Ups and downs in Vietnam-Japan relations under the 'narration' of history

On the morning of March 18, the Japan International Cooperation Agency (JICA) in collaboration with the Embassy of Japan in Vietnam launched a monograph on 50 years of Vietnam-Japan relations (1973-2023).

Attending the ceremony were Japanese Ambassador to Vietnam Ito Naoki; Chief Representative of JICA Vietnam Office Sugano Yuichi, Vice President of Vietnam Academy of Social Sciences Dang Xuan Thanh, along with many experts, researchers, lecturers in the field of Japanese studies and Japanese language teaching.

A book donation ceremony was also held on this occasion.

Speaking at the opening ceremony, Chief Representative of JICA Vietnam Office Sugano Yuichi expressed his deep gratitude to the Vietnam Academy of Social Sciences for its tireless efforts in compiling and editing the document.

According to Mr. Yuichi, the book is expected to expand the source of research documents on Japan in Vietnam, be widely used in teaching and research, and contribute positively to the development of relations between the two countries.

Mr. Yuichi emphasized that the completion of the monograph is an important achievement for Japan's ODA implementing agency. Over the years, Japan has been a pioneer in resuming ODA to Vietnam and has always maintained its number one position in terms of bilateral aid scale. Vietnam has also effectively utilized Japan's ODA capital to promote foreign investment attraction and socio-economic development.

"These activities have been summarized in chapters 3 and 4 of the book. We hope that Vietnamese students will have the opportunity to gain a deeper understanding of Japan's ODA, and at the same time bring ODA projects closer to young people," said the Chief Representative of JICA Vietnam Office.

Also within the framework of the launching ceremony, Japanese Ambassador to Vietnam Ito Naoki said that the joint research project between JICA and the Vietnam Academy of Social Sciences was launched on the occasion of the 50th anniversary of the establishment of diplomatic relations between Japan and Vietnam in 2023, nurturing the "sweet fruit" of this monograph.

Ambassador Ito Naoki pointed out that in the 50 years since the establishment of diplomatic relations, the relationship between the two countries has developed from a donor-recipient relationship to a relationship of mutual trust, cooperation, and being important and equal partners, contributing to peace and prosperity in the region and the world.

"Vietnam and Japan are two countries that share the same values. I hope that the two sides will work together as comrades to fulfill the mission of protecting peace and stability in the region and the world," Ambassador Naoki affirmed, expressing his hope that the book will become a connecting thread for more and more people to be interested in and learn about the 50-year history of cultivating the Vietnam-Japan friendship.

According to Mr. Dang Xuan Thanh, Vice President of the Vietnam Academy of Social Sciences, the monograph 50 years of Vietnam-Japan relations (1973-2023) not only summarizes the journey of cooperation between the two countries, but is also a valuable scientific document, helping researchers, students... have a comprehensive view of this strong friendship in the fields of politics, economics, culture and education.

The Vice President of the Vietnam Academy of Social Sciences emphasized that Vietnam is currently one of the countries with the largest number of Japanese language learners in the world, showing that the need to learn about the country, people and culture of the cherry blossom country is increasing. However, in Vietnam, there is still a lack of in-depth, systematic research documents on Vietnam-Japan relations. Therefore, the publication of this monograph not only has academic significance but also contributes to filling the gap in research and teaching of Japanese studies in Vietnam.

The book comprehensively analyzes the development stages of Vietnam-Japan relations, from the initial ups and downs to the strong development in recent decades, and provides an assessment and prospects for cooperation between the two countries in the coming time. This is not only an important document for researchers and students but also a useful reference source for policy makers, businesses and those working in foreign affairs.

Sharing with The Gioi Va Viet Nam Newspaper, Mr. Dang Xuan Thanh said that the monograph book 50 years of Vietnam-Japan relations (1973-2023) was born in a complex world over the past half century, and is a meticulous research work by scholars with extensive knowledge of the world as well as Japan. The book's content is based on many basic foundations, different from the previous one which only focused on history, culture or economics. Therefore, the book also plans and forecasts the prospects for cooperation between the two countries in the future.

The monograph is compiled with consideration of the international relations context of the world and the Asian region, providing an overview from the political-diplomatic, economic, and socio-cultural perspectives, while mentioning the achievements, prospects, challenges, as well as policy implications in the relations between the two countries over the past half century.

The book 50 years of Vietnam-Japan relations (1973-2023) is part of the "JICA Chair" program, with the cooperation of authors from the Northeast Asian Research Institute - Vietnam Academy of Social Sciences, Professor Furuta Motoo - President of Vietnam-Japan University, and Honorary Professor Tran Van Tho of Waseda University.

The book analyzes bilateral relations through three important historical periods:

- The quiet period (1973-1991): This period witnessed challenges due to the regional and world political context, but still laid the foundation for future bilateral cooperation.

- Recovery period (1992-2001): Relations between the two countries improved strongly, especially in the economic field, with Japan becoming one of Vietnam's leading trade and investment partners.

- Development period (2002-2023): The Extensive Strategic Partnership is strengthened, with comprehensive cooperation in the fields of politics, economics, culture and education.

The book is divided into 5 chapters: The foundation of Vietnam-Japan relations; the establishment of Vietnam-Japan diplomatic relations and the ups and downs (1973-1991); the flourishing Vietnam-Japan relations (1992-2001); the strong development of Vietnam-Japan relations (2002-2023); assessment of 50 years of Vietnam-Japan relations and future prospects.

In the coming time, the book will be given free of charge to key universities and research institutes in Vietnam through the Northeast Asian Research Institute, Vietnam Academy of Social Sciences to support teaching and research.
