Attending were: representatives of the People's Committee of Vinh Long province, representatives of the National Assembly Delegation of Vinh Long province, leaders of the Department of Health, Department of Finance and a number of departments, branches and sectors of the province.

According to the province's report, implementing the National Assembly's Resolution, in recent years, Vinh Long has issued directive documents, promoted policy communication, and shifted the focus from family planning to population and development. The province's population structure has changed positively, the proportion of dependent population has decreased, the working-age population has increased. In the period of 2018 - 2024, Vinh Long has always maintained a stable sex ratio at birth at a balanced level of 105 - 107 boys/100 girls, especially the province is in the "golden population" period.

To promote this advantage, the province has created jobs for 193,381 workers, of which 185,639 workers were employed domestically and 9,486 workers were sent to work abroad under contracts.

However, the current difficulty of Vinh Long is that the birth rate has not increased but has continuously decreased, ranking second in the country in terms of population aging in 2022... The province has implemented many solutions to gradually adjust the birth rate, such as implementing support policies, consulting on providing marriage and family services, supporting pregnant women through regular pregnancy check-ups, consulting on the benefits of having two children, prenatal and newborn screening and diagnosis...

Adapting to population aging, the province has organized many models of health care for the elderly, improving the quality of health care facilities for the elderly, thereby contributing to increasing the rate of elderly people receiving annual health check-ups from 8% -15%, increasing the average life expectancy from 75.4 years old in 2018 to 76.1 years old in 2024.

Vice Chairwoman of Vinh Long Provincial People's Committee Nguyen Thi Quyen Thanh said that in recent times, the province has paid great attention to the health sector, including population work. The province has promptly issued specific policies for health such as attracting and retaining human resources, providing allowances for population collaborators, etc. Vinh Long has basically achieved the goals in population work. However, the target on birth rate is still difficult; there are some shortcomings in state management in the population sector, and the slow innovation and issuance of documents have affected the implementation in the locality.

The Vice Chairman of the Provincial People's Committee suggested that the National Assembly continue to pay attention to and issue the National Target Program in the health sector to focus on implementing primary health care, responding to the aging population, training doctors to meet the needs of medical examination and treatment in the new situation... The Central Government needs to pay attention to population development policies, encourage births, and pay attention to the issue of digitalizing health records and the regime of medical staff, especially medical staff at the grassroots level.

Speaking at the meeting, Vice Chairman of the Committee for Culture and Social Affairs Nguyen Hoang Mai highly appreciated Vinh Long's efforts in implementing population work, ensuring compliance with the central resolution. In particular, the province has promptly issued specific policies to contribute to the correct implementation of the policy and in accordance with local realities. The monitoring delegation acknowledged the difficulties, obstacles and recommendations of the province, including difficulties in resources and implementation costs, limited capacity and equipment.

Vice Chairman of the Committee Nguyen Hoang Mai proposed that Vinh Long continue to promote the achieved results, pay more attention to issues of population aging index, total fertility rate decrease in recent years... to have appropriate solutions. The province needs to try to make the most of the advantages of the "golden population" period, prepare early, from afar, review policies related to population work, promptly issue new policies to ensure population work is carried out continuously, without interruption, especially during the period of administrative unit rearrangement.

+ Previously, on March 27, the working delegation of the Committee for Culture and Society led by Vice Chairman of the Committee Nguyen Hoang Mai worked with the Department of Health of Vinh Long province on the results of implementing tasks and solutions on grassroots health care and preventive medicine as prescribed in Resolution No. 99/2023/QH15 dated June 24, 2023 of the National Assembly.
