In his opening speech, the Prime Minister stated that administrative reform, digital transformation and the implementation of Project 06 are tasks that have been actively implemented in recent years but need to be upgraded and their quality and efficiency further improved. According to the Prime Minister, in order to achieve the country's strategic development goals, the requirements are to be more innovative, stronger, more determined and drastic in action; to propose policies and guidelines that are close to the situation, to mobilize the combined strength of the people, society, domestic and foreign resources, and to combine national strength and the strength of the times for rapid and sustainable development.
Delegates attending the Session listened to and commented on reports on the results of implementing tasks on science and technology, innovation, and national digital transformation in Resolution No. 57/NQ-TW of the Politburo and Resolution No. 03/NQ-CP dated January 9, 2025 of the Government on the Government's Action Program to implement Resolution No. 57/NQ-TW, and discussed solutions for implementation in the coming time.
Accordingly, the Government has submitted to the National Assembly for approval Resolution No. 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in science and technology development, innovation and digital transformation at the 9th extraordinary session of the 15th National Assembly. The Ministry of Science and Technology is finalizing documents to submit to the National Assembly for promulgation of 4 important Laws, expected to be submitted to the National Assembly in May 2025. Ministries, branches and localities are focusing highly on resources and human resources for science and technology, innovation and digital transformation.
Regarding the tasks to be performed, the goal is that by the end of 2025, 100% of eligible administrative procedures will be provided online, 80% of records will be processed online, 40% of the adult population will use online public services; by June 2025, 100% of administrative procedure records will have personal identification, all leaders and officials must process work online, using digital signatures.
Ministries, branches and localities resolutely implement the Resolution amending Resolution 03/NQ-CP, which includes 273 tasks, including: 105 tasks on institutions; 116 tasks on data; 6 tasks on digital infrastructure; 19 tasks on digital platforms; 3 tasks on online public services; 10 tasks on resources; 9 tasks on communication and propaganda; 5 tasks on international cooperation.
For Bac Kan province, to implement the tasks, the Provincial Party Committee has established a Provincial Steering Committee, issued an Action Program to implement Resolution No. 57/NQ-TW; the Provincial People's Committee issued a Plan to implement Resolution No. 03/NQ-CP of the Government and Action Program No. 35-CTr/TU of the Provincial Party Committee to direct the implementation of tasks throughout the province.
In his concluding remarks, the Prime Minister stated five guiding viewpoints and ideas:
Firstly, administrative reform and science and technology development, innovation, and digital transformation are closely linked together, promoting and supporting each other, taking people and businesses as the center and subject.
Second, administrative reform, science and technology, innovation, and digital transformation are objective requirements, strategic choices, top priorities, and "must be done".
Third, "The Party leads, the Government is unified, the National Assembly agrees, the People support, and the Fatherland expects, then only discuss and do, not retreat"; do things with focus, not spread out, not half-heartedly, do each thing properly, do each thing to the end.
Fourth, resolutely change the state from passively receiving and resolving administrative procedures to proactively and actively serving the people and businesses.
Fifth, praise and criticism are clear, timely, appropriate and effective.
Along with that, the Prime Minister emphasized 3 key tasks, both immediate and long-term: (1) Perfecting an open institution, in the immediate future, proposing that the National Assembly use one law to amend many laws; (2) Infrastructure development must be smooth, promoting the development of 5G coverage, fiber optic cable systems, satellites, especially databases; (3) All levels, sectors, localities, enterprises, educational and training institutions develop and implement human resource training plans (from popular digital education to advanced, professional, high-quality)./.
