The Ho Chi Minh City Department of Education and Training has issued detailed instructions on implementing tuition exemption for students from kindergarten to high school. Accordingly, parents will receive tuition exemption money via bank transfer to ensure transparency.
In order to implement Resolution No. 04/2025/NQ-HDND of the Ho Chi Minh City People's Council on special policies to support tuition fees for preschool children under 5 years old, high school students studying at public and non-public educational institutions and continuing education students,

Accordingly, subjects exempted from tuition fees include preschool children under 5 years old, high school students, and high school continuing education students studying at public and non-public educational institutions in Ho Chi Minh City (except for schools with foreign investment).
The specific support level is divided into 2 groups of subjects as follows:
Group 1: Students studying at schools in Thu Duc City and districts: 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan.
Group 2: Students studying at schools in the districts: Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio.
The lowest monthly student support amount is 100,000 VND, the highest is 200,000 VND.
Regarding the payment method, for public schools, the People's Committee of Thu Duc City and districts will allocate funds directly to schools to pay for students. For non-public schools, the Department of Education and Training will pay directly to parents or authorize the school to pay.
For schools under the Department of Education and Training and schools under other departments and agencies and universities located in Ho Chi Minh City, the Department of Education and Training will transfer money to the school's account to pay students and parents by bank transfer.
Based on information provided by the units, the Department of Education and Training will provisionally provide special policy funding to support tuition fees according to Resolution No. 04/2025 to the accounts of the educational institutions that provided it (not transferring funds to the accounts of individuals and companies).
No later than 30 working days from the date of receiving the funds, the unit will make payments to the beneficiaries. To ensure transparency in the payment process, it is recommended that units note the non-cash payment method (the unit transfers money to parents and students).
School principals are responsible for widely informing parents and students about this policy. The People's Committee of Thu Duc City and districts must report the expected number of students and the actual number of students so that the Department of Finance and the Department of Education and Training have a basis for funding compensation.
Public and non-public schools under the Department of Education and Training of Ho Chi Minh City must also report the actual number of students to serve the work of funding compensation.
The reporting deadline is specified as follows: before April 10, 2025, the People's Committee of Thu Duc City and districts report the expected number of students; before September 30, 2025, schools report the expected number of students; before May 31, 2026, units report the actual number of students and the expenses paid.
The Ho Chi Minh City Department of Education and Training noted that units need to follow the correct procedures and deadlines to ensure the policy implementation goes smoothly.
