A company in Hai Phong has had dozens of vehicles due for inspection since the beginning of the year that could not be inspected, due to the lack of a brake test track. Because oversized and overweight vehicles are special vehicles, they cannot be brought to inspection centers.

Meanwhile, in Circular 47, regulations for vehicle inspection items outside the inspection facility, enterprises that need to inspect vehicles must prepare vehicles that meet inspection conditions and arrange a road to test the vehicle's braking efficiency.

At the same time, businesses in need must send a document to the inspection facility requesting vehicle inspection outside the inspection facility, clearly stating vehicle information, brake test track information, location and time of inspection.

According to the Vietnam Automobile Transportation Association, currently, some businesses that need to inspect this type of vehicle have yards with asphalt or cement concrete, compacted, flat, with enough area and length to arrange a "brake efficiency test track".

However, because it is not a standard asphalt or cement concrete surface for automobile roads, it cannot meet the requirements for flatness, adhesion coefficient... according to regulations.

For businesses that do not have yards, they also proactively rent or borrow roads in industrial parks where there are no people or vehicles participating in traffic regularly.

However, in terms of law, the regulations on exploitation and use of these road sections for the purpose of "brake efficiency test roads" must be issued by the Vietnam Register or the inspection facility and must be permitted by the organization managing that road section or the state management agency of that road section (Department of Construction or Road Management Area).

"The above two reasons have caused the situation of oversized and overweight vehicles reaching their expiration date but not being inspected to increase, greatly affecting the logistics chain and causing damage to businesses," said a representative of the Automobile Transport Association.

To solve this problem, the Vietnam Automobile Transportation Association recently proposed that the Ministry of Construction amend and supplement the "brake efficiency test road" category in Circular No. 47 in the direction of allowing the Departments of Construction to use multi-lane roads with low traffic density as brake efficiency test roads.

Regarding this issue, the Ministry of Construction has just sent a document to the Prime Minister. The Ministry said that it has sent a document requesting localities to direct specialized agencies to support businesses in preparing locations (brake efficiency testing roads) to create more favorable conditions for the inspection of oversized and overweight vehicles.

At the same time, the Ministry has also directed the Vietnam Register to proactively support and urge inspection facilities to immediately deploy the equipment and tools for inspection and conduct inspections outside the inspection facility according to regulations; Organize additional professional training courses for inspectors of inspection facilities to deploy and implement this content.

It is known that currently, the whole country has 94 inspection facilities in provinces and cities that are fully equipped with inspection equipment and tools and ready to conduct inspections outside the inspection facility for vehicles.
