According to Mr. Nguyen Quang Thu - Director of the Department of Planning and Investment, it is expected that 5/15 targets of Resolution 12 will not be achieved as planned. These targets include average income per capita, forest coverage rate, number of communes meeting new rural standards, number of villages recognized as meeting new rural standards, number of households with accommodation and stable production in stages.
Analyzing the current situation, Mr. Thu said that the socio-economic development of mountainous areas is still slow, the scale of production is small, and the potential and advantages of the region have not been fully exploited.
Infrastructure is still lacking and weak, failing to meet the needs of production development and people's livelihood. The implementation of ethnic minority policies and socio-economic development in mountainous areas is sometimes not synchronous and timely; the quality of human resources and grassroots cadres in some localities is still limited...
Reviewing the 3-year implementation of Resolution No. 12 and forecasting the actual socio-economic development situation of mountainous districts in the coming time, the Provincial Party Standing Committee proposed that the Provincial Party Committee agree to adjust a number of indicators in Resolution No. 12.
Specifically, by 2025: the poverty rate in mountainous areas will decrease to below 21%; strive for per capita income to increase by about 1.5 times compared to 2020; forest coverage rate will reach over 67%. Orientation to 2030: reduce the poverty rate to below 15%; strive for per capita income to be equal to 45% of the national average; forest coverage rate will reach over 69%.
“Resolution No. 12 sets a target of completing residential arrangements for 7,800 households in the 2021-2025 period, about 1,560 households/year. The progress by 2023 has only reached about 2,080 households, reaching 26.59% of the resolution target.
Production land and residential land in mountainous districts are increasingly limited. The construction of concentrated resettlement areas in localities is not timely due to limited resources. Economic development and income increase associated with the characteristics of mountainous areas face many difficulties.
Meanwhile, the rate of forestry land allocation and natural forest allocation is low, attracting people to invest in planting large timber forests is difficult due to the long cycle, potential risks of natural disasters, and lack of insurance policies. The implementation of forest protection contract programs and projects still has many limitations, some areas do not meet the requirements..." - Mr. Nguyen Quang Thu said.
Closely follow planning and practical situation
Discussing at the 16th Provincial Party Committee Conference (term XXII) on the afternoon of July 4, many delegates proposed that the Provincial Party Committee focus on directing the effective implementation of policies, programs, and projects on poverty reduction and limiting the situation of falling back into poverty.
Create conditions and opportunities for poor and near-poor households in poor districts and particularly disadvantaged communes... to develop production, create livelihoods and regular, stable income, and gradually escape poverty.
At the same time, focus on monitoring, urging, and effectively implementing 3 national target programs, making maximum use of a number of specific mechanisms and policies, and effectively integrating resources to implement programs and projects on resettlement of mountainous residents associated with the issue of resettlement of people in landslide and flash flood areas...
According to Provincial Party Secretary Luong Nguyen Minh Triet, in the coming time, the whole province will speed up the implementation of the project of measuring, establishing cadastral records, and issuing certificates of forest land use rights in 9 mountainous districts.
Party committees and authorities in mountainous areas need to focus on developing garden economy and farm economy; actively participate in domestic and international trade promotion activities for OCOP products. Training and fostering of staff must be given more attention, with appropriate mechanisms and policies for staff working in mountainous areas and ethnic minority staff.
Provincial Party Secretary Luong Nguyen Minh Triet requested to strengthen inspection, examination, supervision and evaluation of the leadership in implementing Resolution No. 12 for relevant organizations and individuals.
At the same time, promote the role of the Front and socio-political organizations in propaganda, mobilization, supervision and social criticism in implementing programs and projects for socio-economic development in ethnic minority and mountainous areas in the province.
