The National Target Program on New Rural Development is one of the major action programs to concretize the Party and State's policies and guidelines on agriculture, farmers, and rural areas, aiming at the goal of comprehensively developing all aspects of economic and social life in rural areas.

Over the past 15 years (2010 - 2025), the Provincial Party Committee, People's Council and People's Committee of Binh Thuan province have led and directed the entire political system of the province to deploy and fully concretize the Central Government's instructions on the National Target Program on New Rural Construction.

In addition, there is also the active participation of the Fatherland Front and mass organizations from the province to the grassroots level and the unanimous support and active participation of the people in implementing the National Target Program on new rural construction in the province, demonstrated in various fields such as investment in basic construction, site clearance, urging to speed up projects, etc.

Accordingly, all works serving the criteria of communes expected to meet new rural standards in localities in each period are included in the province's public investment plan. The whole province has deployed the construction of a synchronous rural infrastructure system, focusing on investing in basic infrastructure works according to the set goals, such as transportation, irrigation, clean water, electricity, schools, medical stations, cultural facilities, environmental treatment, etc.

In particular, the movement to build rural roads has been widely developed. Up to now, 89/93 communes have met traffic criteria, accounting for 95.7%.

Many security lighting routes have been implemented; the irrigation movement has been well implemented; the electricity system has met the needs of production and daily life of the people. Up to now, 100% of communes and districts have met the criteria for new rural electricity.

School facilities and equipment in communes have been invested in, contributing to supporting teaching and learning, improving the quality of comprehensive education in the direction of development. Up to now, 79/93 communes have met the school criteria, accounting for 84.95%. The grassroots health network and medical equipment have received investment attention. The number of water supply works invested in is increasingly widespread in rural areas, ensuring that all people have clean water for daily life.

Per capita income in rural areas increased

The results of resource mobilization to implement the National target program on new rural construction average about 2,500 billion VND/year.

Average income per capita in rural areas in 2024 will reach 58.89 million VND/person/year, nearly 4 times higher than in 2010. The lives of rural people are increasingly improving, the poverty rate in the whole province has now decreased to 1.43%, in rural areas 1.85%.

The environment and rural landscape are brighter, greener, cleaner and more beautiful. Traditional cultural values ​​are gradually promoted. Political security and social order in rural areas are maintained. The economic structure of rural areas has shifted positively, with rapid growth in rural industry and services.

Agricultural production is promoted in the direction of improving the quality of high added value, clean and organic production, applying advanced production processes, controlling food safety; forming many specialized agricultural areas of key crops to meet market requirements such as: Dragon fruit with an area of ​​25,800 hectares, output of 580,000 tons/year; rubber 45,100 hectares, latex output of 67,500 tons/year; rice 127,000 hectares, output of 790,000 tons/year; cashew 16,636 hectares, output of 12,500 tons/year...

Value chain linkages are increasingly developing; Cooperatives are increasingly playing the role of linking farmers with enterprises; OCOP products are increasingly developing, contributing to creating more jobs and increasing income for people, improving people's living standards, and positively changing the face of rural areas.

Up to now, the whole province has 79/93 communes recognized as meeting new rural standards, reaching a rate of 84.95%; 14 communes meeting advanced new rural standards, reaching a rate of 17.72% and 04 communes meeting model new rural standards, reaching a rate of 5.06%. Continue to maintain 02 district-level units meeting new rural standards, namely Phu Quy district and Duc Linh district.

It can be seen that the National Target Program on New Rural Construction has very correct viewpoints and policies, in line with the people's wishes, and has been agreed upon and responded to by the people in the province in recent times.

The program has been seriously and actively implemented by Party committees and authorities at all levels and has achieved great results, accelerating the industrialization and modernization process in the province, significantly improving the lives of the majority of farmers and rural areas, reducing the development gap between rural and urban areas, promoting the socio-economic development of the province; creating people's trust in the Party, government and political system.

Continue implementing the national target program on new rural construction

In the coming time, in order for the national target program on new rural construction to continue to be effective, contributing to the socio-economic development of rural areas, Binh Thuan province will focus on promoting propaganda work, raising awareness for cadres and rural people about the emulation movements on new rural construction in many diverse forms; at the same time, introducing good models and creative ways in new rural construction in the province.

Effectively implement the contents of the program and specialized programs to improve the quality of life of rural people, synchronously develop the socio-economy in rural areas. Continue to invest in upgrading and completing technical infrastructure works, environmental treatment, developing the rural economy, improving the operational efficiency of cooperatives, supporting start-up and innovative businesses.

Promote restructuring of the agricultural sector towards improving productivity, quality, and high added value, prioritizing the development of key local agricultural products, on the basis of applying smart technology and mechanization in production; promote joint ventures and associations to form value chains, attract more businesses to invest in rural areas; and develop a variety of OCOP products.

Focus on implementing criteria for communes and districts that have not met them, maintain and improve the quality of criteria for communes and districts that have met new rural standards, communes that have met advanced new rural standards, and model new rural areas.
