On December 19, the Provincial Steering Committee for Grassroots Democracy held a conference to review the work in 2024 and deploy tasks for 2025. Comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Head of the Provincial Steering Committee for Grassroots Democracy chaired the conference.
Right from the beginning of 2024, Quang Ninh has strongly innovated the leadership and direction of implementing democracy in a practical, comprehensive, focused and key direction. The Provincial Party Committee and the Provincial Party Standing Committee promptly concretized and issued 28 documents to lead and direct the political system to strengthen innovation, effectively and substantially implement, ensuring democracy and consensus among the people. On that basis, Party committees and party organizations under the province focused on leading, directing, and issuing documents to concretize and implement democracy at the grassroots level, closely following the direction of the province and the political tasks of localities and units.
In 2024, the district-level Party Committee also paid attention to training and fostering on implementing democracy at the grassroots level, organizing 72 training courses for 8,532 people. Party committees at all levels inspected 1,688 party organizations and 7,113 party members; supervised 1,524 party organizations and 5,955 party members. Up to now, 100% of localities, agencies and units in the province have issued grassroots democracy regulations. State agencies and authorities at all levels focus on innovating management and operation activities towards enhancing effectiveness, efficiency, publicity, transparency and friendliness. The Vietnam Fatherland Front and socio-political organizations regularly innovate and improve the effectiveness of their operations with the motto of being close to the grassroots, clearly defining the content and work; performing well the functions of supervision, social criticism, caring for and protecting the legitimate rights and interests of the people.
The implementation of democracy at the grassroots level has been identified as an important and regular task associated with the tasks of socio-economic development, ensuring national defense and security, Party building and a clean and strong political system in the province, locality, agency and unit. The motto of "people know, people discuss, people do, people inspect, people supervise, people benefit" has been promoted to the maximum and effectively. From there, it continues to create solidarity and unity within the Party and consensus among the People to overcome difficulties and challenges and achieve positive results; the People's trust in the Party and the State continues to be consolidated and strengthened.
In addition, the implementation of democracy at the grassroots level still has some limitations, such as: Some localities, agencies, units and enterprises have not really paid attention to directing and organizing the implementation of democracy, showing signs of leaving it to the standing and supporting units; a part of civil servants, employees and people have not fully recognized the importance of implementing democracy at the grassroots level, so they have not been proactive in giving opinions on regulations and rules directly related to their rights and interests, and are afraid of conflicts; the team of trade union officials at enterprises operates part-time, lacks experience and skills, and depends on employers, so they have not clearly demonstrated their role in representing, caring for, and protecting the legitimate and legal rights and interests of union members and employees.
Concluding the conference, Comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Head of the Provincial Steering Committee for Grassroots Democracy, suggested: In addition to the positive results, it is necessary to seriously acknowledge the shortcomings and limitations; analyze the subjective and objective causes of those limitations to have effective solutions to contribute to better implementing grassroots democracy in the coming time. In particular, implementing the Resolution of the Provincial Party Committee on the direction and tasks for 2025, with the theme of "Breakthrough in economic development, creating momentum for the new term", The Steering Committee for Democracy Implementation from the province to the grassroots level continues to uphold the sense of responsibility, promote the effectiveness of each member's activities, and the role of the leader.
Along with that, improve the quality of advice for Party committees and closely coordinate with the government and people's organizations to build, maintain and replicate typical models of implementing democracy at the grassroots level in communes, wards, towns, agencies, units and enterprises in the province. Thereby creating an atmosphere of excitement, consensus, trust and solidarity among the people. At the same time, promote the dynamism, creativity and real mastery of the people, actively contributing to the comprehensive development of Quang Ninh province in the era of national development.
