Deputy Prime Minister Bui Thanh Son requested ministries, branches and localities to promote the "culture of implementation" of commitments and agreements with partners, thereby making substantial contributions to the development of the country in general and localities in particular.
On the morning of January 3, at the Government Headquarters, Deputy Prime Minister Bui Thanh Son chaired the 2024 summary meeting of the mechanism to review and urge the implementation of commitments and cooperation agreements signed and mentioned in high-level foreign affairs activities since the beginning of the 13th Party Congress term.
Attending the meeting were leaders of the Central External Relations Commission, the Office of the President, the National Assembly's Foreign Affairs Committee and leaders of ministries and central agencies.
Speaking at the meeting, Deputy Prime Minister Bui Thanh Son emphasized that the Government always promotes a "culture of implementation" and a strong spirit in carrying out tasks; the work of reviewing and urging the implementation of commitments, agreements, and cooperation projects signed and mentioned in high-level foreign affairs activities is a priority and a high determination of the Government and all key leaders and senior leaders of our country.
The Deputy Prime Minister affirmed that the negotiation and signing of commitments and agreements is a great effort of ministries, branches and localities, but that is only the beginning. The important thing is to effectively implement the commitments and agreements to bring benefits to both our country and partners, making substantial contributions to the development of the country and localities.
The Deputy Prime Minister proposed that the meeting focus on: Assessing the effectiveness of the review meeting mechanism, urging the implementation of commitments and agreements signed since its establishment, thereby proposing measures to improve the effectiveness of this mechanism; at the same time, proactively proposing measures and solutions to remove difficulties and obstacles in implementing specific cooperation agreements and projects with partners.
On behalf of the coordinating agency of the review and urging meeting mechanism, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu presented a Summary Report on the review and urging of the implementation of signed commitments, agreements, and cooperation projects, highlighting outstanding results since the mechanism was established in April 2024.
Representatives of ministries and branches agreed that the establishment and maintenance of the review and supervision mechanism has contributed to raising awareness of all levels, branches and localities about their responsibilities and obligations to fully implement signed international commitments and agreements, thereby bringing cooperation frameworks with partners into reality and improving the effectiveness of foreign affairs and international integration.
The report also pointed out a number of limitations and shortcomings in the implementation process, clearly indicating the causes of related difficulties and obstacles, including the updating of the implementation progress of signed commitments and agreements that sometimes did not closely follow the actual situation, and there was a "delay"; the coordination and information exchange between ministries, branches and localities were not really smooth and synchronous.
Concluding the meeting, Deputy Prime Minister Bui Thanh Son emphasized that the proposal and signing of commitments, agreements and cooperation projects during high-level foreign affairs activities is a vivid demonstration of the success of high-level foreign affairs activities, clearly affirming the role of foreign affairs in mobilizing international resources to serve the country's socio-economic development.
The Deputy Prime Minister emphasized that 2025 is the year to accelerate the implementation of the goals, policies and guidelines set by the 13th National Party Congress and prepare for the 14th National Party Congress. The signing and implementation of commitments, agreements and cooperation projects with partners are more important than ever. In recent times, the number of international commitments and agreements signed during foreign affairs activities has increased rapidly.
The review and urging mechanism has initially spread the "culture of implementation" to ministries, agencies and localities; the urging of ministries, branches and localities to implement commitments and agreements has also been implemented more drastically and vigorously by the Government.
With that spirit, the Deputy Prime Minister suggested that in 2025, ministries, agencies and localities continue to promote the spirit of initiative and determination in reviewing and implementing commitments and agreements within the scope of assigned functions and tasks and periodically report to the Government; proactively overcome the shortcomings and obstacles mentioned in the report; accelerate the assignment of tasks to implement commitments and agreements immediately after signing; ensure continuity in reviewing and implementing signed commitments during the process of streamlining the apparatus.
