On the afternoon of April 23, Comrade Nguyen Van De - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee made a working trip to inspect the situation, listen to reports and work with Nghia Dan district on accelerating the progress of new rural construction and implementing the task of directing and promoting growth in the agricultural sector and rural development in 2024.
22/22 communes meet new rural standards
The Party Committee, government and Steering Committee of the National Target Program on New Rural Construction in Nghia Dan district, with high political determination, have closely followed up in leading and directing localities to implement the new rural construction program.
The District Party Committee and People's Committee have issued Resolutions, Directives, and Plans as well as established the Steering Committee and the District-level New Rural Area Coordination Office to direct the implementation. At the same time, there are reasonable and timely support mechanisms and policies. In addition, with the joint efforts and consensus of the people, Nghia Dan district has achieved many important results in building new rural areas.
The growth rate in 2023 reached over 14% compared to the same period in 2022. The growth rate in the first 3 months of 2024 reached nearly 13% compared to the same period in 2023.
Of which: The agricultural, forestry and fishery sector increased by nearly 8%; the industrial - construction sector increased by 14.73% over the same period in 2023. The results of the agricultural, forestry and fishery production value in 2023 are estimated at 5,287,301 million VND, an increase of 7.97% over the same period in 2022. Food output is estimated at 51,470 tons; concentrated forestation of 900 hectares, timber exploitation of 98,000m3 , forest coverage rate of 28.81%; aquaculture and fishery output of 3,950 tons.
The district currently has 125 livestock farms, of which 5 are large-scale farms, with a total herd of over 11,000 buffaloes and cows, over 78,000 cows, 60,000 pigs, and over 1.6 million poultry.
Up to now, the district has had 22/22 communes meeting new rural standards (100% of communes); 1 commune (Nghia Binh) meeting advanced new rural standards, and 1 commune (Nghia Son) is completing the dossier to submit for recognition of meeting advanced new rural standards.
However, in addition to the achieved results, compared with the set of criteria for new rural districts in the period of 2021-2025 stipulated in Decision No. 320/QD-TTg dated March 8, 2022 of the Prime Minister, the district has only met 3/9 criteria, corresponding to 26/36 targets, including criterion No. 3 on irrigation and natural disaster prevention and control, criterion No. 4 on electricity, criterion No. 6 on economy. Thus, Nghia Dan district still has 6 criteria, corresponding to 10 targets that have not been met.
Continue to complete the criteria
At the meeting with leaders of Nghia Dan district, Vice Chairman of the Provincial People's Committee Nguyen Van De acknowledged the spirit, high determination and results that Nghia Dan district has achieved in implementing the task of promoting growth in the agricultural sector and rural development in 2024 as well as implementing the new rural construction program.
Based on the analysis of the unmet criteria in new rural construction, in order to build Nghia Dan district to meet new rural standards in 2024 according to the plan registered with the province, the Vice Chairman of the Provincial People's Committee requested the district to continue promoting the achieved results, overcome shortcomings and limitations, and speed up the progress of building a new rural district.
Accordingly, the district needs to strengthen propaganda and mobilization work for the people, especially to disseminate the plan to be determined to complete the task of building a new rural district in 2024 so that people know and join hands to strive to implement it. At the same time, attach the Campaign "All people unite to build new rural areas", the emulation movement "Join hands to build new rural areas" with the motto "People know, people discuss, people do, people check and people benefit".
At the same time, the district needs to closely follow the tasks and solutions issued in Decision No. 152/QD-UBND dated January 18, 2024 of the Provincial People's Committee and the assigned targets; review the district's growth plan and scenario in 2024 to organize drastic implementation to ensure the achievement and exceeding of the set plan targets.
According to the Vice Chairman of the Provincial People's Committee, in the coming time, Nghia Dan district will focus on directing production development, continuing to develop specialty products, prioritizing local strengths associated with brand building, creating favorable conditions for product consumption and export, promoting the implementation of the "One Commune One Product" (OCOP) Program to increase people's income in a sustainable manner. Along with that, it is necessary to strengthen the protection of the rural environment.
The district also needs to make the most of support resources, effectively integrate capital sources of programs and projects in the area; diversify socialized capital sources, mobilize investment capital from enterprises, call for joint efforts from enterprises, the community and maximize the internal strength of the locality. In particular, it is noted that the mobilization of resources from the people must be discussed and agreed upon, implemented in accordance with democratic regulations, and absolutely must not mobilize beyond the capacity of the people.
To complete the targets of the new rural district criteria set, Nghia Dan needs to urgently review and clearly identify the contents and criteria at the district level that have not been met (6 criteria corresponding to 10 targets) to mobilize resources for implementation while continuing to consolidate, perfect and improve the quality of the missing and weak criteria.
Regarding the recommendations and proposals of Nghia Dan district, the Vice Chairman of the Provincial People's Committee specifically assigned relevant departments and branches to consult and handle; at the same time, requested that departments and branches need to provide timely advice and support to Nghia Dan in the process of building a new rural district.
