Car chassis number is unclear, how to get vehicle inspection?

Regarding this issue, a representative of a vehicle inspection facility in Hanoi said that the chassis number is a series of unique identifying characters attached to the vehicle frame to identify that vehicle.

The chassis number is also commonly referred to as the vehicle identification number or VIN. The VIN consists of 17 characters and contains information about the place of manufacture, manufacturer, model, year of manufacture, and other information about the vehicle.

Through the chassis number it is possible to determine the exact type and model of the vehicle used, as well as information about the year of manufacture, manufacturer, country of manufacture and technical specifications of the vehicle.

Attaching the chassis number to the vehicle helps authorities control and ensure the validity of road vehicles, as well as helps vehicle owners manage information about their vehicles.

Because of the importance of the chassis number, QCVN 122: 2024/BGTVT on inspection of circulating motor vehicles stipulates that there are 4 important damages and defects related to the car chassis number that cause the vehicle to fail the vehicle inspection.

Including: The stamping position does not match the vehicle profile; there are signs of repair or erasure; The letters and numbers are unclear or do not match the vehicle profile; the chassis number is not fully visible.

In the case of a reader of Construction Newspaper, the frame number is rusted and blurred, making the letters and numbers unclear; therefore, the truck will fail the vehicle inspection.

To avoid this situation, vehicle owners need to re-stamp the car chassis number.

Circular 79/2024/TT-BCA, effective from January 1, 2025, stipulates the issuance and revocation of vehicle registration certificates and license plates of motor vehicles and specialized motorbikes, stating 5 cases in which engine numbers and chassis numbers can be re-stamped; including the following cases: The vehicle has been registered but during use, the engine number or chassis number is corroded, blurred, rusted or one or more characters are lost.

However, the inspection agency must conclude that the engine number or chassis number is original, then the car will have its chassis number re-stamped according to the number recorded in the certificate of origin.

In all cases, the re-stamping of engine and chassis numbers according to the above regulations will be carried out by the vehicle registration authority.

To re-engrave the car chassis number, the car owner needs to prepare documents and submit them to the Traffic Police Department of the local police or the competent commune or ward police.

These documents include: Application for re-engraving of chassis number; Vehicle registration declaration; personal documents of the vehicle owner, including identity card (or household registration) if the vehicle owner is Vietnamese. If the vehicle owner is a Vietnamese residing abroad but working in Vietnam, it is necessary to supplement the temporary residence declaration, permanent residence declaration and present the passport.

In addition, it is necessary to submit documents related to the vehicle such as: Vehicle purchase or donation documents; registration fee; documents proving the origin of the vehicle and Application.

After the application is received and valid, the police agency will re-stamp the vehicle's chassis number.

When the new chassis number is available, the car owner takes the car to the inspection department to receive a new certificate and inspection stamp, ensuring the car is eligible to participate in traffic.

Car owners should note that for cars with engine numbers and frame numbers that have been cut, welded, erased, tampered with, or illegally re-stamped (not stamped by the police), the car will not be able to resolve issues related to vehicle registration.
