After the policy of supporting students' activities exclusively for students was issued, the number of students and parents interested in teacher training increased.
According to the Ministry of Education and Training, in recent years, the rate of candidates registering for admission, admission scores and the rate of candidates enrolling in teacher training programs have increased sharply compared to other training programs and fields.
Level of living allowance for teacher training students
Decree 116/2020 of the Government stipulates the policy of supporting tuition fees and living expenses for teacher training students. Accordingly, from November 15, 2020, teacher training students will receive State support for tuition fees at the tuition fee level of the teacher training institution where they study.

At the same time, pedagogical students are supported by the state with 3.63 million VND/month to cover living expenses during their time studying at the school. The period of support for tuition and living expenses is determined according to the actual number of months of study at the school according to regulations, but not exceeding 10 months/school year.
In case of teaching under the credit system, the teacher training institution can convert the support level to match the credit system. The total support cost for the entire course under the credit system shall not exceed the support level prescribed for the course by academic year.
Thus, in 2025, pedagogical students will receive a support amount of 3.63 million VND/month, equivalent to 18.15 million VND/semester.
In what cases must students refund tuition fees?
To receive the full amount of support under Decree 116, students need to meet various criteria. Otherwise, students must repay the entire amount after graduation.
Clause 1, Article 6, Decree 116/2020 stipulates cases in which pedagogical students must reimburse tuition fees and living expenses, including:
- Pedagogical students enjoy the policy but do not work in the education sector for 2 years from the date of graduation recognition decision.
- Pedagogical students enjoy policies and work in the education sector but do not have enough working time as prescribed in Point a, Clause 2, Article 6, Decree 116.
- Pedagogical students who are entitled to policies during their training period but transfer to another training major, voluntarily drop out of school, do not complete the training program or are disciplined and forced to drop out of school.
Thus, students who do not have enough time to work in the industry, transfer to another training major and do not work in the industry after 2 years of graduation will have to pay back the tuition and living expenses support. You need to pay attention to avoid paying too much money at once.
