On the afternoon of June 8, with 463/465 delegates participating in the vote in favor (equal to 95.07% of the total number of National Assembly delegates), the National Assembly passed the Resolution on the Law and Ordinance Development Program for 2025, adjusting the Law and Ordinance Development Program for 2024.
Contribute to removing obstacles, improving the efficiency of land management, exploitation and use.
Accordingly, the National Assembly resolved to add to the 2024 Law and Ordinance Development Program the draft Law amending and supplementing a number of articles of the Land Law No. 31/2024/QH15, the Housing Law No. 27/2023/QH15, the Real Estate Business Law No. 29/2023/QH15, the Law on Credit Institutions No. 32/2024/QH15; and the draft Resolution of the National Assembly regulating the reduction of value-added tax.
These contents are expected to be submitted to the National Assembly for comments and approval at the 7th Session according to the process at one session and according to the shortened order and procedure.
Explaining and accepting this content, the National Assembly Standing Committee said that there were opinions requesting further clarification of the necessity, urgency, and feasibility of promulgating the Law adjusting the effective date of the Land Law, Housing Law, Real Estate Business Law, and Credit Institutions Law.
According to the National Assembly Standing Committee, the 2024 Land Law, the 2023 Housing Law and the 2023 Real Estate Business Law have many innovative and progressive provisions, which are expected by the people and society to create momentum for socio-economic development in the new period.

The early implementation of the above laws will contribute to removing obstacles and shortcomings, bringing new policies decided by the National Assembly into life, improving the efficiency of land management, exploitation and use, promoting the healthy, stable and sustainable development of the real estate market, and promoting housing development, especially social housing for workers and low-income laborers.
Therefore, the National Assembly Standing Committee proposed that the National Assembly add the Law project to the 2024 Program, submit it to the National Assembly for consideration, comments and approval at the 2nd Session of this Session according to the shortened procedures as proposed by the Government.
At the same time, it is recommended that the Government study and revise the name of the Law to match the scope of the amendment, which is to only adjust the effective date of earlier laws, specifically from August 1, 2024.
In addition, to ensure the quality of the promulgation of the Law, the National Assembly Standing Committee recommends that the Government, in the process of directing the drafting of the Law project, should study and absorb the opinions of National Assembly deputies and the opinions of the National Assembly agencies: carefully assess the impacts, especially adverse impacts (if any) to propose solutions; continue to carefully review the transitional provisions in these 4 Laws and the provisions in other relevant laws affected by the adjustment to take effect 5 months earlier to have appropriate handling plans...
The Government directs ministries, branches and localities to promptly develop and fully promulgate detailed regulations and implementation guidelines to ensure they take effect simultaneously with the laws. At the same time, they are responsible for ensuring the necessary conditions for the smooth implementation of the laws, avoiding problems due to slow promulgation of detailed regulations, and not creating legal gaps, causing difficulties for localities, businesses and people.
Do not allow "group interests" or local interests to occur in law-making work.
Also according to the Resolution just passed by the National Assembly, at the 8th Session (October 2024), the following projects will be submitted to the National Assembly for comments: Law on Digital Technology Industry; Law on Electricity (amended); Law on Teachers; Law on Management and Investment of State Capital in Enterprises; Law on Special Consumption Tax (amended); Law on Corporate Income Tax (amended); Law on amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils; Law on amending and supplementing a number of articles of the Law on Advertising.
Regarding the draft Law on Electricity (amended), in case the draft Law is well prepared by the Government and the discussion process at the National Assembly reaches high consensus, the National Assembly Standing Committee will consider and coordinate with the Government to submit it to the National Assembly for approval at the 8th Session according to the procedure at one session.
In addition, also in 2024, the National Assembly Standing Committee will consider and approve the draft Ordinance on Litigation Costs and the draft Ordinance on Management and Protection of the Ho Chi Minh Mausoleum Relic Site.

Regarding the 2025 Law and Ordinance Development Program, the National Assembly resolved at the 9th Session (May 2025) to submit to the National Assembly for approval 12 draft laws and 1 draft resolution, including: Law on Gender Transition; Law on Digital Technology Industry; Law on Electricity (amended); Law on Chemicals (amended); Law on Teachers; Law on Management and Investment of State Capital in Enterprises; Law on Special Consumption Tax (amended); Law on Corporate Income Tax (amended); Law on Employment (amended); Law on amending and supplementing a number of articles of the Law on Supervision Activities of the National Assembly and People's Councils; Law on amending and supplementing a number of articles of the Law on Advertising; Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations; Resolution of the National Assembly on the 2026 Law and Ordinance Development Program, adjusting the 2025 Law and Ordinance Development Program.
In addition, 10 draft laws were submitted to the National Assembly for comments: Law on Water Supply and Drainage; Law on Transfer of Persons Serving Prison Sentences; Law on Extradition; Law on Railways (amended); Law on Urban Development Management; Law on Participation in United Nations Peacekeeping Forces; Law on Civil Judgment Enforcement (amended); Law on Mutual Legal Assistance in Civil Matters; Law on Mutual Legal Assistance in Criminal Matters; Law on Amending and Supplementing a Number of Articles of the Law on Product and Goods Quality. These draft laws will be submitted to the National Assembly for consideration and approval at the 10th Session (October 2025).
In the Resolution, the National Assembly requested the National Assembly Standing Committee, the Government, agencies, organizations, and National Assembly deputies to strengthen discipline and order, promote responsibility, and ensure strict implementation of the Law and Ordinance Building Program.
Not submitting to the National Assembly projects that do not ensure complete records and documents, and do not ensure quality and progress according to regulations; not proposing to add projects or drafts to the Program at a time close to the National Assembly session or during the National Assembly session, except in cases of real necessity and urgency.
In particular, the National Assembly requested to strengthen control over power, fight against negativity, and prevent the integration of "group interests" and local interests in law-making work.
