Social housing supply has not met the great demand of the people.

At the seminar "Realizing the Project to Build at Least 1 Million Social Housing Apartments" organized by the Ministry of Construction in coordination with VTC Digital Television (Voice of Vietnam) on the afternoon of October 19, Mr. Do Tien Sy - General Director of Voice of Vietnam emphasized that in 2023, due to the great impact when the real estate market was "frozen", the progress of many social housing and worker housing construction projects slowed down.

However, overcoming difficulties and obstacles, up to this point, activities in many areas of the construction industry have been basically restored and developed appropriately.

The clearest evidence is that, to date, the whole country has completed 41 social housing projects in urban areas, with a construction scale of more than 19,500 units, and is continuing to implement 294 projects, with a construction scale of 288,500 units.

“ These impressive figures are a great motivation for us to coordinate to organize this discussion today. From there, we can see more clearly the positive values of a very humane policy that is being effectively implemented, helping tens of thousands of poor people and tens of thousands of workers rent or buy houses at low prices to have stable housing and peace of mind to work and do their jobs, ” Mr. Do Tien Sy emphasized.

However, according to Mr. Sy, compared to reality, this supply still cannot meet the huge demand for housing of middle-income and low-income earners and workers in industrial parks.

In April 2023, the Prime Minister approved the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030". In which, a series of specific policies on the development of social housing and workers' housing were proposed, with clear goals and solving a series of long-standing bottlenecks.

“ I hope that today's discussion will record more opinions, recommendations, and solutions from ministries, branches, localities, associations, and the business community to realize this important project ,” Mr. Sy emphasized.

Speaking at the seminar, Mr. Nguyen Thanh Nghi - Minister of Construction - also emphasized that thanks to policies to support and encourage investment and development of social housing, up to now, the whole country has completed 312 social housing projects in urban areas, with a construction scale of about 158,000 units, with a total area of more than 8 million m2; Continuing to implement 418 projects, with a construction scale of about 432,400 units with a total area of about 22,565,000 m2.

In the first 6 months of 2023 alone, the number of social housing and housing for industrial park workers that have started construction is 9 projects with a total of about 18,768 units. Of which, 06 social housing projects; 03 worker housing projects.

According to the Project “Investing in the construction of at least 1 million social housing units”, the total number of apartments completed by localities by 2030 is expected to be about 1,062,200 units. Of which, about 428,000 units will be completed in the 2021-2025 period.

" Thus, if the projects that have been licensed and approved for investment are completed on time, we will basically complete the target by 2025 ," said Mr. Nghi.

The Minister also said that according to the report, localities are focusing on implementing the 120,000 billion VND support package. Currently, 20 provinces have announced a list of 52 projects eligible for loans under the 120,000 billion VND credit program with a loan demand of 25,884 billion VND.

Of these, there are 49 social housing projects with a loan demand of about VND 24,655 billion and 3 projects to renovate and rebuild old apartments with a loan demand of about VND 1,230 billion. Up to now, a number of social housing projects in localities have been disbursed with a capital of about VND 83/1,095 billion and have signed loan contracts.

“ The Ministry of Construction is aware that the implementation of the Project will face many difficulties and challenges in the coming period, requiring the joint efforts and synchronous participation of all levels of government, professional associations and businesses, ” the Minister emphasized.
