Promoting the glorious tradition of the Propaganda sector, Ninh Binh continues to innovate and comprehensively deploy propaganda work to meet the requirements of tasks in the new situation.

In 2007, after merging the Central Ideology and Culture Committee and the Central Science and Education Committee into the Central Propaganda Committee, the Central Party Secretariat (10th tenure) decided to take August 1 every year as the Traditional Day of the Party's Propaganda sector.

Through each period and each stage of the country's revolutionary history, the Party's Propaganda sector has always affirmed its position and role as a pioneering force "going ahead, paving the way, accompanying the implementation, and following the summary", making important contributions to the glorious victories of the cause of national liberation and national renewal.

Since 1948, through many changes in name and organizational structure, the Provincial Party Committee's Propaganda Department has had 75 years of development and growth. Together with generations of Propaganda cadres nationwide, in recent years, generations of Propaganda cadres of Ninh Binh province have always inherited and strongly promoted the glorious tradition of the sector; proactively advised Party committees at all levels, effectively implemented professional tasks with many innovations and creativity; contributed to maintaining political stability, strengthening solidarity and unity within the Party, consensus among the people; made worthy contributions to the cause of building, protecting and innovating the country; were recognized and highly appreciated by the Party Committee and the people in the province.

The entire sector has focused on advising leaders and directing the study, dissemination, implementation, inspection, supervision, interim and final reviews of the Party's resolutions and directives to ensure they are increasingly serious, timely, of high quality and effective; in accordance with the characteristics and practical conditions of the locality.

Closely follow the direction of the Provincial Party Committee, the Provincial Party Committee Standing Committee, the guidance of the Central Propaganda Department and the nature and content of each resolution to advise the Party Committee to decide on appropriate forms of study organization. Information and propaganda work on important political events and major holidays are directed and oriented promptly in a practical and effective direction.

The focus is: Propaganda for Party Congresses at all levels towards the 13th National Party Congress; 200 years of the name Ninh Binh and 30 years of re-establishment of the province (1992 - 2022); activities to celebrate the 1055th anniversary of Dai Co Viet State (968 - 2023); 50 years of the Convention on the Protection of World Cultural and Natural Heritage in Ninh Binh; Ninh Binh-Trang An Festival connecting heritage; National Tourism Year...

In propaganda work, we focus on promoting the advantages of main forms and channels of information and propaganda such as: press, oral propaganda, visual agitation, cultural and artistic activities, publishing documents and publications... with rich content and attractive forms to orient the thinking of cadres and party members. Propaganda activities have created a joyful and exciting atmosphere; educating historical traditions, pride in achievements on the path of innovation, strengthening people's trust in the leadership of the Party and the management and administration of governments at all levels.

Oral propaganda work and the activities of the reporting team continue to be maintained in a disciplined manner, increasingly innovated in the approach, selection of information and methods of propaganda, gradually improving the quality of information, ensuring promptness and timeliness. Through oral propaganda work, timely information has been provided to cadres, party members and people about current events in the province, domestically and internationally; major political tasks, guidelines and policies of the Party and State.

In the context of complicated developments in the world and the region, hostile forces have increased their activities against the Party and the State, under the direct direction of the Provincial Party Committee Standing Committee, the Provincial Propaganda Department has focused on advising Party committees from the province to the district level to establish the Steering Committee for Protecting the Party's Ideological Foundation, fighting against erroneous and hostile views (Steering Committee 35); at the same time, issued a Plan and implemented the Project "Fighting against and refuting erroneous views, bad and toxic information on the Internet and social networks in the period of 2019 - 2020" with many positive results; contributing to raising awareness and revolutionary vigilance for cadres, party members, and people of all walks of life in the province; maintaining political stability, creating favorable conditions for the successful organization of Party Congresses at all levels for the 2020 - 2025 term.

There have been many innovations in the work of public opinion. Many complicated and sensitive issues and incidents at home and abroad that have caused public concern have been promptly resolved and oriented for cadres, party members and the people, refuting the plots and distorted arguments of hostile forces. In addition to the public social opinion collaborators, the Provincial Party Committee's Propaganda Department has established a network of single-line collaborators to promptly grasp and quickly reflect the ideological situation and public opinion among the people, especially complicated, sensitive, pending and prolonged incidents that have caused public outrage, to advise the Provincial Party Committee on direction and resolution, creating a stable environment for socio-economic development.

Political theory education has been focused on promoting and going into depth. The whole sector has effectively advised and directed the promotion of studying and following Ho Chi Minh's ideology, morality and lifestyle; implemented annual work themes and political and ideological activities to ensure depth, effectiveness and substance. Actively and proactively advised and implemented the research, publication, propaganda and education of local Party history and traditional history of the sector. Propaganda Departments at all levels advised and directed the supplementation, reprinting or continuing to write local Party history.

