The Master Plan for Dien Bien Phu City, Dien Bien Province to 2045 is organized on the basis of reviewing and evaluating the current urban status of Dien Bien Phu City, closely following the planning tasks approved by the Prime Minister; the content of spatial development orientation, land use planning, urban design, technical infrastructure ensures compliance with current regulations and standards, suitable to the local situation and conditions. The scope of planning includes the entire administrative boundary of the City. Dien Bien Phu with a total natural area of 306.58 km 2 , a total population of 86,003 people (Dien Bien Phu City Statistical Yearbook 2023) with 12 administrative units - including 7 wards (Muong Thanh, Tan Thanh, Him Lam, Thanh Truong, Thanh Binh, Nam Thanh, Noong Bua) and 5 communes (Thanh Minh, Muong Phang, Na Tau, Na Nhan, Pa Khoang).
Proposing a vision to develop Dien Bien Phu City into a “National Cultural and Historical Tourism City”. Developing the city with a focus on tourism and services; tourism becomes a spearhead economic sector based on three main pillars: Historical, cultural and social tourism; eco-tourism, resorts, and natural landscape exploration; entertainment and sports tourism. Developing Dien Bien Phu City into a starting point and gateway for international tourism itineraries to the “Northwest” in particular and the whole country in general.
Giving opinions on the report of the Party Committee of the Provincial People's Committee on the General Planning Project of Dien Bien Phu City, Dien Bien Province to 2045, the delegates assessed: The project was built to contribute to maximizing the advantages of geographical location, natural conditions, historical traditions and resources of Dien Bien Phu City. This is the basis for building the City into an administrative, political, economic, cultural, educational, scientific and technical center, tourism services; the nucleus to promote the economic development process of the whole province.
Delegates also discussed and proposed to clarify the traffic connection between Dien Bien Phu City and neighboring districts; study and add new traffic routes; clarify the locations of schools and medical facilities, associated with urban development. Orientation of other technical infrastructure systems such as: Water supply, electricity supply, wastewater drainage; social housing; public parking lots. Regarding the orientation of residential areas, the geological layer has changed a lot, so it is recommended to study more about geology and water surface to arrange residential areas appropriately...
Concluding the meeting, Provincial Party Secretary Tran Quoc Cuong emphasized: Dien Bien Phu City is a city of heritage associated with the Dien Bien Phu Battlefield National Historical Site; is a tourist center of the province and the region, in the long term it will develop into a national tourist center; an administrative, political, economic, cultural, social center, ensuring national defense and security of the province. The Provincial Party Secretary noted that the planning of Dien Bien Phu City needs to be more rigorous, scientific, and comprehensive; it is necessary to clarify the current status of population, residents, labor, ethnic factors... related to the arrangement of housing, hospitals, and schools. Plan land funds to build social housing for people. Further clarify the development of education and training, the health system, culture, physical education, and sports; plans to move colleges and hospitals out of the city center. Regarding urban development orientation, it is necessary to promote traffic development and regional connectivity between provinces and cities.
The Provincial Party Secretary requested the Department of Construction and the design consulting agency to accept the opinions of the comrades in the Provincial Party Standing Committee and the 4 districts bordering Dien Bien Phu City.
