On February 1, at the Government headquarters, Prime Minister Pham Minh Chinh chaired a regular meeting to assess the socio-economic situation in January 2024, allocate and disburse public investment capital, and implement 3 national target programs.

Attending the meeting were Deputy Prime Ministers; Ministers, Heads of ministerial-level agencies, Government agencies; representatives of leaders of Central Party Committees, National Assembly and leaders of a number of economic groups.

Socio-economic trend continues to recover positively

At the meeting, members assessed: In the face of difficulties and challenges caused by the impact of the world situation, as well as internal problems of the economy, with the spirit of not letting "the beginning of the year be leisurely, the end of the year be difficult", right from the first days and months of the new year 2024, ministries, branches and localities have resolutely implemented the Resolutions and Conclusions of the Central Committee, the Politburo and the National Assembly; focusing on directing and operating resolutely, decisively and clearly, completing each task, in the spirit of "Discipline, responsibility, proactiveness, timeliness, acceleration of innovation, sustainable efficiency".

Thanks to that, the socio-economic situation in January continued its positive recovery trend with many important and remarkable results in many fields. In particular, the macro-economy continued to be stable, inflation was controlled, and major balances were ensured.

The consumer price index (CPI) increased by 3.37% over the same period; the monetary market and exchange rate were basically stable; the deposit and lending interest rates maintained a downward trend. State budget revenue reached 231,000 billion VND, a slight decrease; import and export continued to increase strongly with a total turnover of nearly 64.22 billion USD, an increase of 37.7% over the same period, with a trade surplus of 2.92 billion USD.

Notably, the main industries and sectors have many positive signals. The industrial production index (IIP) increased by 18.3% over the same period, showing a positive trend, in which the processing and manufacturing industry increased by 19.3%. Total retail sales of goods and consumer service revenue in January increased by 8.1%; welcomed over 1.5 million international visitors, up 73.6% over the same period.

Development investment continued to achieve positive results, with disbursement of public investment capital reaching 2.58% of the plan, higher than the same period; registered FDI capital reaching 2.36 billion USD, up 40.2%; realized FDI capital reaching 1.48 billion USD, up 9.6% over the same period.

The number of newly established enterprises increased in both quantity and registered capital compared to the same period (an increase of 24.8% in the number of enterprises, an increase of 52.8% in registered capital and an increase of 50.8% in the number of employees). Planning work continues to be promoted. To date, 109/111 plans have been completed, appraised and approved. Digital economy, national digital transformation, implementation of Project 06, and provision of online public services continue to be promoted.

Cultural and social fields are focused. Political and social stability; national defense and security are maintained; social order and safety are ensured; anti-corruption and negativity are promoted. Foreign affairs and international integration are enhanced, many high-level foreign affairs activities have taken place since the beginning of the year; the country's prestige and position continue to be raised. International organizations continue to positively assess Vietnam's economic growth prospects.

However, Government members also frankly acknowledged: Macroeconomic stability, major balances, inflation, exchange rates, and bad debt pose potential risks. Many industries and services are still facing difficulties due to continued impacts from fluctuations in the world market, especially due to natural disasters and tensions in some regions.

Production and business activities are still difficult, with potential risks of increasing bad debt; the real estate market is still difficult; the lives of a part of the population are still difficult...

Government members also proposed continuing to take care of social security work, including eliminating temporary and dilapidated houses and building dormitories for students and teachers in remote and isolated areas.

Concluding the meeting, Prime Minister Pham Minh Chinh reminded people not to be intoxicated with victory; not to be complacent and negligent, but to continue to make greater efforts, continue to focus on leadership, direction, and administration to promote socio-economic development.

Promoting new growth drivers

Pointing out and analyzing the limitations, shortcomings, causes and lessons learned in the past time, the Prime Minister requested that in the coming time, we continue to closely follow the Resolution of the 13th National Party Congress, the leadership and direction of the Central Committee, the Politburo, key leaders, the Socio-Economic Development Strategy for the 2021-2030 period, the 5-year Plan for the 2021-2025 period, the Resolutions and Directives of the Government and the Prime Minister to concretize them into plans and implementation roadmaps for each level, sector and agency.

Besides, it is necessary to promote the proactiveness, positivity, and self-responsibility of local authorities at all levels, ensuring timely resolution of difficulties and problems and best serving people and businesses.

Along with that, it is necessary to improve the capacity to forecast and grasp the situation; be brave, proactive, flexible, and creative in leadership, direction, and administration; focus on handling work with focus and key points, complete each task, ensure effectiveness and substance, and avoid showing off and formality. The Prime Minister said that it is necessary to promote a high sense of responsibility, dare to think, dare to do; improve coordination efficiency, especially in solving inter-sectoral and inter-regional issues; proactively report and propose solutions to issues beyond authority.

The Prime Minister requested that in the immediate future, we focus on taking care of all people, especially those in remote, border, island areas and the disadvantaged, to have a peaceful, joyful, frugal, affectionate and safe Tet holiday; everyone has a Tet holiday; urgently complete the Program, Action Plan, and specific documents to implement Resolutions No. 1 and 2 of the Government.

