Sand mines exploited under special mechanisms are stuck with procedures and have not been granted permits, so contractors must import Cambodian sand to construct component 2 of the Cao Lanh - An Huu expressway project, through Dong Thap province.
Buy 20,000m3 of Cambodian sand for construction
The Cao Lanh - An Huu Expressway Component 2 project has a total length of about 11.43km. Of which, about 3.8km passes through Dong Thap province and 7.62km through Tien Giang province.
The contractor urgently organizes the construction of component project 2 of Cao Lanh - An Huu expressway, section through Dong Thap province.
Truong Son Construction Corporation is in charge of constructing the Cao Lanh - An Huu Expressway, component project 2, 7.1km long. Of which, the section passing through Dong Thap province, the contractor is assigned to carry out 3.8km long, with two bridges, Kenh 307 and Cai Lan.
Major Nguyen Manh Hung, Director of Enterprise 98.2, Truong Son Construction Corporation, said that after nearly 3 months of construction, the project progress through Dong Thap province has reached 2%.
Currently, the contractor is organizing workers to carry out tasks related to organic soil excavation, road shaping and service road construction. Of the 300m continuous floor beams in the project, the contractor has completed 27/29 bored piles.
Meanwhile, for the bridges included in the bid package, the contractor is implementing related works and the progress so far is still guaranteed according to the proposed construction plan.
Workers are busy working at the Cao Lanh - An Huu highway construction site.
"To be able to carry out the above tasks and maintain the project's construction progress, up to now, the contractor has had to buy 20,000m3 of sand from Cambodia. Although the selling price is 295,000 VND/m3 of sand, buying sand is also difficult because of the scarcity of sand.
Therefore, each day, the contractor can only have 300m3 of sand for construction. Meanwhile, the current demand of the project is 3,000m3 of sand/day to ensure the project's progress," Major Hung added.
Stuck in procedures, sand mines slow to get licenses
Mr. Nguyen Dinh Chuong, an officer of the consulting and supervision unit, said that the project component 2, Cao Lanh - An Huu expressway through Dong Thap province, said that the project started on August 27, 2024 and is expected to be completed and put into use on July 5, 2026.

The project must be loaded to meet the technical requirements for highway construction as prescribed. According to calculations by the professional agency, there are sections of the project that will take a long time to load, about 17 months, to meet the requirements.
According to Major Nguyen Manh Hung, taking advantage of all conditions, the contractor has arranged 7 construction teams at the site. Of these, 5 teams will carry out work related to the road section and 2 teams will be used to build the bridge.
The contractor has also increased the number of workers, machinery and equipment needed for construction by 60% to speed up progress because the project only has 23 months to complete the assigned tasks.
Component 2 of the Cao Lanh - An Huu Expressway, the section through Dong Thap province, requires 370,000m3 of sand for foundation. Up to now, the contractor has been assigned a sand mine by the province under a special mechanism with a permitted exploitation quantity of 300,000m3 of sand.
"The contractor is waiting for the sand mine granted by Dong Thap province under a special mechanism to speed up construction. According to the original plan, the sand mine would be exploited in November, but it has not been exploited yet due to many procedures ," Major Hung informed.
The Department of Natural Resources and Environment (TN&MT) of Dong Thap province said that the sand mine was granted by the province under a special mechanism to serve the construction of component project 2, Cao Lanh - An Huu expressway, the section passing through the province has not been exploited because the procedures for closing the mine have not been completed.
"This sand mine has been exploited before, so to get a new license, the steps to close the mine must be completed. According to the plan and information at the meetings, the sand mine will be exploited at the end of this year or early next year," added a representative of the Department of Natural Resources and Environment of Dong Thap province.
The Cao Lanh - An Huu Expressway Component 2 project has a total length of about 11.43km. Of which, about 3.8km passes through Dong Thap province and more than 7.62km passes through Tien Giang province.
The project is invested by the Tien Giang Provincial People's Committee as the state agency responsible for investment. The project starts at the intersection with component project 1, Cao Lanh - An Huu expressway at Km16 in My Hiep commune, Cao Lanh district (Dong Thap).
The end point of the project intersects with the Trung Luong - My Thuan expressway project at Km 98+950, about 1.8km from An Thai Trung intersection, An Thai Trung commune, Cai Be district (Tien Giang).
