According to the report of Nong Son District People's Committee, the total capital plan for 2024 is more than 147.6 billion VND; of which the capital for 2024 is more than 87.1 billion VND, the capital for 2023 is more than 60.4 billion VND. Up to now, Nong Son has disbursed more than 35.3 billion VND (23.9%).
According to Mr. Nguyen Van Hoa - Chairman of Nong Son District People's Committee, the low disbursement rate mostly falls on projects with large capital allocation such as: upgrading and expanding the road connecting from DH14 to the south of Ho Sen; the inner-city road of Nong Son district; upgrading Ho Cai of Nong Son district; the road from DH 7.NS to Hoc Xoai - Ho Sen; upgrading and expanding DH4.NS road (from Nong Son bridge to Dai Binh village); car road to Ninh Phuoc commune administrative center; Trum Na bridge; Nong Son district multi-purpose gymnasium,...
The reason is that compensation and site clearance work is difficult, procedures are complicated, and take a lot of time, especially confirming the origin of the land, measuring the land plot, determining specific land prices; problems with compensation for residential land, 5% public land, KFW6 project forest land, protective forests, etc.
In addition, some new projects have only recently been allocated capital due to slow investment preparation procedures. The unit price of raw materials according to the inter-departmental unit price is still much lower than the actual price; construction sand is scarce and must be purchased from other districts.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Tran Nam Hung said that the slow site clearance of projects was the reason for the low disbursement rate, which showed that Nong Son had not taken drastic action. In the coming time, the entire political system must actively participate, clearly assign tasks to people and work, and flexibly implement compensation and site clearance solutions, ensuring both stabilizing people's lives and speeding up project implementation progress.
Mr. Hung requested that from now until the end of 2024, Nong Son strives to disburse 100% of provincial capital, 90% of district budget capital, and 100% of national target program capital. If the disbursement rate is below 80%, the Nong Son District Party Committee and People's Committee will not be able to fulfill their tasks in 2024.

Regarding the extension of the implementation time of some projects, Mr. Tran Nam Hung agreed in principle, but requested the People's Committee of Nong Son district to have a review report, clarify the responsibilities of related individuals and organizations; clearly analyze the objective and subjective causes and get the consensus of the Standing Committee of the District Party Committee.