In particular, the Provincial Party Committee's Propaganda Department advised the Provincial Party Committee Executive Committee to revise, supplement, and republish the two volumes of the Provincial Party History, Volume I (1930-1975), Volume II (1975-2000), and research and compile the Provincial Party History, Volume III (2001-2020). This is a scientific work that has been directed to be seriously and meticulously implemented, and is a valuable document for research and propaganda work.

Science, culture and arts work has been implemented with many new points; the inspection, supervision and survey of the Party's resolutions and directives on science, culture and arts have been strengthened. The Propaganda Department at all levels has actively and proactively advised the Party Committee to conduct preliminary and final reviews of many important resolutions and directives of the Party in the fields of science, culture, literature and arts to ensure seriousness and quality.

The management and operation of the Provincial Party Committee's Electronic Information Portal has been given attention and focus; it has performed well its functions and tasks as the official information channel of the Provincial Party Committee on the Internet, editing, transmitting and exchanging information in various fields to serve the leadership and direction of the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee; promptly and comprehensively reflecting the activities of the Ninh Binh Provincial Party Committee. Information content is updated daily, and information items fully comply with regulations and rules. The quality, quantity, content of news, articles and photos posted on the Provincial Party Committee's Electronic Information Portal have well met the information needs of cadres, party members and people in the province.

It can be affirmed that in recent years, the province's Propaganda sector has overcome all difficulties, focused on synchronously and comprehensively implementing propaganda work, with many highlights, breakthroughs, innovations and creativity, contributing to creating solidarity and unity within the Party, consensus among the people, maintaining political stability, creating a great foundation and spiritual motivation to successfully implement the province's political goals and tasks.

In the coming time, the world and regional situation will continue to develop in a complex and unpredictable manner. Globalization, international integration, the strong development of the Fourth Industrial Revolution. In particular, hostile and reactionary forces will continue to increase activities against the Party, the State and the socialist regime... That context will have a profound impact and influence on propaganda work, requiring the Ninh Binh Propaganda Department to constantly be proactive, sensitive, innovative, creative, improve the quality and effectiveness of all aspects of work, meet the requirements and tasks in the new situation, focusing on the following main tasks:

Firstly , continue to advise on innovation in content and form, improve the quality and effectiveness of studying, grasping, implementing, summarizing and concluding the Party's resolutions and directives. Urge, inspect and supervise the implementation of the Resolution of the 13th National Party Congress, the resolutions of the Party Congresses at all levels, term 2020 - 2025, the full-term Work Program of the Provincial Party Executive Committee in the field of propaganda work.

Second , strongly innovate the content and methods of comprehensive propaganda of all aspects of social life, ensuring promptness, timeliness and liveliness; proactively advise the Party Committee on new, difficult, sensitive and important issues. Propaganda work in the new period needs to continue to enhance persuasiveness, expand dialogue and accompany each other to reach correct understanding, not impose but be frank and clearly express opinions. Strengthen situation forecasting, proactively grasp and orient political ideology and public opinion in the face of complex and sensitive incidents that strongly impact the thinking of cadres, party members and the people.

Third , continue to advise on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle in the spirit of Conclusion No. 01-KL/TW of the Politburo on continuing to implement Directive No. 05 of the Politburo and Conclusion No. 21-KL/TW of the Central Executive Committee (term XIII) on promoting Party building and rectification and the political system. Bring the study and following of Uncle Ho increasingly into depth and practical effectiveness; associated with the implementation of political tasks of each locality, unit and Party building and rectification work.

Fourth , advise on improving the quality and effectiveness of the activities of Steering Committee 35 and the Steering Committee for External Information of the province. Direct the press agencies of the province to increase news, articles, and reports to spread positive and official information, fight and refute bad and toxic information with the motto "use beauty to eliminate ugliness", "use positivity to push back negativity", contributing to protecting the ideological foundation of the Party.

Fifth , strengthen propaganda, historical education, revolutionary tradition education of Ninh Binh homeland, contribute to fostering pride for generations and exploiting the strengths and potentials of the province to develop economy, culture and tourism..., promote the connection between the implementation of socio-economic development tasks, ensuring security - defense and social order and safety with ideological work.

The 93rd anniversary of the Party's Propaganda Sector's Traditional Day and the 75th anniversary of the establishment of the Ninh Binh Provincial Party Committee's Propaganda Department is an opportunity for us to review and promote the glorious historical tradition of the Propaganda Sector; foster pride in the great and historically significant contributions of the Propaganda Sector to the revolutionary cause of the Party and the nation; consolidate and strengthen faith in the Party's ideal goals and ideological foundation.

At the same time, this is also an opportunity for each cadre, party member, civil servant, public employee, and worker in the Propaganda sector to strive, practice, improve professional qualifications, cultivate revolutionary ethics and political mettle, demonstrate determination to excellently complete assigned tasks, worthy of the trust of the Party, State and People, contributing to the successful implementation of the cause of innovation, industrialization, modernization of the country and international integration, for the goal of a rich people, a strong country, democracy, fairness and civilization.
