Agricultural supplies are sold widely on social networks.
Recently, the city's functional departments have stepped up propaganda and recommended that people use agricultural materials, such as fertilizers and biological pesticides of clear origin, for agricultural production in the direction of VietGAP, GlobalGAP, and organic.
However, the management of agricultural materials is still difficult, because the whole city has up to 3,271 establishments producing and trading agricultural materials, but they are mainly small-scale, located in residential areas.
Furthermore, the situation of people buying poor quality fertilizers, animal feed, pesticides, and plant varieties at rural markets and on social networks still occurs, making it difficult for authorities to control.
Ms. Dang Thi Dung (Van Tin commune, My Duc district) shared that during the production season, her family often goes to the local market to buy vegetable seeds for planting and when preventing pests, they often go to agricultural supply stores to buy fertilizers and pesticides. Her family even buys online, so sometimes they buy poor quality products, causing the vegetables to be infected with many pests and diseases, resulting in low yields.
Regarding this issue, Head of the Hanoi Department of Cultivation and Plant Protection (Hanoi Department of Agriculture and Rural Development) Luu Thi Hang said that buying and using poor quality agricultural materials, counterfeit goods (especially pesticides, fertilizers, seeds...) not only causes immediate economic damage, but also leaves long-term consequences in the fields.
“In 2024, the department coordinated with relevant agencies and local authorities to inspect 61 establishments producing and trading agricultural materials in the field of cultivation, and 638 stores trading agricultural materials; thereby, 3 establishments were discovered to be in violation. Due to the large number of stores trading agricultural materials, the subjects were able to secretly transport smuggled pesticides from other localities into Hanoi,” said Ms. Luu Thi Hang.
Propaganda and control of production and business establishments
Currently, farmers are focusing on agricultural production after Tet to ensure the supply of agricultural products to the market. According to Nguyen Anh Tuan, Head of the Economic Department of Ung Hoa district, the locality has increased propaganda and dissemination of legal regulations on production, trade and use of plant varieties, fertilizers, and pesticides; and mobilized people to absolutely not buy and use plant varieties, fertilizers, and pesticides of unknown origin, or goods sold on social networks.
Localities need to step up the statistics and management of food safety conditions for establishments producing and trading agricultural materials and agricultural, forestry and fishery products under their management authority according to the assignment and decentralization of the City People's Committee.

At the same time, require establishments in the area to sign a commitment not to produce, trade, or use plant varieties, fertilizers, or pesticides that are prohibited, counterfeit, fake, smuggled, or not on the list of goods permitted for use and circulation in Vietnam...
In addition, the district continues to establish an interdisciplinary inspection team to closely monitor the circulation and advertising of agricultural materials; recommending that people prioritize buying branded products, ensuring quality at reputable establishments, licensed by state management agencies...
Deputy Director of the Hanoi Department of Agriculture and Rural Development Nguyen Manh Phuong said that the Department has directed units to strengthen inspection and control of establishments producing and trading in plant varieties, fertilizers, and pesticides; focusing on the origin and labeling of products.
Through inspection, promptly detect, prevent and strictly handle violations, especially violations of doing business at locations not stated in the business license; trading in goods not listed in the list of goods permitted for circulation and use in Vietnam; prohibited goods, smuggled goods, counterfeit goods and acts of commercial fraud...
In addition, the Department coordinates and urges localities in the city to inspect, evaluate and classify establishments producing and trading in plant varieties, publish the list and update information on units producing and trading in seeds and materials in the area on mass media. This is to help organizations and individuals know and choose to use plant varieties and agricultural materials with clear origins.
As for districts and towns, it is necessary to strengthen inspection, post-inspection, strictly handle and publicize violating establishments; recommend that farmers, after purchasing agricultural materials, keep packaging, record usage logs, and when detecting signs of counterfeit or poor quality goods, report to the authorities for investigation and handling according to the provisions of law.
