking photos, recording audio, taking text notes or entering data from the field… That is what makes him enjoy using it compared to other applications.

Serving and satisfying Ms. Hai Ninh, Mr. Thanh Lam and many other people is the purpose of digital transformation in Ho Chi Minh City. According to Vice Chairman of Ho Chi Minh City People's Committee Duong Anh Duc, the city is responsible for implementing effective digital transformation, ensuring the sustainable development of the city's technology application and leaving no one behind. Digital transformation is a long-term process, requiring the efforts and cooperation of the entire political system, businesses and people, especially the determination of the heads of agencies and units.

In digital transformation, Ho Chi Minh City identifies data as the foundation for serving digital transformation. Therefore, since 2018, the city's e-Government architecture has identified data exploitation as a key task and the Shared Data Warehouse is a solution implemented throughout the roadmap to shorten the gap between the current status and the target architecture by 2025. The city has focused on 3 main data groups: Data group on people: administrative data, household registration, health, education, social security; Financial - business data group: aggregated data and statistics on budget revenue and expenditure, public investment management, enterprises - individual business households; Data group on land - urban areas: land data, geographic information base data, construction industry data, transportation, planning - architecture. Up to now, the data has been exploited and applied to Ho Chi Minh City's digital platforms.
