Accordingly, 9 social housing projects have been started but after more than a year, they are still "inactive". For example, the project invested by Thien Phat Company in Linh Trung II Export Processing Zone (Thu Duc City) with 360 apartments, which can accommodate 1,000 workers, started in April 2022 but has not been able to be built yet due to legal problems.
This project serves workers, however, according to current law, the project is not entitled to social housing incentives such as increased land use coefficient, preferential interest rate loans, etc. because the land used for construction of the project is commercial and service land in an industrial park. The investor has sent a petition to the Ho Chi Minh City People's Committee to ask for help but it has not been resolved yet.
Similarly, the social housing project in Long Truong Ward, Thu Duc City; Dragon E-Home project of Dragon Village Company, Thu Duc City; social housing project of Nguyen Son Company in Binh Chanh; MR1 social housing project of Xuan Mai Saigon Investment - Construction Joint Stock Company in Eco Green urban area, District 7... after a grand groundbreaking ceremony also fell into a similar tragedy because of legal procedures that prevented construction permits.

Recently, Mr. Tran Hoang Quan, Director of the Ho Chi Minh City Department of Construction, admitted that social housing projects in Ho Chi Minh City are facing many difficulties. In the programs and projects according to the Resolution of the Ho Chi Minh City Party Committee for the 2020-2025 term, the goal is to put 50 million m2 of housing floor space into use, but in the first 2 years, there are only 13.5 million m2 of floor space. In the remaining 3 years, each year the city needs 12.5 million m2 of floor space, but in the first quarter of 2023, it only reached about 1 million m2 .
In particular, Ho Chi Minh City has set a target of having about 35,000 social housing and worker accommodation, but so far only 1 project has been completed with 260 units. Of the 18 registered social housing projects, 9 projects have started construction and broken ground, but all are stuck in policies related to the Housing, Land and Public Property Laws. Currently, the Department of Construction is advising the Ho Chi Minh City People's Committee to group projects and determine the responsibility of each department and branch to resolve the issues.
