Cultural diplomacy has been one of the top priorities in the overall foreign policy between Vietnam and China in recent years. Through cultural economic connections, promoting cultural communication and enhancing cultural education cooperation, it has contributed to deepening the cooperative relationship between the two neighboring countries.

The "driving forces" of cultural diplomacy growth
Geographical and historical proximity creates favorable conditions for the two neighboring countries to promote cultural diplomacy and enhance cultural exchanges and interactions between the people of the two countries.
Vietnam and China are two neighboring countries, connected by mountains and rivers, so they have naturally formed security and economic relations between the people of the two countries, especially in the cultural field, creating a favorable environment for the two sides to exchange and cooperate for mutual development. As economic and trade exchanges between the two countries continue to deepen, cultural exchanges between the two sides are also being upgraded, constantly enhancing mutual learning.
Historically, China and Vietnam have had diplomatic relations in many fields, and the people of the two countries have a long-standing traditional friendship. The cultures of the two sides have many similarities, strongly influenced by Buddhist and Confucian culture... This is an extremely favorable condition for Vietnam and China to cooperate and promote the "soft power" of cultural diplomacy.
At the same time, in the context of deep international integration, in Vietnam's modern diplomacy, culture plays an important role in realizing two goals: serving foreign policy and developing culture.
The 13th National Congress of the Communist Party of Vietnam set the task of “expanding and improving the effectiveness of cultural diplomacy, making practical contributions to promoting the national image and brand and enhancing the country's overall strength”. Therefore, the Vietnamese Government proactively participates in and strongly promotes cultural diplomacy with countries in the region, including China, as a driving force to further enhance the spread and influence of Vietnamese culture.
Steady step forward
Cultural diplomacy between Vietnam and China has had many bright spots in recent years. The two countries have had many cultural cooperation activities, art exchanges, cultural heritage honoring and tourism promotion for the people of both countries.
One of the notable highlights is that Vietnam and China successfully coordinated and organized the event “Vietnam-China Friendship Year” in 2010, commemorating the 60th anniversary of the establishment of diplomatic relations. Both countries considered it an opportunity for Vietnam and China to organize cultural, artistic and tourism exchange activities to strengthen friendship, solidarity and mutual understanding.
Art exchange programs are also held regularly, such as the 2017 Vietnam Contemporary Art Exhibition in China with 38 works by 18 Vietnamese artists participating in the international art exhibition called "Companion 2017" held at the China Art Museum; or the Vietnam - China Art Exhibition held in Hanoi in 2018. These exhibitions have attracted thousands of people from both countries to visit and enjoy. The Vietnam - China Friendship Palace has become an important foundation, a regular venue for cultural exchanges between the two countries.
Thanks to the close relationship between the two governments, many scholarships have been awarded to Vietnamese and Chinese youth to participate in master’s and doctoral training programs as well as short-term exchange and training programs. This has enhanced the promotion and exchange of culture and academics between the youth of the two countries.
In addition, the promotion of cultural heritage is also one of the highlights of cultural diplomacy between the two countries. Vietnam has become a favorite destination for Chinese tourists, while China is also one of the destinations chosen by Vietnamese tourists. Ministries, sectors and tourism companies of the two countries have also cooperated to develop new and attractive tours for the people of the two countries, thereby helping each other spread cultural values.
Cultural diplomacy has truly become a tool to foster the image of the Vietnam-China relationship entering a new era. Cooperation in this field is a way to connect the two sides' relationship very deeply, thereby promoting the friendship between Vietnam and China to develop more and more.
