The Ministry of Education and Training is seeking comments on the draft Circular amending and supplementing a number of articles of the regulations on university and college admissions for Preschool Education.
One of the amendments and supplements in the draft is that the early admission quota is determined by the training institution but does not exceed 20% of the quota of each training major or group of majors.
Regarding the regulation that the early admission quota should not exceed 20%, Associate Professor, Dr. Nguyen Thanh Hung, Vice Principal of Hue University of Education, said that many candidates have long been interested in early admission. However, early admission also makes many people worry about the fairness of admission.
“If the early admission rate is too high, it will cause an imbalance and create inertia for students. Candidates only need to finish grade 12 and graduate from high school to be sure of a place in a university. Many education experts as well as schools support lowering the early admission quota to no more than 20%. This regulation is consistent with the current admission trend, reserving most of the quota for admission based on high school graduation exam scores as well as based on the capacity assessment results of many large universities that are trusted by society,” Associate Professor, Dr. Nguyen Thanh Hung commented.
The Vice Principal of Hue University of Education also said that when adjusting the early admission rate to no more than 20%, schools will also encounter certain barriers and difficulties. However, in the development process, each school will have different ways to promote the school brand, improve training quality as well as accompanying scholarship policies to attract more students in the recruitment work. In particular, schools need to determine that the highest goal is to improve the quality of recruitment, recruit quality candidates, thereby training talents for the country in the future.
Associate Professor, Dr. Nguyen Dao Tung, Director of the Academy of Finance, also said that when all schools conduct early admissions, it will make high schools work hard, the volume of confirmation is high, students do not care about the second semester of grade 12. Some schools only consider the academic results of students in grades 10, 11 and the first semester of grade 12, so there are stories of students not focusing on studying after Tet in the second semester.
"We support the new point in the draft regulation that if admission is based on high school transcripts, there must be 6 semesters, so that candidates can focus on studying seriously until the end of the school year. At the same time, there needs to be a monitoring mechanism for units to strictly implement the regulations, strengthen sanctions on inspection and post-inspection work so that admissions can be carried out in an orderly and effective manner," Associate Professor Dr. Nguyen Dao Tung emphasized, and at the same time suggested that it is necessary to boldly eliminate the form of early admission, because the number of 20% for early admission does not have much meaning. In addition, the Ministry of Education and Training should also consider moving up the time of the first round of admission so that schools can continue to enroll students with real wishes in the second round.
Ms. Vuong Huong Giang, Deputy Director of the Hanoi Department of Education and Training, said that in recent years, when implementing support for candidates to participate in early admission, the Hanoi Department of Education and Training found some shortcomings such as the desire to be admitted to universities and colleges with early admission quotas, so candidates have made many applications to many training institutions, leading to high schools spending a lot of time and effort to copy and print transcripts and confirm applications for candidates while this is the peak time of the high school graduation exam.
In addition, after the admission results are out, candidates do not have the mentality to continue studying, because they only need to graduate from high school, which affects the quality of the exam and the psychology of other candidates. Therefore, Ms. Huong Giang believes that the regulation of early admission quotas and the regulation of admission scores ensures fairness among candidates in the admission rounds and reduces the above-mentioned problems.
The Deputy Director of the Hanoi Department of Education and Training also agreed with the regulation that the examination of transcripts must use the results of the entire 12th grade of the candidates, because this ensures the assessment of the candidates' knowledge throughout high school and avoids the phenomenon of lopsided learning, or skipping some subjects in the second semester of 12th grade, because they only study subjects for the graduation exam.
Speaking at the regular Government Press Conference on December 7, Deputy Minister of Education and Training Hoang Minh Son also stated that because of early admission, students who have not completed their high school graduation program have already been admitted, which also creates unfairness. Students with conditions can study early, study early, and complete the first semester program, but most of them have to finish the program by May. Thus, the admission scores based on students' academic results are uneven, also creating injustice.
Deputy Minister Hoang Minh Son said that the negative impact on teaching and learning in general education is that many students have the mentality that they have already been admitted, so they do not care about studying anymore, and go to class just to sit around. Many students entering grade 10 of specialized schools are almost assured of being admitted and do not focus on comprehensive learning, studying subjects that are really necessary for future training. Therefore, the quality of general education has a negative impact, leading to the quality of university training later being affected, when students do not prepare a good foundation.
"It is possible to consider eliminating early admission. From these shortcomings, the Ministry of Education and Training has drawn from many years of practice, listening directly to opinions from insiders to make adjustments. When reducing the early admission rate, only those students with truly outstanding abilities will be admitted directly. Students focus on the general admission round to ensure fairness, quality as well as efficiency and convenience," said the Deputy Minister, adding that he will consider keeping 20% or eliminating early admission to combine it with the general admission.
