Popularizing digital technology to the people

Immediately after General Secretary To Lam launched the “Digital Literacy for All” movement, with a pioneering spirit, the Central Committee of the Vietnam Youth Union (VYU) quickly developed a plan to deploy it nationwide. In Ho Chi Minh City, the Vietnam Youth Union of districts also quickly organized digital technology classes and skills to exploit digital transformation applications for young people and people.

Removing age barriers

"I am thinking about getting a passport but I don't know how to do it. Can you guys guide me?", Ms. Nguyen Thi Truc (Pham Van Hai commune, Binh Chanh district) proactively suggested when she saw the youth union members of the "Digital Education for All" team going to each residential area and boarding house to propagate and guide people to install and use online public services and the Ho Chi Minh City Digital Citizen application.

Ms. Truc said that because she lives far from the center, she is very hesitant to go through paperwork. Partly because she is afraid of online scams and partly because she is not familiar with technology, she does not approach digital applications. Therefore, when the youth force came to her place to guide her, Ms. Truc was very happy. "This time, I installed all the necessary applications, and the children gave me detailed instructions, so I am more confident when using them. With these applications, I do not worry about having to go far to do paperwork," Ms. Truc shared.

Also participating in the class "Journey to digital technology" within the framework of the "Digital literacy" movement of Tan Hung Ward Youth Union (District 7), Mr. Nguyen Nhu That, Party cell secretary and head of Ward 11, Tan Hung Ward, said that the class was very useful. Through the class, he understood what artificial intelligence (AI) technology is; he was instructed on how to use some basic applications of AI in drafting reports and propaganda content in the neighborhood. "At this age, I didn't think I could use AI, but thanks to the guidance of the Youth Union members, age is no longer a barrier for us to access and use technology," Mr. That excitedly said.

Secretary of Tan Hung Ward Party Committee Tran Thi Kim Quy said that currently, the use of technology and digital applications in life is an urgent requirement. However, in the ward, many people, especially the elderly, still have limited access to digital technology.

Improving the technology application skills of ward officials, civil servants, and neighborhood officials is a very important task, associated with the 2025 theme of Ho Chi Minh City. Therefore, the Ward Party Committee - People's Committee directed the Ward Youth Union to strongly respond to the "Digital Education for All" movement organized by the Vietnam Youth Union. "The "Journey to Digital Technology" class was held regularly twice a week in March. Through the first few sessions, it was shown that ward officials, neighborhood officials, and people were very excited to participate, learn, and practice digital applications to serve the needs of work as well as life," Ms. Tran Thi Kim Quy informed.

In Binh Chanh district, the “Digital Education for All” movement was organized simultaneously in 16 communes and towns in the area, including 16 teams with 176 members. The main task is to propagate and support the popularization of basic knowledge and skills of information technology to people and young people; guide and popularize the use of computers, smart devices, social networks, use of online public services to register records, look up information, etc. at community centers and residential areas.

Bringing people closer to technology

Binh Chanh District Youth Union Secretary Nguyen Quang Tuan said that as a suburban area of Ho Chi Minh City, compared to central districts, people's skills in using digital transformation applications to serve their lives are still limited. Therefore, the District Youth Union focuses on the most practical content groups, such as instructions on installing and using online public services, the Ho Chi Minh City Digital Citizen application, skills in using software and social networks, identifying and preventing bad and toxic information.

With the characteristics of the area being mostly household economy and developed agricultural economy, the "Digital Education for the People" movement in Binh Chanh district also focuses on guiding people and households to participate in reputable e-commerce platforms of domestic enterprises, sales skills through e-commerce platforms; cashless electronic payment skills and other digital applications serving production and business suitable to local conditions.

In March, the city's youth launched a series of activities, of which the "Digital Education for All" movement was the key program this time. Deputy Secretary of the Ho Chi Minh City Youth Union Tran Thu Ha informed that the "Digital Education for All" activities of Ho Chi Minh City have actually been implemented for many years, with the focus on improving digital capacity for children and teenagers and taking the lead in the city's digital transformation. In 2025, the activities will be combined with the launch of Youth Month and the launch of the "Young Volunteer Scientific Intellectuals" program.

The “Digital Literacy for All” movement in Ho Chi Minh City focuses on two groups of subjects: officials, union members, association members, young people in the city and people, especially targeting young people, students, etc. who need to be equipped with digital skills for studying, researching, and working. At the same time, it supports officials, civil servants, and public employees who need to update their digital knowledge to serve their work; laborers, workers, and farmers who need to improve their digital skills to adapt to work and access e-commerce; the elderly, people in rural, remote, and isolated areas with little exposure to technology.

The city has more than 300 "Digital Literacy" teams from the city to the grassroots level. These teams will operate continuously, with team members being young intellectuals, union members, youth, and students of the city, with the Young Scientists Club (under the Ho Chi Minh City Youth Union) as the core. The team focuses on training activities, equipping digital skills and digital capacity for the community, classes on how to use digital devices for the elderly, donating youth projects such as network transmission devices, electronic devices in community living areas, etc.
