Bringing his child to make an ID card, Mr. Hoang Xuan Truong (Bich Dao ward, Ninh Binh city) shared: The 2023 ID Law with new regulations allowing children under 14 years old to make ID cards is a very timely regulation, suitable for the actual situation when digital transformation activities are taking place in all fields, limiting the use of documents in administrative transactions. Like my family, my child is not yet 14 years old but this year he will be in grade 9, if he has an ID card, it will be convenient when registering for exams, admission, and doing it early to avoid having to worry when there is a need for documents and personal information.
According to Ninh Binh, the new ID Law passed by the National Assembly and effective from July 1st has been positively received by the people, expressing high agreement because the new points are regulated in the direction of creating all favorable conditions for the people's need to handle administrative procedures. Although according to the Law, children under 14 years old are not required to apply, many families still take their children to the Provincial Public Administration Service Center or the Reception and Result Delivery Department of districts and cities to make ID cards.
Major Vu Tuan Minh, an officer of the Department of Administrative Management of Social Order, Provincial Police, added: According to the new Law on Identification No. 26/2023/QH15 passed by the National Assembly, from July 1, 2024, the subjects who are granted ID cards include: People required to make ID cards: Vietnamese citizens aged 14 and over. After that, at the age of 25, 40 and 60, Vietnamese citizens must renew their ID cards; people who are granted ID cards on demand: Vietnamese citizens under 14 years old.
Meanwhile, according to Article 19 of the Citizen Identification Law No. 59/2014/QH13, Citizen Identification Cards are only issued to Vietnamese citizens aged 14 and over. Therefore, not all children are required to be issued an Identification Card, but only children aged 14 to under 16 are required to carry out the procedures for issuing an Identification Card. Children under 14 years old are issued an Identification Card if needed.
At the Public Administration Service Center or at the Reception and Result Delivery Departments of districts and cities, the staff of the Public Security force is always on duty, ready to answer people's concerns and questions, and guide people to register online and carry out procedures at home if the children are between 0 and under 6 years old.

In particular, focusing on propaganda and guidance for people on how to look up and complete online procedures for children aged 0 - under 6 years old.
According to the process of granting ID cards to children from 6 years old to under 14 years old, the legal representative including the child's father, mother, or guardian must bring the child to the ID management agency to collect identity information and biometric information including facial photo, fingerprint, and iris. of the person needing an ID card. The legal representative of a person from 6 years old to under 14 years old carrying out the procedure for issuing an ID card on behalf of a child from 6 years old to under 14 years old must bring the CCCD and ID card. For children aged 0-6 years old, procedures can be done at home through the addresses of the National Public Service Portal and the Ministry of Public Security's Public Service Portal. The ID management agency does not collect identification features and biometric information for people under 6 years old. Children under 14 years old are free when making ID cards. |
According to statistics from the Department of Administrative Management of Social Order, Provincial Police: Since the Law on Identification took effect on July 1, the whole province has had over 600 children under 14 years old made ID cards, of which at the Provincial Public Administration Service Center, nearly 100 children were brought by their parents to make ID cards.
The regulation on granting ID cards to people under 14 years old also has many important meanings, contributing to ensuring the legitimate rights and interests of citizens, promoting the value and utility of ID cards in the activities of digital government and digital society.
With its compact size, good material, high security and confidentiality, the ID card can also be integrated with a lot of other information according to the needs of citizens, bringing many conveniences to citizens in traveling, studying, medical examination and treatment and performing other transactions in daily life.
The first issuance of an ID card for people under 14 years old is free. Only when citizens issue or reissue an ID card will they have to pay the prescribed fee.
