The Government has approved the Planning of the network of higher education and pedagogical institutions and the Planning of the system of specialized educational institutions for people with disabilities and the system of centers to support the development of inclusive education for the period 2021-2030, with a vision to 2050.
Expand training scale
Regarding the main contents of the Planning of the network of higher education and pedagogical institutions for the period 2021-2030, with a vision to 2050, Deputy Director of the Department of Higher Education Nguyen Anh Dung said: The Planning sets out general goals and a number of specific goals and targets, emphasizing the factor of consolidating and expanding development space according to the requirements of the standards of higher education institutions to implement the Law on Higher Education (amended and supplemented in 2018). At the same time, the goal is to develop higher education institutions that meet quality standards on par with the region and the world, meeting the requirements of implementing the goals of the Education Development Strategy to 2030.
The goal also affirms the expansion of the network's training scale, emphasizing the need to increase the proportion of training scale in science, technology, engineering and mathematics (STEM) to 35% of the total of over 3 million learners (ensuring 260 university students per 10,000 people). Forming large higher education centers, high-quality training, high-level training associated with scientific research, technology development and innovation in 4 urban areas including Hanoi, Da Nang, Ho Chi Minh City and Can Tho, creating momentum for the development of key economic regions and the whole country.
Regarding the basis for the Planning of the network of higher education and pedagogical institutions to set a target of over 3 million students by 2030, Deputy Minister of Education and Training Hoang Minh Son said: The development target by 2030 is the ratio of university students to 260 students per 10,000 people. On that basis, when building the Planning, the scale of postgraduate and pedagogical colleges is taken into account, therefore, the Planning sets a target of over 3 million students by 2030, which is well-founded.
Meeting the learning needs of people with disabilities
Regarding the Planning of the system of specialized educational facilities for people with disabilities and the system of centers supporting the development of inclusive education, Director of the Department of General Education Thai Van Tai said: The general goal by 2030 is to develop a system of specialized educational facilities for people with disabilities and a system of centers supporting the development of inclusive education in the national education system, ensuring quantity, structure and quality, meeting the requirements of ensuring equal opportunities in accessing and enjoying quality educational services and the need for lifelong learning for people with disabilities in all localities.
The specific goal is to develop a system of specialized educational facilities for people with disabilities and a system of centers to support the development of inclusive education in the national education system, in which 100% of provincial units strive to have public centers to support the development of inclusive education. Effectively operate a system of specialized educational facilities for people with disabilities, including 11 existing facilities and 1 newly established public facility.
By 2050, the system of specialized educational facilities for people with disabilities and the system of centers supporting the development of inclusive education will operate effectively and integrate internationally to ensure that people with disabilities have equal opportunities to access quality education, complete compulsory education, open up lifelong learning opportunities to maximize individual potential and make positive contributions to society.
Talking about the solution to develop human resources for special education in training pedagogical majors, Mr. Ta Ngoc Tri, Deputy Director of the General Education Department, said: The human resources for the specialized system are made up of two forces: graduates from special education faculties and majors and junior high school teachers who have received additional professional training. Of which, the second force is making up a larger number. Currently, at some higher education institutions, the special education sector has performed the function of training students, meeting the needs of society. Therefore, the establishment of the Planning of the system of specialized educational institutions for people with disabilities and the system of centers supporting the development of inclusive education is a good signal for higher education institutions to plan for training targets, meeting the needs of resource use.
