Tuition fees for each level of education

Accordingly, tuition fees are divided into 2 groups: Group 1 is for students studying at schools in Thu Duc City and districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan; Group 2 is for students studying at schools in districts Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio.

Tuition fees applied in Ho Chi Minh City for the 2024-2025 school year

The tuition fees for primary school level specified in the above table are the basis for implementing the policy of supporting tuition fees for private primary school students in areas where there are no public primary schools and for private primary school students who are eligible for tuition exemption and reduction policies according to regulations.

5-year-old preschool children are exempt from tuition fees from September 1, 2024.

17 school fees

In addition to tuition fees, the Ho Chi Minh City People's Council has passed Resolution 13 regulating the revenues and collection levels, and the revenue and expenditure management mechanism for services serving and supporting educational activities of public educational institutions. Previously, the People's Council announced 9 service revenues that are allowed to be collected by public schools, such as: Air conditioning services, care staff, breakfast services, etc. As for other revenues serving educational activities in schools, the City People's Council requested the Department of Education and Training to coordinate with the Department of Finance to provide guidance.

Implementing the direction of the People's Council and based on comments from the Department of Finance, the Department of Education and Training of Ho Chi Minh City guides schools to implement the list of 17 revenue items according to the following contents:

Revenues from organizing other educational activities

  1. Organization fee 2 sessions/day.
  2. Money for organizing extra classes in Foreign Languages.
  3. Computer science teaching organization fee (computer science teaching enhancement fee/student/month; digital citizenship education activity organization fee).
  4. Money for organizing life skills education activities and school programs (money for organizing gifted classes, elective physical education, clubs, swimming lessons; money for organizing life skills classes; money for organizing STEM education; money for organizing foreign language learning with foreigners; money for organizing foreign language learning using supplementary software; money for organizing foreign language learning programs through math and science; money for organizing foreign language education activities according to output standards of international certificates; money for organizing educational activities to survey and familiarize preschool children with English).
  5. Money for organizing vocational training at continuing education facilities.
  6. Money for organizing supplementary teaching at regular educational institutions.

7. Funding for organizing classes under the Project "Teaching and learning math, science and English integrating English and Vietnamese programs".

8. Funding for organizing classes under the Project "Improving capacity, knowledge, and skills in applying information technology for high school students in Ho Chi Minh City according to international standards, period 2021 - 2030".

9. Funding for the implementation of the School Project to implement the high-quality program "Advanced School, International Integration".

10. Money to implement investment stimulus program.

11. Money for purchasing equipment and supplies for boarding students.

12. Money for buying school uniforms.

13. Money for school supplies - teaching tools - learning materials.

14. Lunch allowance.

15. Breakfast fee VND/student/day.

16. Drinking water fee VND/student/month.

17. Student vehicle parking fee VND/vehicle/turn.

From the 17 above-mentioned revenues, the Department of Education and Training of Ho Chi Minh City guides the organization of service activities to serve and support educational activities according to the provisions of Resolution No. 13 for each level of education as follows:

No revenue arising outside of the City's regulations

The Department of Education and Training instructs schools to develop revenue and expenditure estimates for all of the above-mentioned revenues. For the revenue section for individual students, schools must negotiate with parents a price that is appropriate to the reality and the area where they live, while ensuring adequate nutrition for each level of education and food safety and hygiene. If there is an increase compared to the previous year, it must be explained, made public, transparent and agreed upon with parents. Schools invite parents to coordinate with them to monitor and update periodically to have a basis for appropriate adjustments.

The collection level must be commensurate with the quality of education and training services. The increase in collection level for the 2024-2025 school year (if any) shall not exceed 15% compared to the collection level implemented in the 2023-2024 school year.

Mr. Le Hoai Nam, Deputy Director of the Department of Education and Training of Ho Chi Minh City, noted that schools must use the collected funds for the right purposes, publicly disclose the revenue and expenditure plans of each collection item to parents before implementation, and fully implement financial management regimes according to regulations.

The list of revenues must be specified in the internal spending regulations, accounting work must be organized in accordance with regulations, accounting books must be opened, documents must be used and managed, accounting and monitoring must be organized separately to ensure full and accurate recording of revenue and full and accurate allocation of costs for each activity; taxes and other budget revenues (if any) must be registered, declared and paid in full according to the provisions of law; financial reporting must be carried out correctly and promptly with management agencies according to decentralization.

The Department requests the People's Committee of Thu Duc City and districts to direct the Department of Education and Training to coordinate with the Department of Finance and Planning based on the operational plan, revenue and expenditure estimates and proposed collection levels of each educational unit (including continuing education facilities) to review service revenues, support educational activities and other revenues in accordance with regulations to submit to the People's Committee of Thu Duc City and districts to agree on a collection level framework suitable to the actual situation of each locality (not equalizing collection levels) before organizing implementation. Control not to generate any revenue outside of regulations.

The Department of Education and Training is responsible for guiding schools to organize the collection of consensus from parents for implementation. Strengthen inspection, examination and supervision of revenue and expenditure at the beginning of the school year to promptly rectify the situation of collecting illegal fees. Be responsible for explaining to society about the activities of educational institutions according to the management hierarchy, including the management of fees for schools at all levels.

Mr. Nam added that the Department of Education and Training established inspection teams to check the revenue and expenditure situation at the beginning of the school year at educational institutions in districts and affiliated units, promptly correcting the situation of collecting illegal fees.
