Struggling to find a road to test brakes and inspect oversized and overweight vehicles

The Vietnam Automobile Transport Association has just issued a document requesting that businesses that need to inspect oversized and overweight vehicles are responsible for finding a road to test brake efficiency according to regulations.


Still difficult to arrange brake test track

The Vietnam Automobile Transport Association has just sent a document to the Vietnam Oversized and Heavy Goods Transport Association (STST) and STST freight transport enterprises regarding the inspection of oversized trailers and semi-trailers outside of inspection facilities.

According to the Vietnam Automobile Transport Association, currently, businesses that need to inspect oversized and overweight vehicles still have difficulty finding effective brake test tracks to serve the inspection of these vehicles.

According to this Association, currently, some businesses need to inspect this type of vehicle with a yard paved with graded stone or asphalt concrete or poor cement concrete, compacted and flat to park all types of super-heavy cargo vehicle combinations (including combinations of vehicles loaded on the vehicle with a total weight of up to 100 tons), with enough area and length to arrange a "brake efficiency test track".

However, because it is not a standard asphalt concrete or cement concrete surface for automobile roads, it cannot meet the requirements for flatness, adhesion coefficient... according to the regulations of QCVN 122:2024/BGTVT.

On the other hand, some businesses need to inspect oversized trailers and semi-trailers without a yard, but have contacted to rent or borrow a road in an industrial park where there are few or no people or vehicles participating in traffic regularly.

Legally, to regulate the exploitation and use of these road sections for the purpose of "brake efficiency test roads" to inspect motor vehicles, the Vietnam Register or the inspection facility must have an official dispatch requesting permission from the organization managing that road section or the state management agency of that road section (Department of Construction or Road Management Area).

In fact, it is the difficulty in arranging an effective brake test track that has caused inspection facilities to refuse to inspect this type of vehicle. Many vehicles are therefore unable to operate, greatly affecting the logistics chain, causing transportation costs to increase.

According to regulations, the responsibility for arranging a brake efficiency test track belongs to the enterprise that needs to inspect oversized and overweight vehicles.

Transport businesses need to proactively find roads to test brakes.

Faced with the above situation, the Vietnam Automobile Transport Association recommends that the Vietnam Automobile Transport Association discuss with businesses that need to inspect oversized trailers and semi-trailers to urgently find, contact to rent or borrow road sections in industrial parks, project areas... where there are few or no people or vehicles participating in traffic regularly.

That road section must meet the conditions to be used as a "brake efficiency test road" according to the instructions of the inspection facility that will inspect the enterprise's vehicle and immediately send a summary report to the facility that will inspect the enterprise's vehicle and send it to the Vietnam Automobile Transport Association through the Vietnam Automobile Transport Association.

The Vietnam Automobile Transport Association also requested the Vietnam Register to send an official dispatch to the Departments of Construction and Road Management Areas to direct road management organizations to create conditions for inspection facilities to rent or borrow sections of road to test brake efficiency;

Direct the inspection facility to issue a request in writing, and coordinate with the enterprise requiring inspection to directly work with the organization managing that road section or the state management agency of that road section to reach an agreement and be allowed to use that road section as a brake efficiency test road.

At the same time, this Association also recommended that the Ministry of Construction amend and supplement the item "brake efficiency test road" in Circular No. 47/2024/TT-BGTVT in the direction of allowing the Departments of Construction to use multi-lane roads with low traffic density as brake efficiency test roads such as granting licenses for practice driving cars on public roads, or renting roads in the yards of driving training and testing facilities...

Encourage inspection facilities in areas with many oversized vehicles to invest in and build effective brake inspection roads.

Regarding this content, the leader of the Vietnam Register said that according to regulations, enterprises that need to inspect oversized and overweight vehicles are responsible for preparing vehicles that meet the conditions for inspection, arranging a test track to test the vehicle's braking efficiency, and sending a request to the inspection facilities to inspect this type of vehicle.

The leader of a vehicle inspection facility in Hanoi also added that businesses that need to have their STST vehicles inspected are responsible for finding a road to test the effectiveness of their brakes and contacting the road management agency of that road to request to rent or borrow the road to use as a road to test the effectiveness of their brakes.

The inspection facility has no responsibility or authority because it is not the business that needs to inspect the vehicle. When there is a brake performance test track, the inspection facility will coordinate to check whether the conditions of the test track meet the prescribed standards or not. If it meets the standards, it will arrange time and personnel to conduct vehicle inspection for the business.

Regarding the investment in a brake performance test track, the head of the inspection facility in Hanoi said that this road section must be at least 30m wide and 3km long, and the investment cost would be up to tens of billions of VND; while the inspection service fee for each oversized trailer and semi-trailer is currently only 190 thousand VND and the number is not much compared to other types of vehicles. Therefore, for the inspection facilities, investing in this test track is economically impossible.
