Promoting substantive democracy in agencies, enterprises and localities in Hai Duong

Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Hai Duong province chaired the conference to summarize the implementation of democracy at the grassroots level and religious work in 2024, key tasks in 2025.

On the afternoon of December 27, the Provincial Steering Committee for the Implementation of Grassroots Democracy Regulations and the Provincial Steering Committee for Religious Affairs held a conference to review the implementation of grassroots democracy and religious affairs in 2024 and deploy key tasks in 2025.

Standing Deputy Secretary of the Provincial Party Committee Le Van Hieu emphasized the need to praise those who regularly make recommendations and responsibly pursue issues to improve the quality of grassroots democracy in organizations, agencies and units.

In 2024, religious activities in the province will be basically stable. Religious work and grassroots democracy implementation will receive attention from Party committees and authorities at all levels, and will be directed and implemented synchronously and effectively; working methods will be regularly innovated, and public and transparent activities will be carried out to the people. Administrative reform will be promoted and public reception and complaints and denunciations will be strictly implemented.

However, illegal religious activities still occur. Religious establishments build and repair structures without permission. The issuance of land use right certificates is still slow. The activities of some religious monks cause public outrage. There are still problems in the regulations on revenue management at some relics. Some units have not implemented democratic regulations at the grassroots level well...

Comrade Nguyen Van Phu, member of the Standing Committee of the Provincial Party Committee, Head of the Mass Mobilization Commission of Hai Duong Provincial Party Committee reported on the results of implementing democracy at the grassroots level, religious work in 2024 and key directions and tasks in 2025.

Speaking at the conclusion of the conference, Mr. Le Van Hieu, Standing Deputy Secretary of Hai Duong Provincial Party Committee, acknowledged the achievements in religious work and implementing democracy at the grassroots level in 2024.

Regarding upcoming tasks, comrade Le Van Hieu requested the Provincial Steering Committee for Religious Affairs to coordinate with the Department of Home Affairs and related localities to propose licensing religious activities, ensuring compliance with legal regulations.

Comrade Nguyen Quy Trong, Editor-in-Chief of Hai Duong Newspaper, said that information and propaganda activities in the press in 2024 have many improvements with multi-dimensionality, reflecting many opinions and recommendations of people, businesses and social classes, contributing to promoting democracy in the province.

The Department of Natural Resources and Environment speeds up the progress and urgently issues land use right certificates to religious establishments in the province to facilitate management. Along with that, urgently implement the resolution of the Provincial People's Council on supporting people who donate land for public works.

Regarding the implementation of grassroots democracy regulations, the Standing Deputy Secretary of the Provincial Party Committee emphasized that besides the positive results achieved, some agencies, units, localities, and enterprises have not been truly democratic, listening to the opinions of cadres, civil servants, public employees, and workers, and making suggestions in the direction of conclusions.

Comrade Trinh Ngoc Thanh, Deputy Director of the Department of Home Affairs, proposed to speed up the process of granting land use right certificates to religious establishments and granting operating licenses to qualified religious establishments.

Comrade Le Van Hieu emphasized that it is necessary to commend and praise individuals who regularly make recommendations, follow up on issues and are responsible for their recommendations to improve quality and promote substantive democracy at the grassroots level in organizations, agencies and units.

In the business sector, the role of the Labor Federation is very important in implementing democracy and fairness in labor agreements, resolving the rights and interests of workers. In the coming time, comrade Le Van Hieu requested to continue promoting the results and pay more attention to implementing grassroots democracy in enterprises, agencies, units, and public service units.