The Prime Minister requested to focus on preparing projects according to the working programs of the Politburo, the Secretariat, the National Assembly, projects in the working programs of the Government and the Prime Minister, ensuring the set progress and quality; continue to promote the effectiveness of 26 Working Groups of Government Members and 5 Working Groups to urge the disbursement of public investment capital, directly work, grasp and immediately remove difficulties and obstacles right from the beginning of the year; organize meetings with localities to implement the Resolutions of regular Government meetings in appropriate forms.

The Prime Minister directed that it is necessary to maintain macroeconomic stability, control inflation, ensure major balances of the economy; operate monetary policy proactively, flexibly, promptly and effectively. At the same time, coordinate synchronously, harmoniously and closely with a reasonable, focused and key expansionary fiscal policy and other policies; consolidate traditional markets, expand new markets; increase revenue, save State budget expenditure; strictly control budget deficit, public debt, government debt, and national foreign debt.

Ministries, sectors and localities continue to strongly promote growth momentum. In particular, focusing on creating favorable conditions to attract and disburse investment resources from the whole society; promoting and attracting large-scale, high-tech FDI projects, especially in the processing, manufacturing, electronics, semiconductor, hydrogen industries...

Ministries, sectors and localities promote exports, especially agricultural, forestry and fishery products to large and potential markets; accelerate negotiations and signing of the Vietnam-UAE Comprehensive Economic Partnership Agreement, FTAs ​​with Brazil, the South American Common Market, and India; exploit the Halal market to expand new and potential export markets; effectively exploit the domestic market, stimulate consumption during the Lunar New Year; synchronously deploy solutions to promote attracting domestic and international tourists.

The Prime Minister noted the need to promote new growth drivers. These include strongly promoting the six socio-economic regions according to the Politburo Resolution; seizing new opportunities from the shift in global and regional production, trade and investment supply chains; attracting investment and developing industries and sectors such as semiconductor chips and components; attracting green financial resources and preferential green credit to develop renewable energy and new hydrogen energy; and building and developing regional and international financial centers in Vietnam.

Focus on removing difficulties for production and business

The Head of Government requested to accelerate the disbursement of public investment capital, 3 National Target Programs; speed up the approval of planning.

In particular, disbursing public investment capital is the key political task of 2024; handling backlogged projects, difficulties, and problems in supplying construction materials, site clearance, changing the purpose of forest land use, etc.; urgently completing the preparation, appraisal, and approval of the remaining plans and 5 regional plans; quickly and effectively implementing the issued plans.

“The Ministry of Natural Resources and Environment needs to immediately amend regulations related to construction materials, especially those used for embankment. Relevant ministries and sectors should strengthen inspection and supervision of quarries and strictly handle violations,” the Prime Minister requested.

Ministries, sectors and localities must focus on removing difficulties for production and business; promote the unblocking, mobilization and effective use of resources; drastically cut and simplify administrative procedures and business conditions; focus on implementing Project 06 in the spirit of ensuring publicity, transparency, creating convenience and reducing costs for people and businesses.

The head of the Government also directed the strong development of key sectors and fields. In particular, focusing on removing difficulties, promoting the processing and manufacturing industry, key industries; accelerating the progress of large-scale, high-tech projects with strong spillover effects; proactively implementing solutions to ensure energy security; resolutely not allowing shortages of electricity, gasoline, etc., especially mobilizing the total strength to soon complete the 500kV power transmission line circuit 3 Quang Trach - Pho Noi.

The Prime Minister requested to strongly promote agricultural production, especially food and foodstuffs, develop agricultural processing industry and high-quality, high-value-added agricultural products; make good use of opportunities to export agricultural products, ensure national food security; resolutely remove bottlenecks and overcome the "yellow card" (IUU) of the fisheries sector, assigning Deputy Prime Minister Tran Luu Quang and the Minister of Agriculture and Rural Development to directly direct.

Regarding services and tourism, Prime Minister Pham Minh Chinh said that it is necessary to strongly develop service industries with potential, advantages, and high-tech applications such as transportation, logistics, education, healthcare, banking, etc.; pay attention to upgrading inland waterway ports and exploiting railway routes well to increase connectivity; have specific solutions to reduce transportation and logistics costs; promote tourism attraction, improve service quality, and promote tourism in key markets.

The Prime Minister requested ministries, branches and localities to focus on the cultural and social fields; do a good job of social security, ensure people's lives; protect the environment, prevent and combat natural disasters, respond to climate change; continue to strengthen national defense and security; maintain social order and safety.

On the other hand, relevant parties should further promote the work of preventing and combating corruption, negativity, and waste; strengthen foreign affairs, international integration, information, and communication, create social consensus; improve the effectiveness of mass mobilization work; well implement the principle of grassroots democracy; and consolidate the great national unity bloc.
