The plan aims to develop a synchronous, modern, and unique national cultural infrastructure network, aiming to build a national image associated with absorbing the cultural quintessence of the times, meeting prescribed standards and practical needs; ensuring fairness in participation and enjoyment of people in regions and areas nationwide; ensuring good performance of the task of preserving and promoting national cultural values ​​and identities; ensuring regional connectivity and connectivity with other infrastructures within the territory.

The national network of physical training and sports facilities is developed synchronously and modernly, meeting the training and enjoyment needs of the people; training and competition requirements meet international standards for key sports, with the goal of winning continental and world medals; qualified to organize large-scale regional and continental sporting events.

Developing a network of cultural and sports facilities associated with the market mechanism, as a resource for developing the cultural industry and sports economy. Forming high-quality products and services, meeting the needs of society, serving the lifelong learning and training of the people, contributing to building a learning society and improving the quality of life.

By 2045, key cultural and sports centers will be established in association with important national cities.

By 2045, the national network of cultural and sports facilities will develop in a balanced manner, with reasonable spatial distribution, becoming a brand, representing an advanced culture with strong identity; forming works with strong cultural identity, symbolizing Vietnam's integration in the 21st century, becoming historical marks and heritage for the future.

Forming key cultural and sports centers associated with important national and regional cities in Hanoi, Quang Ninh, Hai Phong, Vinh, Da Nang, Hue, Quy Nhon, Buon Ma Thuot, Ho Chi Minh City, Can Tho; creating close links between all levels; successfully hosting the Asian Games.

Directions for developing the national cultural network

The plan sets out the direction for the development of the national cultural facility network, including: Museum network; library network; cinema facility network; performing arts facility network; cultural and artistic exhibition facility network; cultural center network in the country; Vietnamese cultural centers abroad; research and training facilities specializing in culture and art; Cultural and Tourism Villages of Vietnamese ethnic groups; cultural data digitization facilities.

Construction of 02 new national museums

In particular, regarding the museum network , perfecting and expanding the museum network with the core being national museums. Applying scientific and technological achievements, forming a digital database system of documents, artifacts, and national treasures, enhancing connections, linkages, and data sharing between national museums with specialized museums and provincial museums. Innovating content and forms of operation to build museums into information centers on science, culture, history and attractive destinations, attracting visitors to visit and experience.

Research and build two new national museums (Vietnam Military History Museum, Vietnam Museum of Nature) and a number of specialized museums, such as: Vietnam Money Museum, Vietnam Architecture Museum, Vietnam Education Museum, Mekong Delta Agriculture Museum.

Building performing arts center complexes with a capacity of more than 3,000 seats in Hanoi and Da Nang

For the network of performing arts facilities : Invest in upgrading facilities and modern equipment to meet the requirements of organizing national and international art events, bearing the unique identity of the locality and region, contributing to preserving and promoting the traditional artistic values ​​of Vietnamese ethnic groups.

Establish performing arts centers in major cities, localities that act as regional centers and areas with potential for tourism development; connect and create momentum to promote the development of cultural and tourism industries; gradually build national brands.

Research and construct four new key projects with a minimum capacity of 1,200 seats, including: Vietnam National Music and Ballet Theater, Vietnam Opera House, Vietnam Drama Theater and Vietnam Symphony Orchestra.

Upgrading 4 projects to a scale with a minimum capacity of 1,200 seats, including: Vietnam Cheo Theater, Vietnam Tuong Theater, Vietnam Puppetry Theater, and Vietnam Youth Theater.

Invest in building performing arts centers following the model of performing arts center complexes with a scale reaching special level, with a capacity of more than 3,000 seats in Hanoi and Da Nang; a modern performing arts center and a national theater in Ho Chi Minh City with a minimum capacity of 1,200 seats for each facility.

Directions for developing the national network of sports facilities

The plan also sets out the direction for developing the national network of physical education and sports facilities, including: a network of training and coaching centers for athletes; a network of sports activity centers; a network of physical education and sports research and training facilities; a network of sports service facilities and injury treatment and rehabilitation for athletes.

In particular, for the network of training centers for athletes, according to the Plan, the national sports training center system will be built, upgraded, and modernized to meet the requirements of training, coaching, and improving achievements at continental and world sports events.

Research and invest in building a key national training center in the My Dinh National Sports Complex (if appropriate) to serve athlete training for key sports, and determine medal targets at the Asian Games and World Games.

Organize the distribution of a network of national sports training centers and satellite centers in regions and localities suitable to natural conditions, facilities..., meeting the requirements of specialized training and organizing competitions in key and strong sports; rationally arrange the management apparatus in a streamlined and effective direction.

Investing in training centers for athletes with scale and professional standards of level I, II, III to meet the requirements of training, teaching and organizing international and national competitions.

8 implementation solutions

To achieve the above objectives and directions, the Plan proposes 8 implementation solutions including: 1- Solutions on mechanisms and policies; 2- Solutions on capital mobilization and allocation; 3- Solutions on human resource development; 4- Solutions on linkage and development cooperation; 5- Solutions on education and propaganda; 6- Solutions on international cooperation; 7- Solutions on environment, science and technology; 8- Solutions on management models and methods of operation.
