At the workshop to provide comments on the draft Law on Teachers, organized recently by the Ministry of Education and Training in coordination with the Department of Education and Training of Ho Chi Minh City, the story of professional certificates for teachers continued to heat up.

Mr. Pham Do Nhat Tien - former assistant to the Minister of Education and Training, a member of the drafting committee of the Law on Teachers - affirmed: "We are integrating internationally, we cannot do without a practice license. We absolutely must have one.

This is a common trend in countries around the world, teachers must have a license to practice. The reason is that teaching is a very special profession related to human development. Therefore, people working in this profession must have a license to practice.

Many readers have controversial opinions about professional certificates for teachers.

A practicing certificate is required.

Some readers think it is necessary to issue practice certificates to teachers.

Reader Doan Viet Cuong said: "It is very necessary to have a professional certificate for teachers. This certificate includes many classifications according to the subject that the teacher will teach and must have a time limit."

Sharing the same view, account vodinhngochanh wrote: "The establishment of the teacher's practice certificate is in line with world integration.

In case a teacher violates ethics or violates prohibitions, his/her license to practice will be permanently revoked. But now, if a teacher violates, we cannot revoke his/her university degree in education!"

According to reader Tran Hoang Ngan: "Teachers have enough knowledge and experience but also need skills to convey to students. Therefore, they need a license to practice."

Reader Tran Quoc Phong gave another opinion: "The practice certificate should only be issued to teachers who teach at the center or outside." Reader Nguyen Phuong Trang expressed: "We must make this practice certificate real to ensure teaching quality."

Not doing it properly will create sub-licenses.

In response, according to reader Thanh Dai: "Requiring teachers to have a professional certificate is unnecessary. Currently, the education system has mandatory and strict requirements to ensure teaching quality.

For example, teachers must complete professional training programs and regularly participate in professional development courses. In addition, schools and educational management agencies also conduct periodic tests and assessments of teachers' teaching capacity.

These measures are sufficient to ensure that teachers have the necessary qualifications and skills to do their jobs effectively, without the need for additional professional certification."

A junior high school teacher said: "In reality, teachers already have a certificate of professional title training. Graduates who are not in the pedagogical sector and want to teach must also have a certificate of pedagogical skills. Currently, we also need to retake the pedagogical skills certificate by subject. So, what is the purpose of a practice certificate?"

"Is it necessary for teachers to have a professional certificate? If so, will the quality of teaching change accordingly? In my opinion, the core is how to develop the quality of education according to the world" - reader An commented.

A reader named Ty commented: "The important thing is that having a practice certificate will solve what? Who will pay for it, which unit is allowed to issue the certificate, and do the procedures for getting a practice certificate need to be considered like promoting teachers? Lawmakers must look at it from the perspective of the majority of teachers, not from the perspective of a few individuals."

According to the draft Law on Teachers, the practice certificate is only required for those who have just graduated from a university of education and are working in schools. Teachers who are accepted into schools will be granted a practice certificate by the ministry after 12 months of training.

BS account posed a possible situation: "If you only work at this school for 6 months and then for some reason have to transfer to another school, will the original school easily issue a certificate of 6 months of work to the teacher? If by law it is mandatory to issue it, but by custom, is it that easy?"

And reader Anh Vu emphasized: "The most practical concern is reforming teachers' salaries, allowances... instead of creating more sub-licenses that create more psychological burdens for teachers."
